Cow Protection and Animal Preservation
Committee reconstituted
in the G.O.
first read above has expired on 02.07.2012. The Director of Animal Husbandry
has now proposed for the reconstitution of the above Committee to ensure strict
implementation of the Andhra Pradesh Prohibition of Cow Slaughter and Animal
Preservation Act, 1977 in letter and spirit and other allied matters connected
therewith. Government have accepted the proposal of the Director of Animal Husbandry
and reconstitute the Andhra Pradesh State Cow Protection & Animal Preservation
Committee with the following Members :-

2. The term of the Andhra Pradesh
State Cow Protection & Animal Preservation Committee shall be for a period
of three years from the date of issue of this order.
3. The “A.P. State Cow Protection
and Animal Preservation Committee” Shall suggest the measurers to be taken up
as to the procedure to be evolved from time to time for inspection of cattle
before they are admitted to the slaughter houses and also ensures strict
implementation of A.P. Prohibition of Cow slaughter and Animal Preservation Act,
1977 and other allied matters connected with it in the State. The committee
shall also give suggestions to the Government for proper working of District
Animal Welfare Committees and Goshalas.
4. The Committee shall meet at least
twice in a year and form its own regulations regarding conduct of Meetings etc.
The funds of the Andhra Pradesh State Cow Protection & Animal Preservation
Committee shall consist of contributions, donations,subscriptions, bequest,
gifts and the like made to it by any local authority or institution or by any
other person/ organization/Agency.
5. The Committee shall be treated as
First Class Committee for purpose of drawl of T.A. and D.A. by the non-official
Members of the Committee. The non-official Members of the Committee shall be
treated as Grade I and allowed T.A. and D.A. as per the orders issued in
G.O.Ms.No.129, Finance (T.A.) Department, dated.17.4.2010. The Director of Animal
Husbandry will be the Controlling Officer for the purpose of the Counter Signature
of T.A. Bills of the non-official Members of the Committee.
6. The Expenditure shall be
debitable to the head of account “2403-Animal
Husbandry – 01 – Direction and
Administration – S.H.01 – Headquarters Office – 110 – Domestic Travel Expenses
– 111 – Traveling Allowance”.
7. As, the economy orders of the
Government do not permit the Grade-1 officers of Government to undertake
journeys by air, the non-official Members also are not entitled to air travel
as well as by air conditioned 1st Class on Railways.
8. The non-official Members of the
Committee are entitled for sitting allowance of Rs.100/- each for attending the
Meetings.
9. The office of the Committee shall
be located in the Office of the Director of Animal Husbandry, Andhra Pradesh,
Hyderabad. The Director of Animal Husbandry, Hyderabad shall provide
Secretariat assistance to the Committee as and when required.
