Scheme for College and University Students
The Department of Higher
Education is administering the “Central Sector Scheme of Scholarship for
College and University Students” and the aim of the Scheme is to provide financial
assistance to meritorious students from poor families to meet a part of their
day-to-day expenses while pursuing higher studies.
The scholarships are awarded
on the basis of the results of senior secondary examination. The total
number of scholarships has been divided amongst the State Boards based on the
State’s population in the age group of 18-25 years. Students who are above 80th
percentile of successful candidates in the relevant stream from a particular
Board of Examination, in class XII of 10+2 pattern or equivalent and having
family income of less than Rs.6 lakhs per annum, pursuing regular courses and
not availing of any other scholarship scheme, are eligible for consideration
under this Scheme. The rate of scholarship is Rs. 1000/- per
month at Graduation level for the first three years of College and University
courses and Rs. 2000/- per month at Post-Graduation level. Students
pursuing professional courses get Rs. 2000/- per month in the 4th
and 5th year. The scholarship is paid for 10 months in an
academic year and disbursed directly into the bank accounts of the beneficiary.
Students belonging to reserved categories/weaker sections are eligible on the
basis of merit. Reservation for the various categories are as follows:

- 7.5 % and
Also, there is horizontally 3% reservation
for Persons with Disabilities in all the categories
under the Scheme. The benefits in terms of percentage accrued to
the SC, ST students under the Scheme during the last three years and current
year is given in the table below. As regards Other Backward Classes
students, the position has been included in the General category, as there is
no separate reservation for Other Backward Classes students under the Scheme.

Special Scholarship Scheme for Jammu and Kashmir
The Department of Higher Education, Ministry of Human Resource Development has been implementing the Special Scholarship Scheme for Jammu & Kashmir since 2011. The Scheme aims to provide tuition fees, hostel fees, cost of books and other incidental charges to students belonging to Jammu & Kashmir who, after passing Class XII or equivalent examination through the State Board of Jammu & Kashmir and from Central Board of Secondary Education (CBSE) affiliated schools located in Jammu & Kashmir, have secured admission in Government colleges/institutes and other select institutes outside the State of Jammu & Kashmir. Five thousand fresh scholarships are available every year, of which 4500 scholarships are for general degree courses, 250 for engineering and 250 for medical studies. There is a provision of Inter-changeability of slots from General Degree course to Medical and Engineering Streams, subject to savings due to shortfall in the number of students opting for the General Degree Courses within the overall financial ceiling as per the scheme guidelines. In case the number of applicants exceeds the number of scholarships available, then the awardees are selected on the basis of marks scored by them in the Class-XII or equivalent exam.
In the academic year 2013-14, total number of 6726 application were received and scholarship was approved to 3747 students (General - 1577, Engineering - 1896 and Medical -274) within the overall financial ceiling for the year.
Out of the total number of applications received, 25 applications were from students who had taken admission in Rohtak Institute of Engineering & Management (RIEM) and after scrutiny, 10 students from RIEM were found eligible and their fresh as well as renewal scholarship for the academic year 2013-14 and 2014-15 have been released on time. The remaining 15 students were not found eligible under the scheme. Those students who were awarded the scholarship are continuing with their studies.
