National Pension System has been implemented for the State Govemment employees joined service on or after 01-04-2013 , vide Govemment Order read first above and detailed instructions for registration of subscribers to the system have been issued as per the circular 2nd cited. Consequent on

notice ofdelay in the submission of PRAN forms, directions were issued to ensure prompt enrollment of all employees covered under NPS by the end of May 2014, vide circular referred as third paper above.

2. Now it has come to the notice ofthe Govemment that, even after these repeated instructions, a considerable number of employees joined service on or after 0l-4-2013 have not availed PRAN till time.

The list of such employees (Department wise and Treasury wise) were uploaded in the official websites of Finance department and SPARK for verification by Head of Departments. All treasury officers were already directed to ensure registration of eligible subscribers while passing the salary bills for September 2014 vide the letter read as fourth paper above. However a significant progress in enrolling the

subscribers could not be achieved.

3. In the circumstances, Govemment are pleased to issue the following directions to all treasury offrcers to make sure that no employees covered underNPS left without PRAN by 01-12-2014.

i) During November 2014, treasury officers will return salary bills of DDOs/SDOs comprising NPS subscribers without PRAN seeking certificate, in the format appended as Annexure -I to this circular, from the DDO or SDO concerned to the effect that PRAN shall be obtained on or before 30-11-2014, without fail.

iD From 01-12-14 onwards, salary bills of such employees will be deferred till they obtain their PRAN.

4. Director of Treasuries shall ensure strict compliance of above instructions by the treasury officers and furnish a monthly consolidated status on progress of processing of PRAN applications to Finance (NPSC) Department on or before l0th of every month in the format appended as Annexure -II to this circular.

5. It is further informed that the delay in processing the PRAN application by the treasury officers will be viewed very seriously and stringent action taken.
