O R D E R:-
In the reference 1st read above, the Director Incharge, National Institute of
Nutrition has informed that a team of Scientists and Administrative personnel of National
Institute of Nutrition (NIN), Hyderabad, the mentoring unit for the Project headed by
Dr.Kalpagam Polasa, made a field visit of the proposed site for establishing Model Rural
Health Research Unit (MRHRU) at Chandragiri Chittoor District and held discussion with
officials of the Sri Venkateswara Medical College, Tirupati.
2. The Joint Secretary to Govt. of India, Department of Health Research, Ministry of
Health & Family Welfare in his letter 2nd read above has informed the Government of
Andhra Pradesh that the MRHRU has already been approved for establishment of
Model Rural Health Research Units (MRHRUs) in old RHTC Premises, Chandragiri,
Chittoor District which is linked with S.V.Medical College, Tirupati and in accordance
with the approval of the scheme, the State Government is required to provide adequate
land to enable construction and all other recurring & non-recurring expenditure will be
met by the Central Government. The Joint Secretary to Govt. of India, Department of
Health Research, Ministry of Health & Family Welfare, has requested the State
Government for transfer of the already identified land for the establishment of MRHRU
in the State of Andhra Pradesh in order to maintain uniformity in the matter, as per the
rules and regulations of the State Government.
3. The Principal, S.V.Medical College, Tirupathi has also informed that the DHRMinistry
of Health & Family Welfare have asked for transfer of a minimum of 630
Sq.Mtrs. it is desirable to transfer the entire extent of the vacant land adjacent to the old
RHTC, Chandragiri as described above, considering the fact that there is scope for
expansion in future. At present they are likely to construct a Multi-storied building as a
part of MRHRU. In the review meeting conducted at ICMR-DHR Headquarters, New
Delhi on 17-02-2015 it is observed that other States have liberally gave land for this
purpose. The Revenue Department identified 55 cents land belong to RHC attached to
S.V.Medical College. The Principal, S.V.Medical College, Tirupati has requested to
transfer the land as described above to Department of Health Research, Govt.of India,
Ministry of Health & Family Welfare, New Delhi on free of cost as per the rules and
regulations of the Government of Andhra Pradesh.

4. In the above circumstances, Government after examination, hereby accord
permission to the Principal, S.V.Medical College, Tirupati to transfer of land to an extent
of 0.55 Cents in Sy.No.495/1, 495/2 & 495/3 to the Department of Health Research,
Government of India, Ministry of Health & Family Welfare, New Delhi on free of cost as
per the existing rules and regulations for establishment of Model Rural Health Research
Units (MRHRUs) in old RHTC Premises, Chandragiri, Chittoor District which is linked
with S.V.Medical College, Tirupati.
5. The Director of Medical Education, A.P., Hyderabad and the Principal,
S.V.Medical College, Tirupati shall take necessary action accordingly.

The AP Private Medical & Dental Colleges Managements Association has requested the
Government for revision of tuition fee for MBBS/BDS Courses citing the actual costs involved
in imparting quality education and escalations in costs due to implementation of sixth pay
commission scales / increase in the University related fees and assessment of such costs in
Deemed to be Universities.
2. In pursuance of the judgment of Hon’ble Supreme Court of India dated 12-8-2005 in
Appeal (civil) No. 5041 of 2005 filed by P.A. Inamdar Vs. State of Maharashtra (AIR 2005 SC
3226), and also discussions held with the Private Unaided Non-Minority Medical / Dental
Colleges in the State for the Under Graduate Courses i.e., MBBS & BDS, a consensual
arrangement has been arrived, among others, in fixing the fee structure for the Competent
authority seats, Management seats and NRI Quota seats in Unaided Non Minority Medical /
Dental Colleges in the State.
3. The Government after careful examination of the matter hereby order that the fee
structure and certain directions connected thereto as indicated in the annexure to this order
shall be implemented by all the Private Un-aided Non-Minority Medical / Dental Colleges.
These orders are applicable to the Private Un-aided Non-Minority Medical / Dental Professional
Institutions in the State, and shall come into force with immediate effect.
4. The Principals of all Private Unaided Non-Minority Medical / Dental Colleges shall take
necessary action in the matter accordingly.

Notes: 1. Tuition fee is payable annually for five academic years.
2. There shall be 5% increment in tuition fee per year to offset inflation
3. A sum of Rs.25,000/- p.a. per subject for all failed students in each phase of study
during the academic year.
4. The students who were admitted into the course prior to 2015 shall continue to
pay every year the same annual fee at the rate existing at the time of their
admission till they complete the course.
5. The student shall pay the same tuition fee for the entire course period, as paid at
the time of admission.
6. The Institution shall collect the tuition fee every year in advance only for that
particular year.
7. The managements of the institution may seek Bank Guarantee for tuition fee
chargeable for the entire course.

ORDER:
In pursuance of the judgment of Hon’ble Supreme Court of India dated. 12-8-
2005 in Appeal (civil) No. 5041 of 2005 filed by P.A. Inamdar Vs. State of Maharashtra
(AIR 2005 SC 3226), and the discussions held with the Private Unaided Medical and
Dental Colleges in the State for admission into the Under Graduate Courses i.e., MBBS &
BDS, a consensual arrangement has been arrived at in adopting the admission policy,
and seat matrix for the competent authority seats, M-CET ranking based Management
seats, NRI/ NRI sponsored seats in Unaided Non-Minority Medical and Dental Colleges in
the State.
The Government after careful examination have decided to amend the Andhra
Pradesh Un-aided Minority Professional Institutions (Regulations of Admissions into
Under Graduate Medical and Dental Professional Courses) Rules 2006, issued in G.O.Ms
No. 272, HM&FW (E1) Deptt. Dt. 10.07.2006, and as amended subsequently.
Accordingly, the following notification shall be published in the Extraordinary
issue of the Andhra Pradesh Gazette, Dated:21.04.2015:-
NOTIFICATION
In exercise of the powers conferred by Sections 3 and 15 of the Andhra Pradesh
Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act,
1983 (A.P. Act No. 5 of 1983) and in supersession of the Andhra Pradesh Un-aided
Minority Professional Institutions (Regulations of Admissions into Under Graduate
Medical and Dental Professional Courses) Rules, 2006 issued in G.O.Ms No. 272,
HM&FW(E1) Deptt. Dt. 10.07.2006 and published in the extraordinary issue of A.P.
Gazette dated.12.07.2006.
A M E N D M E N T S
In the said rules:
I. For Rule 4, Allotment of seats, the following shall be substituted
Category A: (50% of the sanctioned intake of the seats) EAMCET
based Management Seats:- These seats shall be filled by the
Management of the Minority Medical and Dental Institution in a
transparent manner as per the merit from the candidates who are
qualified at the Common Entrance Test , EAMCET held by the
State for that year, with candidates belonging to Minorities
concerned.
Category B: (35% of the sanctioned intake of the seats) MCET-AC
based Management Seats:-These seats shall be filled by the
Management of the Minority Dental Institution in a transparent
manner based on MCET-AC merit.
Category – C (15 % NRI quota ): These seats shall be filled by the
managements of the individual institutions or the committee of the
managements under these Rules.
II. For rule 5, Authority for admissions, the following shall be
substituted:
a) Category A: EAMCET Based Management Seats:-
All the EAMCET based Management Seats under Category A
shall be filled by the managements of Minority institution in a
transparent manner based on EAMCET merit with candidates
belonging to concerned minorities.
b) Category – B (Management seats): These seats shall be filled
by the college management in the order of merit in MCET-AC in
a transparent manner.
c) Category – C (NRI/ NRI sponsored seats): The admission to these seats will
be made by the management of the college. These seats shall be filled by
NRI/NRI sponsored candidates and institutional preferences And, if, on ‘Nonavailability
of candidate’ in any of the categories above, the seats could be
filled by any of the eligible candidate/applicant to institution treating them on
par with this category students, as to their tuition fee liability.
III. (i) In the said rules, in Rule 6, sub-rule (b) (i) shall be renumbered
as sub-rule (b) and the following shall be substituted.
(B- Category-35% of the sanctioned intake of the seats)
“Management seats”:- The seats shall be filled up by the individual college
Managements in the order of merit obtained in M-CET(AC) in a transparent
manner following the procedure as detailed below:-
1. The Management of every College / Institution, including the Minority College/
Institution, shall, immediately after allocation of A, B, C category seats, notify
their respective web sites to Dr. NTR University of Health Sciences, Medical
and Health Department of the State Government and also publish information
regarding the same in two leading newspapers (one English and one
Vernacular)
2. The entire information regarding admission process to be followed by the
Management of the College / Institution for making admission against A,B,C
category seats should be notified in the web site.
3. The Member Secretary, Admission and Fee Regulatory Committee shall
supervise/ oversee the conduct of M-CET-AC and ensure strict compliance to
the directions of Hon’ble Apex Court.
4. The name and designation of the Authority to whom the complaints can be
addressed should be printed in the applications along with Telephone, Fax
numbers and e-mail address and the same should also be displayed on the
web site of the colleges, Dr. NTR University of Health Sciences and the Director
of Medical Education.
5. The admission form should be loaded in the web site of the concerned college/
institution so that the prospective candidates can download the same.
6. The candidate should be allowed to fill up the admission form and submit the
same through e-mail, apart from sending the same by post or courier along
with relevant documents.
7. The list of applications received upto the last date along with inter se merit of
candidates in M-CET(AC)should be uploaded and displayed on the web site of
the college / institution. This shall be in addition to display of the list of
applicants and their inter se merit on the notice board of college / institution.
8. Copies of the list of applicants and their inter se merit should also be sent to
Director of Medical Education, Andhra Pradesh and Dr. NTR University of
Health Sciences.
9. Time for submission of documents by the candidates should be notified on the
web site, besides newspapers and the candidates should be allowed
reasonable time for complying with the requirement of submission of
documents.
10. The complaints received from the aggrieved parties should be disposed of by
the Inspecting Authority, constituted in terms of Rule 2 (d), within seven days
and the decision be communicated to the candidates.
11. All the private Minority Medical and Dental Colleges shall adhere to the above
procedures scrupulously. Any deviation / malpractices thereof will entail severe
disciplinary action by the competent authority.
(ii) In the said rules,
Sub Rule b (ii) shall be renamed as sub-rule (c).

Capitation Fee) Act, 1983 (A.P. Act No. 5 of 1983) and in partial modification of the
Andhra Pradesh Un-aided Non-Minority Professional Institutions (Regulations of
Admissions into Under Graduate Medical and Dental Professional Courses) Rules 2007,
issued in G.O.Ms.No.136, HM&FW (E1) Department, dated: 30.04.2007, as subsequently
amended vide G.O.s 3rd, 4th, 6th and 7th read above, the Governor of Andhra Pradesh
hereby makes the following amendments to the Rules for admission into the Under
Graduate Professional Courses in Medical and Dental in Un-aided Non-Minority
Professional Institutions in the State:-
3. The Government after careful examination have decided to amend the Andhra
Pradesh Un-aided Non-Minority Professional Institutions (Regulations of Admissions into
Under Graduate Medical and Dental Professional Courses) Rules 2007 issued in

subsequently.
4. Accordingly, the following notification shall be published in the Extraordinary
issue of the Andhra Pradesh Gazette, Dated:21.04.2015:-
NOTIFICATION
In exercise of the powers conferred by Sections 3 and 15 of the Andhra Pradesh

A M E N D M E N T S
In the said rules,
I. For Rule 4 ‘Allotment of seats’, the following shall be substituted:
The seats to be allotted in each unaided Non Minority Professional Institutions
under these rules, for admission of candidates shall be as:
Category –A seats (50% of the sanctioned intake of the seats)
Competent authority seats:- These seats shall be filled in through the counseling
by the committee constituted by competent authority as per merit from the
candidates who are qualified at the common entrance test, EAMCET held by the
state for that year following the rules of reservation.
Category – B seats (35% of the sanctioned intake of the seats)
MCET-AC ranking based management seats:- The seats shall be filled through
the counseling by the committee for admission constituted by APMDCMA as per
the merit from the candidates who are qualified at MCET held by a third party
employed for the purpose by the managements association for that year as per
the procedure that may be prescribed in this regard.
Category – C seats (15% NRI quota)
These seats shall be filled by the managements of the individual institutions or
the committee of the managements under these rules.
II. For Rule 5 ‘Authority for Admissions’, the following shall be substituted:
i) Category –A seats (50% of the sanctioned intake of the seats) shall be filled by
the committee for admissions constituted by the competent authority under
these rules.
ii) Category – B Seats (35% of the sanctioned intake of the seats) shall be filled by
the committee for admissions constituted by APMDCMA under these rules and
shall include a nominee of the University, State and APMDCMA. The nominee of
the Association (APMDCMA) shall be the Convener of the above committee.
iii) Category – C seats (15% NRI quota) These seats shall be filled by the
managements of the individual institutions or the committee of the
managements under these rules.
III. For Rule 6 (B), the following shall be substituted:
6. (B) to fill up MCET-AC ranking based management seats:
(Category B-35% of the sanctioned intake of seats)
i. Committee for MCET-AC admissions into institutions which opted for
MCET-AC shall be constituted by the Association of Unaided, Privately
managed, Non-minority Medical and Dental Colleges of AP to advise the
convener of MCET-AC in matters relating to admission and all such
matters necessary for the smooth conduct of admissions. The Member
Secretary, Admission and Fee Regulatory Committee shall supervise/ oversee
the conduct of M-CET-AC and ensure strict compliance to the directions of
Hon’ble Apex Court.
ii. The APMDCMA will also issue the guidelines for selection and allotment of
candidates against the above seats basing upon the rules as applicable.
iii. The Convener shall issue notification in at least two leading news papers calling
for a single common application for admissions into the above seats in all the
private medical and dental colleges informing the dates, venue and time of MCET
examination.
iv. The MCET will be conducted in all the important centers of A.P. and also in
certain centers that may be identified in other states as well.
v. Category B seats shall be filled by the committee constituted for admissions by
the APMDCMA based on the merit obtained in MCET-AC and following rules
framed for this purpose. There shall be three nominees one each from
Government, Association and the University.
vi. The convener for MCET-AC admissions shall complete the process of admission
within the time frame notified by the NTR University of Health Sciences and
following such procedure as prescribed for making admissions into the category
B seats of all Private Medical & Dental Colleges
vii. The convener shall fix a date, time and venue for conducting the counselling
viii. The candidates who are qualified to seek admission as a consequence of
obtaining rank in MCET-AC test and desirous of seeking admission into the
Private Unaided Non Minority Professional Institutions shall be called for the
counselling
ix. The admission shall be made in the following manner:
a. The committee shall prepare the merit list based on the MCET-AC
examinations.
b. In case of the same rank being obtained by more than one candidate, the
marks obtained in Physics, Chemistry, Botany and Zoology shall be
reckoned.
c. In case of further tie, the older candidate shall be given higher place in the
merit order.
d. The candidate shall attend the counseling with all their original certificates.
The competent authority shall select the candidate in the counseling by
calling for candidates based on MCET-AC ranking and as per the seat matrix
approved.
e. The candidates selected for admission into unaided private non minority
professional colleges shall pay the prescribed fee in the form of demand
draft drawn on any national bank in favour of “The Secretary, APMDCMA
payable at Rajahmundry / Vijayawada. If a candidate fails to pay the fee on
the day of selection, the selection will be cancelled forthwith and will be
filled with subsequent selection by counseling as per the prescribed
procedure.
f. The fee so collected in the form as mentioned above shall be kept with the
association till admission process is completed. Soon after the completion of
the admission process, the fee so collected shall be transferred to the college
concerned, in any case not later than one week.
g. Once a candidate secures admission to a particular college/course based on
his/her option, no more claims to admission into other colleges/course be
entertained during that academic year.
h. If a candidate after final selection fails to report to the principal of respective
colleges on before the stipulated time, he/she shall deemed to have
forfeited the seat and all such category B unfilled seas shall be treated as
vacant and the vacant seats shall be filled by the individual managements of
the private colleges under Category C rules.
i. All unfilled seats under Category A after second counseling will be
surrendered to the managements of individual colleges. Such seats shall be
filled by the management of the individual colleges on merit following rules
setout for Category C.
j. The above rules shall be followed scrupulously. Any violation of the rules
shall entail cancellation of admissions of the candidates concerned and the
conduct of admissions afresh following the procedure etc.
x. All the private Non-Minority Medical and Dental Colleges shall adhere to the
above procedures scrupulously. Any deviation / malpractices thereof will entail
severe disciplinary action by the competent authority.
IV. For Rule 6 (C), the following shall be substituted:
Category – C (NRI Quota seats) (15% of the total intake of the seats): These
seats shall be filled by the Managements of individual colleges or Committee of
Managements under these rules.
i. The candidates shall submit an affidavit to establish the bonafides that they
are children /wards of bonafide NRI residents.
ii. The admissions made under the NRI quota should be according to the merit
list prepared by the college(s) from the applicants.
