ORDER
The Social Welfare Department is running hostels
for the post-matric students studying in various colleges in all districts
where colleges are located, so that the Scheduled Caste Students hailing from
the remote area can pursue higher studies. Majority of the college hostels
under the Social Welfare department are running in private buildings without
proper infrastructure thereby causing much hardship to the students desirous of
pursuing collegiate education. Further
some of the college hostels though sanctioned, have not even started as the
suitable buildings to locate the hostels are not readily available. Government has constructed large number of
Pre-matric hostels for school children.
Therefore, there is an urgent need to construct Government Hostel
buildings for College going SC Girls and Boys with a view to facilitate college
education to them.
2. The Nodal Agency for SCSP in its meetings
held on 13-03-2013 & 04-05-2013, after thorough deliberations, has agreed
and recommended the budget proposed by the Social Welfare Dept for construction
of 100 College Hostel buildings. The State Council for Development of SCs &
STs in its meeting held on 21-05-2013 has approved the proposal of nodal
agency.
3. After careful examination of the proposal
and keeping in view the decision of the State Council, Administrative Sanction
is hereby accorded for construction of (100) College Hostel Buildings (Indiramma
Vidya Nilayams) as shown in the annexure appended to this G.O with an estimated
cost of Rs.2.20 Crs per building under SCSP 2013-14.
4. The District Collectors shall identify
the places for construction of college hostel buildings keeping the following
guidelines in view.
a) Land for the
college hostel shall be available (Site cannot be purchased under this scheme).
b) The possibility of
constructing the building within the college premises where a good number of SC
students are studying and sufficient open site is available may also be
explored
c) Locations which are
close to cluster of colleges should be selected.
d) College Hostel has
been sanctioned, but it is either yet to commence functioning or is functioning
in a private building shall be given priority.
e) Each hostel
building shall accommodate 200 post-matric students.
f) As far as possible
have equal number of boys and girls hostel in a District.
5. The District Collectors, shall send their
proposals keeping in view the above guidelines, to the Commissioner, Social
welfare for approval. The type design
and abstract estimates are appended to this G.O.
6. The Commissioner, Social Welfare shall
take further necessary action and execute the construction of college hostel
buildings in a time bound manner during the current financial year.
7. The expenditure towards construction of
college hostel buildings shall be debited to the following head of account.

ORDER:-
In the reference
read above the Secretary, APSWREI Society, Hyderabad
has sent the
proposals to the Government requesting for orders to Up-grade (30)
APSWR Schools
with Intermediate courses from the academic year 2013-14,
since these
institutions were already sanctioned with classes up to Intermediate
at the time of
establishment of these institutions.
2) The proposals
to Up-grade schools has been duly examined and
recommended for
approval by the Nodal committee in its meetings held on 13-
03-2013 and
04-05-2013, to the State council. The State council in its meeting
held on
21-05-2013 has approved the proposal.
3) Government
with a view to augment the facilities for quality education and
increased
opportunities for schedule castes in Intermediate education, under the
SC Sub-plan
2013-14 and after careful consideration hereby accord permission
to the A.P.
Social Welfare Residential Educational Institutions Society to Upgrade
30 (Thirty)
Residential schools from the academic year 2013-14 as per the
list appended in
the Annexure to this Government order.
4) The Secretary,
APSWREI Society, Hyderabad is requested to ensure that
these schools
commence functioning for Intermediate classes 2013-14.
5) The Secretary,
APSWREI Society, Hyderabad is requested to report
compliance and
take all necessary actions to effectively ensure the
commencement of
the Up-graded schools.
