Facility to cut transaction cost of business and to formalize informal economy
Shri Bandaru Dattatreya formally launched, here today, the facility for filing Single online common return on Shram suvidha Portal in place of filing separate Returns under eight Labor Laws. Speaking on the occasion, Shri Dattatreya, the Minister of State(IC),Labor and Employment(L&E) said that the facility will help in effective implementation of Labor Laws. This service will reduce the transaction costs of business and make it easy and convenient to meet their obligations. Thus it will not only help create better environment for business but will also motivate the informal economy to get formalized, the Minister added.
Earlier briefing on the facility, Shri Shankar Aggarwal, Secretary L&E said ,this is a big milestone in the history of the Ministry. This will enable establishments to file annual returns 24x7 with transparency and accountability. Shri Manish Gupta, JS made a presentation on the facility.
The ShramSuvidhaWeb-Portal was earlier launched by the Prime Minister on 16.10.2014 and the facility for allotment of LIN (16.10.2014) and the Transparent Inspection Scheme (26.10.2014) were activated on the Web-Portal since then. Now moving ahead, Ministry of Labor & Employment has formally launched the facility for filing Online Single Return under the 8 Central Rules through the ShramSuvidha Portal. The eight Labor Laws, covered in the Common Return are:
(1). The Payment of Wages Act, 1936
(2). The Minimum Wages Act, 1948
(3). The Contract Labour (Regulation & Abolition) Act, 1970
(4). The Inter-State Migrant Workmen (RE&CS) Act, 1979
(5). The Maternity Benefit Act, 1961
(6). The Industrial Disputes Act 1947
(7). The Payment of Bonus Act, 1965.
(8). The Building and Other Construction workers (Regulation of Employment & Conditions of Service) Act, 1996
Necessary amendment in the Rules to enable establishments to file Single Unified Return has been notified. Now, instead of multiple returns under the above Acts (and sometimes more than one Return in a year), the units need to e-file a Single Unified Annual return.
The Ministry of Labor & Employment developed a unified Web Portal ‘Shram Suvidha Portal’, catering to four major Organisations under the Ministry of Labor& Employment, namely Office of Chief Labor Commissioner (Central), Directorate General of Mines Safety, Employees’ Provident Fund Organization and Employees’ State Insurance Corporation. The 4 main features of this Portal are:
Ø Unique labor identification number (LIN) is allotted to Units to facilitate online registration
Ø Filing of self-certified and simplified Single Online Return by the establishments. Units will only file a single consolidated Return online instead of filing separate Returns.
Ø Transparent Labor inspection scheme through computerized system based on risk based criteria and uploading the inspection reports within 72 hours by the Labor inspectors.
Ø Timely redress of grievances will be ensured with the help of the portal.
