ORDER:
In the G.O. first read above, the undivided Government of Andhra Pradesh had
launched, from 01-04-2007, Rajiv Aarogyasri Scheme (RAS), which is a unique
Community Health Insurance Scheme intended to provide financial protection up to
Rs. 2 lakhs, in a year, to the poor families having white ration cards, so as to improve
their access to quality medical care for treatment of identified diseases involving
hospitalization, surgeries and therapies through an identified network of health care
providers. In order to facilitate the effective implementation of the schemes, the State
Government issued orders in the G.Os. first and second read above, for setting up the
Aarogyasri Health Care Trust under the chairmanship of the Chief Minister of the State,
which includes the Minister for Health as Vice-Chairman and other Officials as Trustees,
with Chief Executive Officer as its Secretary. The Deed of Aarogyasri Health Care Trust
was executed and got registered on 24th day of August 2007 and a supplementary deed
was also registered on 28-09-2010. In addition to Aarogyasri Scheme, the Aarogyasri
Health Care Trust has been entrusted with implementation of ‘Employees Health
Scheme’ introduced by the undivided State of Andhra Pradesh vide G.O.Ms.No. 174
HM&FW(M2) Dept dated 01.11.2013, which is intended to provide cashless treatment to
the Government employees, pensioners, and their family members in empanelled
Hospital for the listed therapies, in lieu of the existing reimbursement system under
APMIA rules, 1972.
2. The Government of India has published the AP Reorganization Act 2014 (Act 6
of 2014) in the Gazette of India, on 01-03-2014 in pursuance of which the State of
Andhra Pradesh has been reorganized into the States of Telangana and Andhra
Pradesh with effect from 02-06-2014. Aarogyasri Health Care Trust, which was not
included either in the ninth schedule or in the tenth schedule of the above Act, was
recommended for inclusion in the Tenth schedule of the Act. As per Section 75(1) of
the Act, the Government of the State of Andhra Pradesh or the State of Telangana, as
the case may be shall, in respect of the institutions specified in the Tenth Schedule to
this Act, located in that state, continue to provide facilities to the people of the other
state which shall not , in any respect, be less favourable to such people than what were
being provided to them before the appointed day, for such period and upon such terms
and conditions as may be agreed upon between the two State Governments within a
period of one year from the appointed day or, if no agreement is reached within the said
period, as may be fixed by order of the Central Government. In this context, the Chief
Executive Officer, Aarogyasri Health Care Trust, in his letter 3rd read above, has
submitted proposals for re-structuring the Board of Trustees by including only the
officials from both the States as Board of Trustees in view of the impracticality of
accommodating the Chief Ministers and Health Ministers of both the States in the
Board of Trustees.
3. After careful and detailed examination of the matter, Government hereby direct
that the Board of Trustees of Aarogyasri Health Care Trust, be restructured as a body of
only officials comprising of officials of both the States of Andhra Pradesh and
Telangana. The Principal Secretary / Secretary to Government, HM&FW Department
will be the Chairman / Co-Chairman, until such time the Governments of Andhra
Pradesh and Telangana revise the structure. The senior among the two Principal
Secretaries / Secretaries, HM&FW Dept., will be the Chairman and the other, Co-
Chairman.
4. Accordingly, Government hereby direct that the Board of Trustees be
restructured as follows:

2 Principal Secretary to Govt., HM&FW Dept., Govt of Telangana
Chairman /Co-Chairman

8 Director of Medical Education, Govt. of Telangana Trustee
9 Director of Health Govt. of A.P. Trustee

5. The Chief Executive Officer, Aarogyasri Health Care Trust shall take further
