O R D E R:
In the references 1st and 2nd read above, the
Commissioner of AYUSH has
reported that admissions into UG & PG courses could
not be taken up during
the academic year 2011-2012, due to shortage of Teaching
personnel on
account of non availability of eligible candidates. The Govt.
has therefore
initiated all possible steps to fill up the vacancies of
teaching posts. However,
certain vacancies are anticipated and hence, the
Commissioner of AYUSH has
addressed the Central Council of Indian Medicine for
their consent to engage
the services of persons who were retired from service.
2 In the reference 3rd read above, the Central Council of
Indian Medicine
have conveyed their consent to engage the retired
Professors / Readers/
Lecturers as per Qualification and experience prescribed
by the Central
Council of Indian Medicine, on contract basis to maintain
the academic
standards.
3 Keeping in view the consent given by the Central
Council of Indian
Medicine and with a view to ensure that such a situation
where admissions
were denied shall not repeat and in the interests of
students desirious to study
AYUSH courses both UG & PG for the academic year
2012-13,the Government
after careful examination of the matter hereby permit the
Commissioner of
AYUSH to engage the services of retired Professors
/Readers on contract basis,
in order to fulfill the shortage of Teaching personnel
for getting admission into
PG & UG courses in all the three Ayurveda colleges in
the State for the year
2012-13, duly following the method of appointment,
subject to the following
conditions:-
a) The duration of the appointment shall not exceed one
year from the date of
appointment or until the post is filled up with a regular
candidate,
whichever is earlier.
b) The remuneration to the contract faculty shall be
restricted to the starting
scale of pay of that particular post (basic pay only
without any allowance)
subject to the condition that remuneration and pension
shall not exceed
the last pay drawn of the individual.
c) The age of the person on the date of appointment shall
not exceed 65
years.
d) The individual appointed against the sanctioned post
shall perform all
functions of the regular faculty
e) The Commissioner of AYUSH, shall initiate the process
of filling up the
posts on regular basis and complete the process within
the current
financial year
4 The Commissioner of AYUSH shall also make a thorough
exercise to fill
up the existing vacancies by promotion and later assess
the estimation of
remaining Teaching vacancies in all the above said two
cadres and then initiate
action to engage the services of retired persons who are
fully qualified and
willing, for a period of one year only. The services of
retired persons so
appointed on contract shall be terminated as and when
qualified persons of the
department are available for appointment on regular
basis. These orders are
issued as a lost resort.
5 The Commissioner of AYUSH shall take necessary action
in the matter
accordingly.
6 This order issues with the concurrence of Finance
(SMPC-II) Dept. vide
U.O.Note.No.10776/250/A1/ SMPC-II/ 2012, dated.
09-05-2012.
