In the letter 4th read above, the Director General of Police, Telangana State, Hyderabad has stated that the Director General, National Crime Records Bureau, New Delhi in a letter dated 8-7-2014 has requested to constitute State Empowered Committee and State Apex Committee immediately, consequent on the reorganization of Andhra Pradesh State and formation of the State of Telangana, to review and monitor the progress in implementation of Crime and Criminal Tracking System (CCTNS) Project. This project has been launched by Government of India and has been approved by the Planning Commission as Mission Mode Project under e-governance plan of Government of India.
2. Accordingly, the Director General of Police, Telangana State, Hyderabad while furnishing the details of composition of committees and functions of the Committees, requested to issue orders constituting the above Committees.
3. Government, after careful examination of the proposal, hereby issue orders constituting the following committees with the composition and functions.
I. The State Apex Committee:
4. The State Apex Committee will be responsible for:
1. Review progress of Project
2. Monitor utilization of funds
3. Issue of Policy Directions
4. Issue of Guidelines etc.,
II. State Empowered Committee:-
6. The State Empowered Committee will be headed by the Director General of Police and will be responsible for the following:
1. Allocation of funds
2. Approval of BPR (Business Process Reengineering) proposals.
3. Sanction of various project components, as may be specified, including the Hardware/Software procurement.
4. Approval of various functionalities to be covered in the Project
5. Review progress of the Project.
6. Ensure proper Training arrangements.
7. Ensure deployment of appropriate handholding personnel
8. Other important policy and procedural issues.
7. III. The State Mission Team:
8. The State Mission Team will be headed by the Nodal Officer for Crime and Criminal Tracking System (CCTNS) project i.e Inspector General of Police, Police Computer Service and Standardization (PCS&S). The State Mission Team will meet once in a month and will be
responsible for the following:
1. Operational responsibility for the Project.
2. Formulating Project Proposals.
3. Getting sanction of GOI for various projects.
4. Hardware roll-out and operationalization
5. Co-ordination with various agencies
6. Resolution of all software related issues, including customization.
7. Resolution all other issues hindering the Project Progress
8. Any other decision to ensure speedy implementation of the project
9. Assist the State Apex and Empowered Committees.
