Issuance of Identity Card
The Citizenship Act, 1955 provides the Central Government to compulsorily register every citizen of India and issue National Identity Card to him. It has been decided that National Population Register (NPR) should be completed and taken to its logical conclusion, which is the creation of National Register of Indian Citizen (NRIC) and National Identity Card would be issued to Citizens by verification of citizenship status of every usual resident in the NPR. The proposal for the same are under consideration of the Government.
As per the information furnished by UIDAI, the Aadhaar is issued to the residents of the country. It is not a proof of citizenship. Enrolment for Aadhaar is voluntary. It is for the implementing authorities to decide on the applicability of Aadhaar for delivering various services to the people.
This was stated by the Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary in a written reply to a question by Shri Yogi Adityanath in the Lok Sabha today.

Overseas Citizen of India Cards
The details of Overseas Citizen of India (OCI) cards issued during the last three years and the current year, are as under:

Process of streamlining and simplification with respect to issue of OCI cards is a continuous process. Recently the promulgation of Citizenship (Amendment) Ordinance 2015 on 06.01.2015 was a big step towards this. For avoiding prevailing confusion and giving more benefits to applicants, Persons of Indian Origin (PIO) card scheme has been withdrawn with effect from 09.01.2015 and it is also notified that all existing PIO cards are deemed to be Overseas Citizen of India (OCI) cards. Simultaneously, a mechanism has been activated for replacing PIO cards with OCI cards free of cost. The applicants can apply for OCI card through MHA’s website: https://passport.gov.in/oci

Use of Helmet
Wearing of helmets by women riders/pillion riders is compulsory in NCT of Delhi. Delhi Police has issued challan against 1,22,523 women riders/pillion riders for not wearing helmets during the last six months.
Delhi Police is strictly enforcing the mandatory use of helmet for women riders/pillion riders in the NCT of Delhi. Regular road safety campaigns are undertaken by Delhi Police to promote the mandatory use of helmet for women while driving or sitting pillion on Delhi roads. Press advertisements have also been released in the leading newspapers for guidance of women riders/pillion riders in the NCT of Delhi.
