ORDER:
The Commissioner of Technical Education,
Andhra Pradesh, Hyderabad has requested the
Government to kindly issue necessary suitable orders for the continuation of 352
Contract Lecturers,
187 Workshop Attendants who are working on
contract basis, 67 Junior Assistants, 04
Computer Operators 06 Electricians and 172 attenders who are working on
outsourcing basis
in the government Polytechnics in the
State of Andhra
Pradesh and apart
from the above 06
Junior Assistants and 04 data entry operators working in the office of
Directorate of Technical
Education for AU and SVU Region w.e.f. the appointed day of June 02nd
, 2014 for the smooth running of the academic activity in the Government
Polytechnics / Institutions in the
State
of Andhra Pradesh upto 31.12.2014.

After examination of the request of the
CTE., AP., Hyderabad and in pursuance of the orders
issued by the Finance (H.R.I) Deptt., in the reference 5th read above, Government has decided
to renew the services of contractual / outsourced personnel working in various Government
Polytechnics in the State of Andhra Pradesh i.e., 352 Contract Lecturers, 187 Workshop
Attendants, 67 Junior Assistants, 04 Computer Operators, 06 Electricians and
172 attenders
and apart from the above 06 Junior Assistants and 04 data entry operators
working in the
office of Directorate of Technical Education for AU and SVU Region w.e.f. the
appointed day of
June 02nd , 2014 may be renewed upto 31.12.2014 under the existing
terms and conditions until December 31st , 2014, pending further
orders in the matter.

Accordingly, the Government hereby order that the services of the above said
persons working
on contract / outsourcing basis as on 02.06.2014, with the prior approval of
the Finance Department in the reference 5th read above be extended provisionally upto
31.12.2014, subject to the existing terms and conditions and as per the
guidelines issued in the reference 5th read above.

The Commissioner of Technical Education, Andhra Pradesh, Hyderabad is requested
to take
further necessary action as per the rules, conditions and guidelines on
contract / outsourcing
services issued by the Government from time to time.

O R D E R:
In
the circumstances stated by the Commissioner of Collegiate Education, A.P., Hyderabad
in the letter 2nd read above
and consequent to the orders issued in the reference 3rd read above, the Government, after careful
examination of the matter, hereby accord permission to the Commissioner of
Collegiate Education, A.P., Hyderabad for extension of contract period of
(1030) Contract Lecturers in Government Degree Colleges from June, 2014 to 31st
December, 2014, subject to condition
that they have achieved
minimum
performance and based on the following guidelines:
a.
The contract shall not be treated as continuing from the past but as a new
contractual
arrangement for limited duration;
b.
The department shall not issue a generic order of contractual appointment duly avoiding
the term appointment and shall refer to the arrangement as contracting services
for specific duration with specific terms of reference;
c.
The department shall define specific TOR, supervision system, performance management
system and terms and conditions of contract
d.
Not to contract the services of any additional personnel beyond those actually working
on 31-03-2014;
e.
Under take a critical analysis of the need for personnel services obtained
through
contracting system aned come up with the proposals for rationalizing the
existing system;
f.
Establish performance bench-marks for each individual working on outsourcing and
contracting basis and monitor their performance closely and take appropriate
action to extinguish their service relationship whenever performance falls
short of established bench-marks;
g.
As and when a post is filled on regular basis, if any individual hired through outsourcing
or contract is currently occupying such a post, his/her services must be
dispensed with.
h.
Instructions of the Government with reference to “Outsourcing / Contracting” be
followed scrupulously.
2.
The Commissioner of Collegiate Education, A.P., Hyderabad shall take further action
in the matter accordingly.

ORDER:
The Commissioner of
Intermediate Education, AP, Hyderabad in his
letter 2nd read
above has stated that at present 3950 contract faculty are
working in Government Junior Colleges, AP State. The Government Junior
Colleges have reopened on 4-6-2014 for the academic year 2014-15.
Hence there is immediate need to renew the contract faculty for
smooth
functioning of the Colleges.
Hence, requested the Government to issue
necessary orders in the matter.
2. Government, after careful examination of the proposal of the
Commissioner of Intermediate Education, AP, Hyderabad hereby
accord
permission to the Commissioner of Intermediate Education, AP,
Hyderabad for renewal of contract faculty working in Government
Junior
Colleges in Andhra Pradesh State from 4-6-2014 for the academic
year
2014-15 to 31-12-2014 provisionally, subject to the condition that
the
renewal shall be strictly based on actual requirement and also
subject to
terms and conditions stipulated in G.O. 3rd read above, in addition to the
existing terms and conditions.
3. The Commissioner of Intermediate Education, AP, Hyderabad shall
take necessary action in the matter accordingly.
