International Fleet Review-2016 at Visakhapatnam
The Prime Minister, Shri Narendra Modi, today witnessed the International Fleet Review (IFR-2016) at Visakhapatnam.
The Fleet Review and flypast today, in the presence of the President of India, highlighted the prowess of the Indian Navy, besides bringing together Navies from around the world.
The Prime Minister visited the Maritime Exhibition, which showcases the indigenous technological capabilities of the Indian Navy. He also visited an arts and crafts exhibition at the venue of the exhibition, where craftsmen from across India have displayed their products.
The Prime Minister attended the Presidential Band Concert performed by the Indian Navy Symphonic Orchestra.
The Prime Minister is scheduled to witness an operational demonstration, and deliver an address, as part of the International Fleet Review, at Visakhapatnam tomorrow.

Dr Jitendra Singh asks DoNER
officials to keep DCs in loop
The Union Minister of State
(Independent Charge) for Development of North Eastern Region (DoNER),MoS PMO,
Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra
Singh has asked the DoNER Ministry officials to keep in the loop, the various
Deputy Commissioners or District Development Commissioners in North-Eastern
States by way of regular interaction with them through different means
including video conference. This, he said, will ensure a better coordination at
the ground level and overcome the missing gaps in carrying forward the DoNER
projects at the miocro level.
Addressing a meeting of Administration in Dibrugarh, Assam , Dr Jitendra Singh said, in the last one year, he has experienced that many of the DoNER projects fall short of achieving their fixed targets partly also because the Union DoNER Ministry tends to liaison at the State Secretariat level, as a result of which, sometimes the District Development Commissioners are not in the loop. In order to rise to the aspirations of the common masses and make the various DoNER related development projects optimum for public welfare, he said, it is essential to take cognizance of the ground facts at the district and block level for which the District Administration can prove to be of immense help.
Even in the exercise of preparing the priority list of projects to be proposed to the State Government by the Union DoNER Ministry, Dr Jitendra Singh said, he would suggest to the State Governments to develop a mechanism wherein the Deputy Commissioner of the district along with local MLA and local MP, has a say. Since the DoNER Ministry takes up the projects on the basis of priority fixed by the State Government, he said, sometimes a certain project recommended for a certain area, later appears to be different from the project which the local population desires and this contradiction can be overcome by devising a suitable mechanism.
The officers of the Dibrugarh Administration placed before Dr Jitendra Singh the requirement to initiate a sewage and drainage project for the city for which he suggested that the matter may be taken up with the State Government and the support from the DoNER Ministry may be sought in whatever capacity feasible.
Dr Jitendra Singh also discussed with Administration the issue of release of DoNER funds for various projects vis-Ã -vis the submission of the timely submission of Utilization Certificates by State Government.
Senior officials of the DoNER Ministry and District Administration of Dibrugarh were also present in the meeting.

India to be amongst Leading
Nations in a Technology Driven Fourth Industrial Revolution that could come
about now says Shri Arun Jaitley
The Union Minister for Finance
& Corporate Affairs and Information & Broadcasting Shri Arun Jaitley
said that India has great strengths to be amongst leading nations in a
technology driven forth industrial revolution that is expected to come about
now. He was speaking after inaugurating a two day seminar titled-ART
(Adjudication, Regulation and Telecommunication) of convergence in New Delhi
today. He said Regulatory and Adjudicating mechanisms have to keep pace with
rapidly evolving technologies in the fields of Information Technology,
telecommunications and Broadcasting. Shri Jaitley said that he would convey it
to the telecommunications minister Shri Ravishanker Prasad to consider
strengthening of jurisdiction of the Telecom Disputes Settlement and Appellate
Tribunal (TDSAT).
Earlier the Chairman of the TDSAT Hon'ble Mr. Justice Aftab Alam, had said that there is a need for the government to bring clarity on several policy issues and on administrative mechanisms.
Speaking on the occasion Supreme court Judge Hon'ble Mr. Justice J. Chalameshwar said setting up specialized benches in high courts with subject specialists as advisors or commissioners to courts could help in overcoming multiple layers of adjudication. He also said all parties involved in adjudication, regulation policy framers should keep themselves informed of the latest developments in the field.
Attorney General of India, Shri Mukul Rohtagi and member TDSAT Shri. B.B.Srivastava also spoke on the occasion.

A Clarification
There are reports
in section of Press that the prime accused of Serial Mumbai blasts Dawood
Ibrahim was also present during Prime Minister Shri Narendra Modi’s meeting
with the Pakistan’s Prime Minister Nawaz Sharif in Lahore on 25th December
2015. These statements are baseless, unfounded and totally false.

Eighth Meeting of Special
Committee on Interlinking of Rivers to be held on Monday
Eighth meeting of
special committee on interlinking of rivers will be held in New Delhi on next
Monday to review the progress of Interlinking of rivers in the country. Union
Minister for Water Resources, River Development and Ganga Rejuvenation Sushri
Uma Bharti will chair the meeting. Water Resources Ministers and senior
officials from various states will be attending the daylong meeting.
The meeting is expected to discuss issues such as status of Ken- Betwa link project Phase-I and II, status of Damanganga-Pinjal and Par-Tapi-Narmada link projects, Intra –state link proposals and restructuring of National Water Development Agency.
Interlinking of River (ILR) programme is of national importance and has been taken up by the Government on high Priority. The mission of this programme is to ensure greater equity in the distribution of water by enhancing the availability of water in drought prone and rainfed area through interlinking of rivers. The Ministry has already identified 14 links under Himalayan Rivers component and 16 links under Peninsular Rivers component for inter basin transfer of water based on field surveys and investigation and detailed studies.
Union Cabinet in its meeting held on July 24, 2014 approved the constitution of the Special Committee on ILR. Accordingly, Special Committee on ILR was constituted vide order dated September 23, 2014. The first meeting of the committee was held on October 17, 2014. The committee, after considering the views of all the stakeholders, is proceeding ahead to expedite the objectives of the interlinking of rivers as per terms of reference. Vigorous efforts have been made for generating consensus with development of alternative plans and also setting out road maps for implementation of projects.
