Vigilance Cells

ORDER:
In the reference first read above, the Commissioner of Civil Supplies & Ex-Officio Secretary to Government, Consumer Affairs, Food and Civil Supplies Department has proposed for sanction of a Vigilance Cell at the State level and
Vigilance Cells in the seven districts viz. Karimnagar, Warangal, Nalgonda, Guntur, Prakasam, Nellore and Chittoor where the Decentralized procurement has
been taken up by the A.P. State Civil Supplies Corporation Limited and to sanction the posts for the Vigilance Cells for effective check on the quality, quantity, maintenance of accounts etc., and to rectify the irregularities if any
noticed besides proposing action against the concerned as per the Rules. He has also proposed the composition of the Vigilance Cell at State level with three officials – one for Quality Assurance who has knowledge of quality aspect either from in service or retired official of the cadre of DGM/AGM of FCI or Assistant Director of Agriculture Department; one from the Accounts, either from the
Deputy Director or Assistant Director cadre of Treasuries & Accounts or the State Audit Department; and one from the Manager cadre of the State Warehousing Corporation. He has suggested two teams in each of the seven districts with four members per team so that they cover the verification of all godowns and MLS points at least once in a month thoroughly and that these teams consist of one officer having quality control; one officer having godown maintenance knowledge; one officer having accounts knowledge and one officer from the Revenue
Department. He has mentioned that the broad functions of the teams at State Level and the District level shall be
 i) to verify the quality and quantity of raw rice received under mill levy and Custom milled rice in the godowns; paddy stocks at the mill points so that they are not replaced with substandard quality and delivery of non – FAQ stocks;
 ii) Custody and maintenance of stocks – proper weighment,
stacking so as to release in FIFO system, adoption of preservation standards like fumigation, spraying etc. as required under the Warehouse manual;
 iii) Maintenance of accounts right from receipt of the levy raw rice and Custom milled rice, issue, verification of stocks as per ground and book balance etc. and
 iv) Any other item pertaining to procurement and storage etc. He has indicated that the State Vigilance Cell shall work under the Control of the Commissioner of Civil Supplies and the District level Vigilance Cells shall work under the Collectors concerned as per their directions for surprise and random verification.

2. Government, after careful examination of the above proposals, hereby accord sanction for creation of a State Vigilance Cell and two District Vigilance Cells for each of the districts of Karimnagar, Warangal, Nalgonda, Guntur,
Prakasam, Nellore and Chittoor, where decentralized procurement has been taken up for the purpose indicated in the proposals. The Cells shall consist of:

3. The above posts shall be filled by deputation of officers from the respective Departments / Organizations viz. Agriculture Department / Food Corporation of India / State Audit Department / Treasuries Department / State Warehousing Corporation / Revenue Department conforming to the time scale indicated and by reappointing the Retired Officers of the related Departments. The Cell at the State
level shall work under the control and supervision of the Commissioner of Civil Supplies while the Cells in the districts shall work under the control of the respective Collectors.

4. The Commissioner of Civil Supplies shall select the personnel to hold the above posts from the Departments concerned or the retired persons suitable to hold the above posts. He shall ensure that the cells shall consist of officers of integrity. The Officers coming on deputation shall be required to produce a certificate to this effect by the lending Department. In case the retired officials are taken, they shall be required to produce a certificate to the above effect from the Department / Organization from which he retired. He shall also ensure that either in the State level or District level Cells there shall be no member either from the Civil Supplies Department or the Civil Supplies Corporation as the Cell has to work as a third party without fear and favour. In case there is any need for additional staff to conduct the inspections, the Commissioner of Civil Supplies or the Collectors may draft an official from any Department for that particular
inspection only as a special member of the team.

5. The entire expenditure viz. the salary/remuneration, TA, DA, vehicle hire / propulsion charges etc. on the above staff shall be borne by the A.P. State Civil Supplies Corporation from out of the administrative charges payable by the 
Government of India.
