G.S.R. __________(E). - In exercise of the powers conferred by sub-section (1)
of Section 3 of the All India Services Act, 1951 (61 of 1951), the Central
Government, after consultation with the Government of the States concerned,
hereby makes the following rules further to amend the Indian Administrative
Service (Regulation of Seniority) Rules, 1987, namely:-
1 (1) These rules may be called the Indian Administrative Srvice
(Regulation of Seniority) Amendment Rules, 2012.
(2) They shall come into force on the date of their publication in the
Official Gazette.
2. In the Indian Administrative Service (Regulation of Seniority) Rules, 1987,
in rule 3, in sub-rule (3), in clause (ii), -
(A) The words “immediately before the year” shall be omitted;
(B) For sub-clauses (a) and (b), the following clauses shall be
substituted, namely:-
“(a) for the service rendered by him upto twelve years, he shall be
given a weightage of one year for every completed four years of service,
subject to a minimum of three years;
(b) for the service rendered by him beyond 12 years, as referred to in
sub-clause (a) and up to 21 years, he shall be given a weightage of
one year for every completed three years of service;

(c) for the service rendered by him beyond 21 years, as referred to in
sub-clause (b), he shall be given a weightage of one year for every
completed two years of service, subject to a maximum of three years”.

O R D E R :-
Under Rule 10 (a) of the A.P. State and Subordinate Service Rules,
1996, the following Section Officers are temporarily promoted as Assistant
Secretary to Government (Non-Cadre) in the scale of pay of Rs. 23650-650-
25600-700-27700-750-29950-800-32350-850-34900-900-37600-970-40510-
1040-43630-1110-46960-1200-49360 in the Revised Pay Scales, 2010, with
immediate effect. The appointment is purely on temporary basis and they are
liable to be reverted as Section Officers / Private Secretaries at any time
without notice and without assigning any reasons therefor.
2. The above temporary promotion is on ad-hoc basis and subject to:
(i) finalization of seniority in the lower categories and also in the
cadre of Section Officer;
(ii) outcome of WPs/WAs/CAs/RPs/OAs etc., if any, pending before
the Tribunal / Courts; and
(iii) review of panels at any time.
3. The Section Officers appointed by promotion as Assistant Secretaries to
Government herein should join in the promoted post within 15 days from the
date of the receipt of the order of appointment. If they fail to join the post
within stipulated period of 15 days or evade to join the post by proceeding on
leave, the officer’s appointment shall be treated as automatically cancelled
and the name of the candidate shall be deemed to have been omitted from
the list of approved candidates and they shall forfeit the right of appointment
for the post of Assistant Secretary to Government in terms of G.O.Ms.No.145,
General Administration (Services.D) Department, dt.15.6.2004.
4. On promotion of the Section Officers as Asst. Secretary to Government,
following postings are ordered by withdrawing the orders issued in the G.O.
first read above:
