O R D E R :

            In the G.O.3rd read above, the Chairman, High Power Committee has been requested to send appropriate recommendations including intake capacity for according permission to issue essentiality certificates for establishment of Multi Purpose Health Workers (Male) Training Institutions to be sanctioned to the Private Institutions.  

2.         The Chairman, High Power Committee in the letter 4th read above had submitted draft rules for establishment of Multipurpose Health Workers (Male) Institutions.  

3.         In the G.O.7th read above, the Government have issued the Andhra Pradesh Multipurpose Health Workers (Male) Training Institutions (Admission into Multipurpose Health Workers (Male) Training and grant of permission to Private Multipurpose Health Workers (Male) Training Institutions).  Rules, 2009 among other things duly prescribing the minimum educational qualification for the Multipurpose Health Workers (Male) Training course is pass in Intermediate or equivalent. 


4.         In the letter 9th read above, the Secretary, A.P. Para Medical Board has requested certain amendments to the G.O.7th read above, by virtue of the orders dated 09.08.2011 in Civil Appeal No (s) 4267 of 2006 and batch passed by the Hon’ble Supreme Court of India, there is a need to amend the G.O.Ms.No.200 HM&FW (J2) Department  dated 16.09.2009 to avoid further legal complications with regard to educational qualifications for admission to the Multi-Purpose Health Assistants (M) is SSC (X Class) and selection process etc.

5.         The Government after careful examination hereby make the following amendments to the Andhra Pradesh Multi Purpose Health Workers (Male) Training Institutions (Admission into Multipurpose Health Workers (Male) Training and Grant of permission to Private Multipurpose Health Workers (Male) Training Institutions)  Rules, 2009 as issued in G.O.Ms.No.200 HM&FW Department,  dated 16.09.2009.

A M E N D M E N T S
            In the said Rules :-
(1)       for the expression “Multipurpose Health Workers (Male) occurs wherever it in the              
           G.O. the expression “Multipurpose Health Assistant (Male)” shall be substituted. 

(2)       In Rule 3, -
(a)  in sub-rule (1), for the words “Intermediate or its equivalent” the expression “SSC or 10th Class or its equivalent” shall be substituted.  

(b)  in  sub-rule (2), the expression “40%” shall be omitted.


(c)  for sub-rule (4), the following shall be substituted, namely :-

“(4) Selection for the “B” category seats shall be made by management including the unfilled seats.   However, the selection shall be based on objective criteria including merit in the qualifying examination.   After the list of students to be admitted is made which shall be submitted to the Board for its verification and approval”

   (3)     for rule 5, the following shall be substituted, namely :-

“5. Fee Structure the fee shall be as fixed by the Fee Regulatory Committee from the time to time on par with Diploma in Medical Lab Technology and other paramedical courses” 


   (4)     for rule 6, the following shall be substituted, namely :-

                        “6.Qualifying Examination & Minimum age

The minimum educational qualification for admission into the Multipurpose Health Assistants (Male) Training Course will be pass in SSC (10th Class) or its equivalent and minimum age for admission should be sixteen (16) years.  However, relaxation of age be permitted in case of SC/ST & BC candidates as prescribed in the Rules in force issued by the Educational Department from time to time.”


   (5)     for rule 8, the following shall be substituted, namely :-

                        “8. Staffing Pattern

                        (i)         Principal Nursing Officer                                            1 (one)

                        (ii)        Public Health Instructor (Graduates with
                                    Diploma in Sanitation having Two years
                                    Experience                                                                  3 (three)

(iii)       Nursing Tutor (Graduates with Diploma
                                    in Sanitation                                                                2 (two)
           
                        (iv)       Senior Sanitarian (Diploma in with
                                    5 (five) years experience                                            1 (one)

                                                            (OR)

Qualifications as may be prescribed for the Teaching Staff by the A.P. Para Medical Board”

:: 3 ::

(6)    for sub-rule (2) of rule 14, the following shall be substituted, namely :-

“(2) The duration of the course shall be 2 (two) years.  The Institution shall not admit more than the allotted seats.  If any institution admits more numbers of candidates, they will not be eligible to appear to examinations and serious action including de-recognition and penalty will be imposed against the managements of such institutions.
