ORDER:
The Andhra
Pradesh State Reorganization Act, 2014,
necessitates
establishment of a new capital city for the state of Andhra
Pradesh. The
Government of India have, vide Section 94(3) of Part X
of the
Andhra Pradesh State Reorganization Act, 2014, promised
financial
support for the creation of essential facilities in the capital of
the state of
Andhra Pradesh including Raj Bhavan, High Court,
Government
Secretariat, Legislative Assembly, Legislative Council and
such other
essential infrastructure.
2. The State
Government have decided to constitute an Advisory
Committee to
examine the different aspects of constructing a capital
city as well
as suggest a plan of action for its development.
3.
Accordingly, the Government hereby constitutes a Committee
with the
following members:

4. In
addition to the aforementioned members, three (3)
prominent
persons of National and International repute may be coopted
as special
invitees to the committee.
5. The
Committee shall advise the Government on the following:
1.
Conceptualization of a vibrant, diverse and inclusive city which is a magnet
for skilled work force.
2. Creation
of a highly livable urban eco system that provides a productive, comfortable
and a happy life for all its residents.
3. Efficient
use of natural resources – land, water and energy minimal commutes, green
technologies, green spaces, water– fronts etc., that promotes smart and
sustainable urban development.
4. Urban
Planning Policies that promote vertical development along transportation
corridors, not only within the city but also in the larger Metropolitan area,
thereby preventing development of an urban sprawl.
5. Effective
institutional and management systems for cost efficient construction and
professional management of the new capital.
6.
Supplement the resources committed by the Government of India with innovative
mechanisms to raise additional resources for development.
6. The
Committee shall propose an action plan with timelines for submission of its
recommendations.
