ORDER:
Orders
were issued imposing ban on purchase of vehicles by Government
Department
and Government affiliated Organizations in the reference first read
above.
The Departments were permitted to hire vehicles in case of extreme
necessity
duly following the instructions issued in the reference second read
above.
Further instructions in this regard were also issued in the reference third
read
above.

Further, orders were issued in reference 4th cited to replace polluting
Government
vehicles with vehicles meeting EURO-II standard following certain
conditions.
In pursuance of this, many departments have started purchasing
new
vehicles. Mean while, number of issues have been raised with regard to
specifications
and cost ceiling etc., by various departments.

Government, have earlier constituted with (4) four Officers, in the year
2003, to
have a uniform policy on purchase of new vehicles, and hiring of
vehicles
etc., in the reference 5th cited. After
bifurcation i.e., after 02.06.2014,
instructions
have been issued in cir. Memo No.995-A/59/A1/DCM.I/2014, Fin
(DCM.I)
Dept., Dt.23.07.2014 for continuation of hired vehicles that are already
in use
with the approval of Finance Department before 31.05.2014 , for a further
period
upto 31.03.2015, and also for not to propose any hiring of vehicles of
vehicles
that are already on hire before 31.05.2014.
4.The Departments are now requesting
for further period of continuation, beyond 31.03.2015, with (or) without
due justification. It is now decided to examine
all the aspects in detail.

Government, after careful consideration, hereby constitute a committee
with the
following members to review the entire policy on purchase of vehicles,
specification,
types, eligibility, ceiling, hiring of vehicles etc.
1.
Principal Secretary to Government, TR&B Dept. Chairman
2.
Secretary to Government (Expenditure), Finance Dept. Member
3.
Principal Secretary to Government,(Political) GAD. Member
4. The
Commissioner of Transport, AP, Hyderabad Convenor
5. The
Superintendent, PWD Work Shop, Hyderabad Co-ordinator.
6. The
above committee will mainly examine the problems in the present
system of
hiring of vehicles from Travel agencies through a contract method and
also the
feasibility to adopt transparent method such as tender process to obtain
information
/ quotations from the travel agencies along with rates for
competitive
bidding in fixing rates for hiring of vehicles than what the
Government
has fixed through standing orders.
7. The
Committee shall also collect vehicle-wise information both own
vehicles
and hired vehicles from each department and all other organizations
which are
funded / owned by the Government including PSUs, autonomous
bodies,
statutory bodies, societies etc. The Committee shall prepare Proforma to
collect
information like type of vehicles, year of manufacturing condition of the
vehicle,
name and designation of the officer using the vehicle and whether the
user is
entitled to use the vehicle etc. The Committee shall also give
recommendations
on the type of vehicles to be hired for each category of the
officers
who are entitled to use the Government vehicle.
8. The
above committee shall submit its report to the Government within two
months.

ORDER:
In the
Secretaries Conference held on 10.04.2015, a decision has been taken to
constitute a Committee under the Chairmanship of Special
Chief Secretary (Finance),
Finance Department with Sri. Neerab Kumar Prasad, IAS
(1987), Principal Secretary to
Government (Tourism), Youth Advancement, Tourism and
Culture Department and
Smt.G. Jayalakshmi, IAS (1995), Secretary to Government,
Municipal Administration &
Urban Development Department, to suggest the officers who
will be entitled for
Government Vehicles and officers who are entitled for
hiring the vehicle and types of
vehicles. The Committee will also specify rates for the
different types of vehicles.
2. Accordingly, Government, hereby constitute a Committee
with the following:
