 Consequent on Re-Organisation of the State, the Engineer-in-Chief
(Irr), has requested the Government for reconstitution of the State Level
Standing Committee for Telangana state for carrying out the following functions
in respect of Project works under EPC System taken up under “Jalayagnam” in
the reference 1st read above:

 a. Tender Evaluation
b. Entrustment of additional items and price to be paid
c. Deletion of items
d. Approval of Subcontractors
e. POL and Price adjustments (to decide components of
 fuels & lubricants in computing price adjustment)
f. Extension of time (Approval upto 6 months and
 recommendations to Govt. beyond 6 months)
2. Government after careful examination of the Proposal of ENC (Irr),
hereby constitute a separate State Level Standing Committee for Telangana
state for carrying out the above functions in respect of Project works under
EPC System taken up under “Jalayagnam” with the following composition:
I. Engineer-in-Chief (Irrigation) - Chairman
II.Engineer– in – Chief (A.W) - Co - Chairman
III. Chief Engineer, Central Design
 Organization - Member
IV. Director of Works Accounts - Member
V. Engineer–in–Chief /Chief Engineer
 Projects (Concerned) - Member-Convener
 (In the absence of the Chairman, the Co- Chairman will chair the
 meeting whenever needed).
3. The Engineer – in- Chief (Irr), Hyderabad shall take further necessary
action accordingly.

Registration of Contractors in Telangana State– Orders Issued.

 Consequent on Re-Organisation of the State, the Engineer-in-Chief
(A.W), requested for reconstitution of the Committee of Engineers for
approving registration of Contractors of Special Class and Class I for civil
works of the Government.
2. Under the circumstances reported by the Engineer-in-Chief (A.W), in
the reference 2nd read above, the Government after careful examination of the
proposal hereby constitute a Committee to approve Registration of
Contractors of Special Class and Class I with the following composition
 1) Engineer-in-Chief (AW), I & CAD Dept .. ... ... Chairman.
 2) All the Engineers-in-Chief of various Engineering Depts, ... Members.

3. The Committee shall follow the norms already laid down through GO
Ms No.94, I&CAD(PW.COD) Dept, dt.01.07.2003 and GO Ms No.130,
I&CAD(PW.REFORMS) Dept, dt.22.05.2007 for approving registration of
Contractors.

4. The Engineer – in- Chief (AW), Hyderabad shall take further necessary
action accordingly.

Commissionerate of Tenders in Govt. of Telangana – Orders Issued.

G.O.Ms. No. 3 Dated:15.07.2014
 In the reference 1st read above, Commissionerate of Tenders (Sl.No.85
of Annexure), was newly created to State of Telangana with effect from
02.06.2014. In order to perform the functions of Commissionerate of Tenders,
a Committee of Tenders is to be constituted in Government of Telangana.

2. In the reference 2nd read above, on the basis of G.O.s in reference 3rd,
4th & 5th read above, the ENC (AW), I & CAD Dept., Govt., of Telangana,
Hyderabad, has submitted proposals that the Engineer-in-Chief (A.W), to
function as Chairman, Commissionerate of Tenders and the staff of
Commissionerate of Tenders ordered to serve Telangana has to be attached to
Engineer-in-Chief (AW), and the Engineer-in-Chief (AW) will discharge the
duties of Commissioner, COT.
3. The Engineer-in-Chief (AW) also proposed the Committee Members as
mentioned therein for the State Level Commissionerate of Tenders under
Government of Telangana for finalising the tenders duly adopting the rules /
regulations / guidelines etc., and the limits as in practice, prior to bifurcation.
4. Under the circumstances reported by the Engineer-in-Chief (A.W), in
the reference 2nd read above, Government after careful examination of the
proposal hereby order the following:
1. The Engineer-in-Chief (A.W), to function as Chairman,
Commissionerate of Tenders, and the staff of Commissionerate of
tenders ordered to serve Telangana is attached to ENC (AW) and the
ENC (AW) will discharge the duties of Commissionerate.

2. The Members of the Committee for the State Level Commissionerate of
Tenders under Government of Telangana for finalising the tenders duly
adopting the rules / regulations / guidelines etc., and the limits as in
practice, prior to bifurcation are.

a) Engineer-in-Chief (AW), I & CAD Dept, : Chairman.
b) Chief Engineer, C.T.E., I&CAD Dept., Secretariat : Member.
c) Engineer-in-Chief / Chief Engineer : Member
 Roads & Buildings Department.
d) Engineer-in-Chief / Chief Engineer, P.R & R.D. Dept. : Member.
e) Director of Works & Accounts : Member.
 5. The Engineer – in- Chief (AW),Hyderabad shall take further necessary
action accordingly.

Criminal Justice - High Court – Appeal against acquittal order dated: 24.09.2013 in
S.C.No.155/2011 of the court of the Special Judge for Trial of cases under S.C/S.Ts
[POA] Act, Adilabad, Adilabad District - Filing of Appeal - Sanctioned - Orders -
Issued.

 ORDER:

In the letter read above the Additional Public Prosecutor, High Court of
Andhra Pradesh has opined that it is a fit case to prefer an appeal against the
acquittal order dated: 24.09.2013 in S.C.No 155/2011 of the court of the Special
Judge for Trial of cases under S.C/S.Ts [POA] Act, Adilabad, Adilabad District.
2. The Government after careful examination of the matter and in exercise of
the powers conferred under section 378 of the Code of Criminal Procedure, 1973
(Act II of 1974) hereby direct the Additional Public Prosecutor, High Court of
Andhra Pradesh, to prefer an appeal against the acquittal order dated: 24.09.2013
in S.C.No 155/2011 of the court of the Special Judge for Trial of cases under
S.C/S.Ts [POA] Act, Adilabad, Adilabad District.
