ORDER:
In the reference first cited above, the erstwhile Government of Andhra
Pradesh, based on the recommendations of the Anantharaman Commission for
Backward Classes (20th June, 1970), had drawn up a list of (93) Backward Classes
as amended thereafter (other than Scheduled Castes and Scheduled Tribes) which
are socially and educationally backward and classified them into four groups for the
purpose of reservations in the professional colleges and in services under Articles
15 (4) and 16 (4) of the Constitution of India. The caste “Odde (Oddilu, Vaddi,
Vaddelu)” has been included as Backward Classes at serial No.37 under Group “A”
of the list of Backward Classes.
2. In the references 57th read with 63rd read above, orders were issued adapting
the relevant Government Orders issued in the undivided State of Andhra Pradesh
u/s 101 of the Andhra Pradesh Reorganisation Act, 2014 along with the list of (112)
castes/communities group wise as Backward Classes with percentage of
reservation, as specified therein for the State of Telangana.
3. In the reference 66th read above, the Vaddera Sangham, Telangana has
represented to Government that in Telangana State “Odde”, (Backward Classes
Caste) is known as Vaddera which has the same profession of earthwork and stone
cutting, which is a synonym to Odde, in the present list of the socially and
educationally Backward Classes in the undivided State of Andhra Pradesh. But due
to non-inclusion of the synonym “Vaddera to Odde” in the above list, the people
belonging to Vaddera Community are unable to utilize the benefits given by the
Government to the Backward Classes in the Telangana State and therefore
requested that the synonym “Vaddera to Odde” may be included in the Telangana
Backward Classes List and do justice to them.
4. The Member Secretary (FAC), A.P. Commission for Backward Classes in the
reference 67th read above, has informed that the subject was discussed in the
Commission meeting initially on 22.12.2006 and from time to time afterwards.
After conducting public meetings etc., the Commission in its meeting held on 23rd
and 24th September, 2011 resolved to send a report to the Government
recommending to add “Vaddera, Vaddabhovi, Vadiyaraj, Waddara” as synonyms to
“Odde, Oddilu, Vaddi, Vaddelu” and the same was recorded as proceedings of the
Commission. At the end it has been stated that as the term of the Commission
expired, the Commission could not finalise its report and
the issue is pending before the Commission and a formal report from the
Commission for inclusion of synonym to Vadde community will be submitted to the
Government after constitution of the Commission.
5. In the Anantharaman’s Committee report dated.20.06.1970, in Appendix VII,
page 185-186, para 4-5 relating to Odde etc., reads as follows :-
“This is a caste of tank diggers, well sinkers, road makers, and earth-workers
who originally came from Orissa. The word ‘odde’ or “Vadde” is said to be a
corruption of the sanskirt word ‘Odhra’ now known as Orissa. They live in
detached settlements, building their huts in conical or beehive form with a
low entrance. Their traditional occupation is earth-work, stone-cutting,
construction of houses and roads, masonry, cooli work, agriculture labour
and fishing. Some people entirely depend on cooli work for livelihood. They
work in gangs on contract. The women carry the earth in baskets while the
men use the pick and the spade. They are employed largely in public works
department and in the construction and maintenance of railways. They move
about from place to place in search of work. Some are engaged in trade. A
few have taken up agriculture. They are poor, their family income being
Rs.300-700 per annum. They are very ignorant and open-hearted and good
natured. They are proud and eat only in the houses of higher castes...
Divorce and remarriages are freely allowed. They generally get themselves
tattooed. The women wear glass bangles on the left arm. -------------. They
profess Hindu religion and worship Hindu Gods and observe Hindu festivals.
They are divided into two sects, Saivites and Vaishnavites. Brahmins are not
engaged for ceremonial purposes. They generally bury the dead. They
believe in spirits and are very superstitious. Their disputes are settled by the
caste panchayats. ----------------------------------.
The social status of the caste is low. -----------------------------------.
This is more or less a nomadic tribe moving from place to place and on
account of their unclean profession and primitive custom, they are looked
down in society. This community is, therefore, socially backward.
Educationally also they are very backward. As they move from place to place
undertaking excavation of earth-making roads it will be impossible for them
to send their children to schools unless special facilities like residential
hostels are provided. The student population in X and XI classes is very low”.
6. The caste of Odde or Vadde, which is said to be a corruption of Sanskrit word
“Odhra”, is recommended for inclusion in the Backward Classes list. The list
appeared as “Sl.No.37 Odde (Oddilu, Vaddio, Vaddelu)” in the reference 1st cited
above. However, for the reasons not known the synonym, “Waddara” was not
included in the socially and educationally Backward Castes list in Group-A in the
reference 1st cited above as issued by the erstwhile undivided State of Andhra
Pradesh and the same thing was continued from 1970 to till date.
7. Government after careful examination of the matter, in the circumstances
stated above, have decided to recognise and add the words “Vaddera, Vaddabhovi,
Vadiyaraj, Waddera” as synonyms to “Odde, Oddilu, Vaddi, Vaddelu” against
Sl.No.37 in Group A of the socially and educationally Backward Classes list issued in
the reference 1st cited above, adapted to the State of Telangana, pending
submission of the formal report by the B.C. Commission so as to enable the said
Community to utilize the benefit being given by the Government to the Backward
Classes in the State of Telangana.
8. The General Administration (Ser.D) Department shall take necessary action
to amend the rule 22 of Telangana State and Subordinate Service Rules
accordingly.
9. The Director (FAC), Backward Classes Welfare, Hyderabad, all the District
Collectors, the Chief Commissioner Land Administration, Telangana State and the
Director General, Centre for Good Governance, Hyderabad are hereby directed to
take necessary action accordingly.
