In the G.O. read above, Government have issued orders relaxing ban on transfers from 25-04-2013 to 15-05-2013, In order to implement the transfers order in Medical and Health Department in supersession of the earlier orders on this subject, the following committees are constituted to effect the transfers in a proper manner

I) The following Committee shall take up the counseling in respect of Assistant Professors, Associate Professors and Professors in A.P. Medical Education Services:

i) Commissioner of Health & Family Welfare .. Chairman
ii) Director of Medical Education .................. Member
iii) Director of Medical Education (Academic) . Member / Convenor

II) The following Committee shall take up the counseling in respect of Doctors and Specialists and other Non-Medical administrative posts under the administrative control of Director of Public Health & Family Welfare, Commissioner, A.P. Vaidhya Vidhana Parishad where Head of Department /Government is the competent authority:

i) Commissioner of Health & Family Welfare .. Chairman
ii) Director of Public Health & Family Welfare .. Member
iii) Commissioner, A.P. Vaidhya Vidhana Parishad. .. Member
iv) Addl. / Joint Commissioner, APVVP and Addl. / Joint Director, Health ........  Members /  Conveners For the respective HODs.

III) Committees for all other posts of District and Zonal cadre in Health & Family Welfare Department for each region:

i) Regional Director of Medical & Health concerned : Chairman
ii) Superintendent of Teaching Hospital : Member
iii) DM&HO of the concerned Dist. : Member/Convener
iv) Nursing Superintendent of Teaching Hospital : Member

IV) Committee for counseling in respect of Para Medical and Ministerial Staff (Zonal Cadre) of AP Vaidhya Vidhana Parishad which shall be conducted at AP Vaidhya Vidhana Parishad Head Office:

1) Joint Commissioner (Zonal) APVVP Head Office ; Chairman
2) DCHS of each District in the Zone :Member
3) Secretary AP Vaidhya Vidhana Parishad :Member/Convenor

V) Committee for Counselling for all District Cadres of AP Vaidhya Vidhana Parishad. Hospitals:

1) DCHS of the concerned district : Chairman
2) Medical Superintendent of District Hospitals : Member
3) RMO of concerned District Hospital : Member/
4) Asst. Director (Admn) Admn Officer : Member /Convenor
5) Nursing Superintendent of the Dist. Hospital : Member.

2. In order to ensure transparency and fairness in transfers and postings of staff, in addition to the conditions and guidelines prescribed in the G.O. read above, Government hereby issue the following guidelines to be followed:

i) The above committees shall call for the applications / proposals to effect the transfers and dispose of the applications on or before 15-05-2013.

ii) In respect of 3rd level Gazetted Officers for which Government is the competent authority, the Head of Department shall receive requests, scrutinize and submit proposals to Government by 04-05-2013

iii) It shall be ensured the Specialist Nursing Staff Viz., in Cathlabs/Dialysis/ICU/OTs (Cardiothoracic) Urology and RICU/CTTRR/All OTs/Neuro TRR/Blood Banks/SNCUs who are already working in Specialist Departments who underwent
‘Special Training” may not be disturbed to the extent possible”.

iv) The Head of Departments shall cause the following information to be uploaded at their respective website:

a) Names of faculty members / Doctors / Officers / Nurses / Other cadres of staff who are working in the same station continuously for more than 5 years.

b) Vacancies existing in different cadres.

c) Newly created posts of Assistant Professors / Civil Assistant Surgeons by transferring posts from surplus to needy departments.

d) Vacancies of Specialists in 25 District and Area Hospitals of Vaidhya Vidhana Parishad.

e) Vacancies of regional Labs of Institute of Preventive Medicine.

f) Vacancies in RIMS Medical Colleges at Kadapa, Adilabad, Ongole and Srikakulam.

g) List of requests for transfers.

h) The period of Post Graduate lien posting of the Doctors shall be excluded and the fresh posting of the Doctors after completion of P.G., shall be considered as the starting point of work in that station for the purpose of General transfers”.

v) Transfers have to be effected and proposed to the higher authority wherever it is necessary as per rules in a transparent way by conducting counseling based on seniority and priority.

vi) Employees may be advised not to make multiple representations at various levels as a transparent policy is being adopted.

vii) Any deviation in this regard will be viewed seriously and necessary disciplinary action will be taken as per rules.

3. All the concerned are hereby instructed to take immediate action to operationalise these orders with immediate effect.
