ABSTRACT

PENSIONS - Payment of Gratuity - Permission to the Prl. Accountant General
(A&E), Andhra Pradesh to authorize for payment of enhanced Gratuity to the
Pensioners against whom the PPOs were already issued taking into account the
Revised Dearness Allowance sanctioned to State Government employees
subsequent to their retirement for which they are entitled – Orders – Issued.

ORDER:
Government have issued orders based on the recommendations of the 9th
PRC, inter-alia, vide G.O.Ms.No.101, Finance (Pen.I) Department, dated 06-04-
2010 treating the amount of Dearness Allowance admissible as on the date of
retirement/on the date of death of employee while in service as “emoluments”, in
addition to the basic pay, for purpose of arriving at the amount of retirement
gratuity.


2. In pursuance of above orders of the Government, the Pension Sanctioning
Authorities have to calculate the Retirement Gratuity based on the Basic Pay +
D.A. as on the date of retirement, while furnishing pension papers of a retired
employee to the Principal Accountant General (A&E), Andhra Pradesh, Hyderabad. But, due to sanctioning of Revised Dearness Allowance subsequently, the Retirement Gratuity is being calculated based on the orders existing at the time of retirement by the Pension Sanctioning Authorities, though they are entitled for revised rate of DA which is sanctioned at a later date after retirement of the Government Servant. The Principal Accountant General (A&E) is allowing enhanced Retirement Gratuity taking into account the D.A. sanctioned by the Government at a later date in the case the Pension Papers of retired employees were under process in their Office.


3. Whereas in the case of already issued PPOs in between the period of two
installments of DA, the Principal Accountant General (A&E), Andhra Pradesh,
Hyderabad in his letter 3rd read above, has proposed to issue a combined
authorization, which will contain all details like name of the Pensioner, PPO
number, district and amounts payable, for enhanced Retirement Gratuity to the
Director of Treasuries and Accounts district wise without formal sanction of the
Pension Sanction Authorities, so as to avoid unnecessary process and
inconvenience to the retired employees. The Director of Treasuries and
Accounts, Andhra Pradesh, Hyderabad in turn will be able to directly authorize
the DTOs/PPO, Hyderabad for crediting amount so authorized by the Principal
Accountant General (A&E) into the Bank accounts of the retired employees, in
which their pension is being credited. The Principal Accountant General, A.P.,
Hyderabad has requested to issue necessary orders in this regard.


4. Government, after careful consideration of the matter, hereby accord
permission to the Principal Accountant General, A.P., Hyderabad (A&E) to issue
combined authorization, in the cases of retired employees who were already
issued PPOs, but, due to sanctioning of Revised Dearness Allowance
subsequently, the Retirement Gratuity is being calculated based on the orders at
the time of retirement by the Pension Sanctioning Authorities, though they are
entitled for revised rate of DA which is sanctioned at a later date after retirement
of the Government Servant, which will contain all details like name of the
Pensioner, PPO number, District and amounts payable, for enhanced Retirement
Gratuity to the Director of Treasuries and Accounts, A.P., Hyderabad,
district-wise so as to facilitate the pensioners to draw their enhanced Retirement
Gratuity and to avoid unnecessary delay in process and to save money and time.


5. The Director of Treasuries and Accounts, A.P., Hyderabad shall furnish
the authorizations to the Deputy Directors, District Treasury Offices/Pension
Payment Officer, Hyderabad. The Deputy Directors, District Treasury
Offices/Pension Payment Officer, Hyderabad shall segregate the names of the
Pensioners Treasury-wise/APPO wise and instruct concerned Treasury
Officers/Asst. Pension Payment Officers for crediting the amount so authorized
by the Principal Accountant General (A&E) into the Bank accounts of the retired
employees, in which their pension is being credited. In case of share holders of
gratuity, the enhanced gratuity shall also be credited into their respective Bank
accounts in the manner the Gratuity was paid to them.


6. The Director of Treasuries and Accounts, A.P., Hyderabad shall take
necessary further action in the matter accordingly.

  1. i retired from govt. service on 31 march 2009.My basic was fixed and revised duly with the increased percentage in DA(39% ?). i was given 3.5 lakhs as gratuity. Now in the light of G.O.No.151 dt.08-06-2012, please clarify whether iam eligible for revised gratuity - vijayendra
