ORDER:
The State Project Director, Rajiv Vidya Mission (SSA),
AP, Hyderabad in her letter 1st read above has submitted that there
is a provision under SSA Programme for sanction of regular Teacher posts for
newly opened Primary and Upper Primary Schools and additional teacher posts in
the existing schools to maintain Teacher-Pupil Ratio (TPR) as per the norms of
prescribed from time to time. Accordingly, 38,319 teacher posts have been
sanctioned since 2001-02 to 2011-12 under SSA.
As per the norms of SSA, State Government has to recruit teachers by
sanctioning new posts to the existing cadre strength. Out of 38,319 teacher posts, Government have
sanctioned and recruited only 27402 teachers vide G.O.Ms.No.50 Edn
dt:15.05.2002 and G.O.Ms.No.363 Fin dt:10.11.2008. Hence there is a balance of 10,917 posts to
be sanctioned and recruited by State Government. The SPD has therefore
requested the Government to take necessary action to sanction and recruitment of
10,917 teacher posts available under SSA.
2. The Commissioner & Director of School Education, AP,
Hyderabad in his letter 2nd read above has reported that Government
permitted recruitment of 12,772 SGTs,
2074 Language Pandits and 6077 School Assistants through District Selection
Committees, 2012 (DSC-2012) as per details given below. District wise details
are in annexure – II.

3. The State Project Director, Rajiv Vidya Mission- Sarva
Shiksha Abhiyaan in the reference cited and the Education (PE-SSA) Dept in
their U.O. Note 3rd read above has requested to sanction 10,917
teacher posts in Primary and Upper Primary Schools as shown district-wise in
Annexure-I.
4. The State Project Director, Rajiv Vidya Mission- Sarva
Shiksha Abhiyaan has also requested to take up immediate recruitment so as to
comply with the mandate of RTE in respect of posting of teachers by March, 2013
under Sarva Siksha Abhiyan (SSA).
5. In the circumstances explained above and after careful
examination of the matter, Government hereby allot 8,839 posts of Secondary
Grade Teacher (SGT), and 149 posts of Language Pandit Grade-II, both in the
scale of Rs. 10900-31550; and 1,929 posts of School Assistant in the scale of
Rs.14860-39540, to Sarva Shiksha Abhiyan, from among the posts sanctioned to
the Director of School Eduction.
6. All the 10,917 posts
allotted in para 5 above shall be deployed
in the Primary and UP schools, as per details in Annexure-1, so as to
comply with the mandate of RTE Act under Sarva Shiksha Abhiyan.
7. The Director of School Education, A.P., Hyderabad shall
allot candidates to Sarva Shiksha
Abhiyan equal to the number of posts
allotted to it, in para 5 above, from among the candidates recruited through
DSC 2012.

In the reference 1st read above, District Educational Officer, Hyderabad has requested to issue orders with regard to allowing of scales to the teachers appointed through D.S.C. 2012. Accordingly clarification was sought for form the Govt. in the reference 2nd read above an allowing pay scales attached to various categories of posts to the teachers appointed throughDSC-2012. Govt. in Memo. 3rd read above issued orders to follow the AP direct Recruitment for the posts of teacher (scheme of selection) Rules, 2012 issued in G.O.Ms.No.4 Edn dated 09.01.2012 with regarding to allowing of scales to the teachers appointed through DSC 2012 to various categories of posts.
