ORDER :
Government in the reference 1st read above have accorded permission for appointment of 177 class-IV posts (Cooks) on outsourcing basis. Further, Government in the reference 2nd & 3rd read above have permitted to outsource the services of 900 posts each in 300 College Girls and Boys hostels respectively in the erstwhile State of Andhra Pradesh. The above, 177 Class-IV posts (Cooks) were continued vide 4th read above and 1800 Class-IV posts were further continued vide 5th read above for a period of six months from 1.4.2013 to 30.9.2013. The Finance Department have issued general orders for continuation of Outsourcing / Contract posts from time to time from 01.10.2013 to 30.6.2014 vide references 6th and 9th read above.

2. In the reference 11th read above, orders were issued for extending the services of those persons working on contract / outsourcing basis as on June, 02,2014 in various Govt., Departments with the prior approval of Finance Department
provisionally upto December, 31, 2014 subject to the existing terms and conditions.

3. In the reference 12th read above, the Commissioner, B.C.Welfare, A.P., Hyderabad has requested the Government to accord permission for continuation of (157) Class-IV (Cooks) in BC Welfare Pre-Matric hostels and (1068) Class-IV posts  for College Boys and Girls Hostels on outsourcing basis in the territories of State of Andhra Pradesh i.e., in (13) Districts.

4. Government after careful examination of the matter, hereby accord permission to the Commissioner, B.C.Welfare, A.P., Hyderabad for further continuation of (157) Class-IV (Cooks) in BC Welfare Pre-Matric hostels and (1068)
Class-IV posts for College Boys and Girls Hostels on outsourcing basis in the territories of State of Andhra Pradesh i.e., in (13) Districts upto 31st December, 2014 subject to the existing terms and conditions. In addition to the existing conditions, the following conditions shall also be followed:-

i) The Contract with the individual employees or with the Manpower Agencies shall not be treated as continuing from the past but as new contractual arrangement for a limited duration.

ii) The Departments shall not issue a generic order of contractual and shall refer to the arrangement as ‘contracting services for specific duration with specific terms-of reference.

iii) The Departments shall define specific Terms-of Reference (TOR), supervision system, performance management system, terms and conditions of contract and monitor fulfilment of these conditions.

5. The Commissioner, B.C.Welfare, A.P., Hyderabad shall take necessary action accordingly.

6. This order does not require the concurrence of Finance Department in terms of G.O.11th read above.
