ORDER
In the reference read above the
Govt. of India informed that there shall
be no (zero) levy on rice
from the millers and dealers from Kharif Marketing
Season (KMS) 2015-16.
2. The Commissioner of Civil
Supplies informed that the procurement
operations were done till
KMS 2014-15 through PACS, IKP Groups and DCMSs.
At the micro level, none of
these agencies had the requisite technical,
accounting or logistical
expertise. Further, the IKP Groups decided to withdraw
from procurement operations
from KMS 2015-16. Government of India had
prepared a draft proposal
for Public-Private-Partnership under which all the
responsibilities right from
procurement of Paddy, Milling, storage and
transportation to buffer
godowns / MLS points, will be taken up by private
parties, selected on the
basis of a comprehensive tender process. Under this
scheme, purchase centres
will be maintained by professional organisations,
and the expenditure will be
borne by them without any need for budgetary
support.
3. The Government hereby
order to constitute a Committee to consider all
the matters connected with
the formulation of a suitable procurement policy
and for deciding the pricing
and quality norms. The committee should also
examine an alternative
arrangement in case tenders could not be finalised in
time.
4. The composition of the
Committee shall be

5. The Committee shall also
examine the issue pertaining to the various
procedures being followed by
the Civil Supplies Corporation in procuring the
Committees like Redgram dal,
Sugar etc., and the option for procuring the
commodities from industries
within Telangana in order to encourage local
industries and accordingly
to make specific recommendations.
