Global crude oil price of Indian Basket was US$ 52.11 per bbl on 16.03.2015

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 52.11 per barrel (bbl) on 16.03.2015. This was lower than the price of US$ 54.56 per bbl on previous publishing day of 13.03.2015.


In rupee terms, the price of Indian Basket decreased to Rs 3273.55 per bbl on 16.03.2015 as compared to Rs 3419.28 per bbl on 13.03.2015. Rupee closed weaker at Rs 62.82 per US$ on 16.03.2015 as against Rs 62.67 per US$ on 13.03.2015.

Transnational Gas Pipeline Projects

The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that the 1814 km long Turkmenistan- Afghanistan- Pakistan- India (TAPI) pipeline project is envisaged to supply 38 MMSCMD of natural gas to India. According to a preliminary feasibility study the cost of project is estimated to be around USD 7.6 billion.

In addition, Siddho Mal & Sons through a Project Development Vehicle, South Asia Gas Enterprise (SAGE), has proposed a Deep Sea Natural Gas Pipeline from Middle East (Oman) to India. The project is not under the consideration of Government at present.

No agreement has been signed with various countries including Bangladesh, Myanmar and Russia to construct oil and gas transnational pipeline projects for building up cooperation in oil/gas to augment India’s supply.

However, two government level agreements, namely the Gas Pipeline Framework Agreement (GPFA) and Inter Governmental Agreement (IGA) have been signed among the four TAPI member countries in December, 2010. In May, 2012, GAIL has signed a GSPA with Turkmengas for sourcing of 38 MMSCMD of gas from TAPI pipeline for a period of 30 years.

The 20th Steering Committee Meeting of TAPI was held at Islamabad on 11.2.2015. The Committee inter alia discussed timelines for identification and selection of Consortium Leader.

Redevelopment Project of ONGC

The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that the finalisation of tender for construction of Multi-purpose Support Vessel got delayed as one of the rejected bidders approached Independent External Monitor (IEM) on two occasions. This bidder also submitted various representations to ONGC and the Ministry. All these were deliberated in ONGC. This entire exercise delayed the tendering process. The revised estimated cost of the project is USD 185 million.

Negotiations with the Lowest bidder (L-1) by ONGC is under process. Necessary action on the project shall be taken after completion of negotiation with L-1 bidder.

Perspective Plan by Ongc Videsh Limited

The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that ONGC has formulated a ‘Perspective Plan 2030’ which draws a road-map for increase of ONGC Videsh’s (OVL) annual production to 20 Million Metric Tonne of Oil Equivalent (MMTOE) by 2018 and 60 MMTOE by 2030.

OVL has 13 producing assets and 4 developing assets.

The producing assets are located in Vietnam, Sudan, South Sudan, Russia, Columbia, Syria, Venezuela, Brazil and Azerbaijan. All producing assets are under production except Syria and South Sudan.

In Syria, there is at present no production due to Force Majeure like situation since December, 2011. In South Sudan, due to the geopolitical situation, the production has stopped from December, 2013. No intervention is possible at this stage.

The developing assets are located in Syria, Venezuela and Mozambique. Of these, production has been started in Venezuela.

In Syria and South Sudan the time lines for resumption of production cannot be given at present.

In Mozambique, the first leg of production is expected to start in 2019.

Price of Natural Gas 

 
The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that the prices of natural gas in the international market have fluctuated over the years.  The monthly average prices of natural gas at Henry Hub (HH) and National Balancing Point (NBP) for the last three years is annexed.  
 
Price of domestically produced natural gas is determined as per the New Domestic Natural Gas Pricing Guidelines, 2014.  Prices prevailing in HH (USA), NBP (UK), Alberta (Canada) and Russia are inputs to new gas pricing formula.  Therefore, changes in the prices of these regions would be reflected in the prices of domestically produced natural gas. 
Dr. Vijay Kelkar Committee, in its final report has recommended a roadmap to market-determined gas price by 2017 or next pricing period.   The final report of the committee can be viewed on this Ministry’s website with the link -http://petroleum.nic.in/docs/FinalReportKelkarCommittee2014.pdf

The said report of the Committee is under consideration of the Government of India.

Multiple LPG Connection 

 
The Minister of State (I/C) for Petroleum & Natural Gas Shri Dharmendra Pradhan informed the Lok Sabha in a written reply today that State/UT/OMC-wise number of multiple domestic LPG connections of Public Sector Oil Marketing Companies (OMCs), blocked & surrendered/cancelled as on 01.03.2015 are at Annexure I.
 
The possibility of malpractice/ irregularities in subsidized domestic LPG cylinders by unscrupulous elements cannot be ruled out due to the lower retail price of subsidized LPG for domestic use vis a vis the market price for commercial LPG. OMCs are on vigil to prevent and take action against black marketing of cylinders.
 
            OMCs have reported that the filled LPG cylinders are supplied to customers with proper heat shrinkable preformed PVC seal. Distributors are under instructions to ensure that Pre- Delivery Inspection (PDI) is carried out when the deliveries are made to the customers.
 
            OMCs also carry out surprise inspections at distributors premises, conduct refill audits, surprise checks at customers premises, en-route checking of delivery vehicles etc. If LPG distributors are found guilty of any malpractice, punitive action is taken in accordance with the provisions of the Marketing Discipline Guidelines (MDG).
 
            Moreover, various initiatives have been taken by the Government viz. capping on supply of subsidized cylinders, de-duplication, a 24x7 LPG service portal www.MyLPG.in, re-launched Direct Benefit Transfer for LPG consumer (DBTL) scheme called, `PAHAL’, KYC exercise etc. which reduce the misuse and diversion of subsidized LPG cylinders.
Presently, there is no proposal under consideration to waive off the security deposit for LPG connection.

OMCs have reported that as on date they are collecting a refundable security deposit for domestic cylinder(s) and regulator @ Rs 1450/- per 14.2 Kg LPG cylinder and Rs.150/- for pressure regulator (PR) except for North Eastern States where the deposit rate is Rs. 1150/- and Rs.100/- respectively. With regard to 5 Kg. domestic LPG cylinder, it is Rs. 350/- per cylinder for whole country and Rs 150/- for PR except North Eastern States where it is Rs 100/-.
 
As per the Liquefied Petroleum Gas (Regulation of Supply and Distribution) Order, 2000, a parallel marketeer can import and market LPG under the Parallel Marketing System (PMS) on which no subsidy is payable from Government. As per the information available with Petroleum Planning & Analysis Cell (PPAC), State/UT-wise number of parallel marketeers are at Annexure II. 
 
            The parallel marketeers, operate subject to fulfillment of the conditions prescribed in the said LPG Control Order.
 
As on 01.03.2015, State-wise details of waiting list  for release of new LPG connection including for the State of Maharashtra is at Annexure III. Liquidation of the waiting list for new LPG connections is a continuous process dependent on the fulfilment of formalities by the consumer.
