Census data on Marital Status of ST population released 

Registrar General and Census Commissioner of India has published the 2011 Census data on the Marital Status of Scheduled Tribes persons for all States and Union Territories by age and sex, number of women, ever married women by present age, parity and total children ever born by sex, number of surviving children and total surviving children by sex, number of births last year by sex and birth order etc.


Special Tables viz. ST-7, ST-1 1 on Scheduled Tribes reflect marital status by age and sex, ever married women by present age, Parity and total children ever born by sex etc. The ST-12 table contains number of women and ever married women by present age, number of surviving children and total surviving children by sex. Table number-13 shows number of Women and currently married Women by present age, number of births by sex and birth order.

The data released shows that among STs 4,67,00,848 people are married out of 10,45,45,716. The married persons constitute 44.7% of the total STs population. Percentage of widowed is 4.6% and separated is 0.4%. The percentage of divorced constitute 0.2%. In comparison to 2001 Census, the percentage of widowed, divorced, separated has increased in most of the age groups. More than half of the marriages have taken place in the age group of 20-24. The percentage of marriage taken place in the above age group is 57.2%. The data also shows that for 72% of the STs female, the marriage age is above 18 years.

Total numbers of ever married Women has increased among all the ages. It increased remarkably in the states of Kerala, Karnataka, Goa, West Bengal and Assam. Total children ever born in all the ages have decreased in all the States / UTs. Total number of surviving children has increased in almost all the States /UTs in comparison to the corresponding figures of 2001 Census.

Employment Generation in MSME Sector 
As per the revised methodology suggested by Central Statistics Office (CSO), Ministry of Statistics and Programme Implementation (MoSPI), on the basis of the data on Gross Domestic Product (GDP) published by CSO, MoSPI and final results of the latest Census (Fourth Census), conducted (with base reference year 2006-07), wherein the data was collected till 2009 and results published in 2011-12, the estimated contribution of Micro, Small and Medium Enterprises (MSME) sector (including service segment) to GDP during 2010-11, 2011-12 & 2012-13 are 36.69%, 37.97% & 37.54% respectively.

The Government monitors the employment in the MSME sector in the country by conducting All India Census of the sector, periodically. As per the latest Census (Fourth Census), conducted (with base reference year 2006-07), wherein the data was collected till 2009 and results published in 2011-12, as well as data extracted from Economic Census 2005 conducted by CSO, MoSPI, for activities excluded from Fourth Census, namely wholesale/retail trade, legal, educational & social services, hotel & restaurants, transports and storage & warehousing (except cold storage), the total employment in the MSME sector is 805.24 lakh.

Based on the export data maintained by Director General of Commercial Intelligence & Statistics, Ministry of Commerce and the information available with this Ministry about MSME products having significant export, the share of MSMEs in India’s total export, for the year 2012-13, 2013-14 and 2014-15, has been estimated as 43.00%, 42.38% and 44.70% respectively.

As per the Fourth Census as well as data extracted from Economic Census 2005 the total employment in the sector increased to 805.24 lakh as compared to 249.33 lakh in the Third All India Census of Small Scale Industries, conducted with reference year 2001-02, which is seen growing at 26.42% annually, taking into account additional coverage under the sector.
Under the PMEGP Programme, which generate income and employment, the number of projects assisted, estimated employment generated and other details during last three years and current year are as given in Annexure.

E-Commerce Portal of NSIC 

The National Small Industries Corporation Limited (NSIC) has fixed a target of total business of  Rs. 24000 crore through its various schemes and services like, Raw Material Supply, Raw Material Finance, B2B, B2C and its Technical Centres, etc. for facilitating micro, small and medium enterprises in the country.

NSIC has launched an e-commerce portal www.msmeshopping.com on 31.07.2014 to facilitate online Marketing and Retail Shopping services. The salient features of the www.msmeshopping.com  portal includes online registration, web store management, popular products section, multi product cart, multiple payment options, customer support through Call Centre and enhanced security features.

In addition, NSIC also assists MSMEs through MSME Global Mart Web Portal (www.msmemart.com), which    provides an online platform for B2B marketing activities. The salient features of the portal includes interactive database of MSMEs, Global and National Tender Notices, self web development tool, centralized mail system, unlimited global trade leads, trust seal of NSIC, multiple language support, payment Gateway for membership subscription, etc. The portal has database of registered members looking for business opportunities, sustainable partnership,  sub-contracting and participation in Public Procurement.

Government in the Ministry of Micro, Small and Medium Enterprises has taken several initiatives like Udyami Helpline, Online registration of MSMEs, Digital Employment Exchange, Virtual cluster, e-office, etc. NSIC also organises defence exhibitions, MSME buyer-seller meets, vendor development programs, MSME DEFEXPO and special vendor development programs to build a MSME database and facilitating supplies from MSMEs to obtain and execute defence orders.

Assistance to MSME 
In order to facilitate up-gradation of technology, Ministry of Micro, Small and Medium Enterprises is implementing Credit Linked Capital Subsidy Scheme (CLCSS) under which 15% (subject to maximum of Rs.15.00 lakhs) upfront subsidy on capital investment for technology upgradation is provided to micro and small enterprises for modernization of their production equipment(plant and machinery). The allocation of funds for the scheme during financial year 2015-16 is Rs. 300 crores with a physical target of 5,700 units. The Ministry is also implementing Technology and Quality Upgradation Programme (TEQUP) under National Manufacturing Competitiveness Programme (NMCP) for Technology Up-gradation of MSMEs. Under the scheme, Government is providing subsidies for implementation of energy efficient Technologies (EET). The allocation of funds for this Central Sector Scheme during the financial year 2015-16 is Rs.10 crores. Since these schemes are Central Sector Schemes no fund is allocated State/UT-wise.

The share of MSME in total industrial Production (manufacturing) as per the latest available data (i.e. 2012-13) was 37.33% and the share of MSME in total exports of the country as per the latest available data (i.e. 2014-15) was 44.70%.

The Ministry of MSME has a Scheme to assist MSMEs to participate in international Trade Fairs to enable B2B and B2C exposure for MSME exporters. This along with other MSME Schemes like Marketing Development Assistance Scheme, NMCP, MSE-CDP, Credit Guarantee Scheme and CLCSS etc help the MSME exporters to increase their exports.

Reserved Item for MSME Sector 
The Government vide notification no. S.O. 998(E) dated 10.04.2015 has dereserved the remaining 20 items from the erstwhile list of items reserved for exclusive manufacture in SSI (now – Micro and Small Enterprises) sector. Therefore, as on date, there is no item reserved for exclusive manufacture in SSI (Now-MSE) sector.

The Government implements a number of schemes in the arena of finance, infrastructure, technology upgradation and marketing to facilitate the growth of MSME Sector.

Training by NSIC 

The National Small Industries Corporation Limited (NSIC) offers quality training in Hi-Tech as well as conventional skill development programs of various durations from its 13 centres and 95 centres set up under Public-Private Partnership (PPP) mode across the country. The courses are designed in consultation with the local industries, so as to impart training in those skills which are in demand at local industries. NSIC also assists its trainees in getting employment through placement cells located at its centres. NSIC also offers incubation training programme to create self-employment opportunities by imparting training in entrepreneurship building to the unemployed people who want to set up new small business enterprises in any of the manufacturing / services sectors. Promotion of Cottage Industries 
Development of cottage industry is largely the responsibility of State Governments. However, the Ministry of Micro, Small and Medium Enterprises (MSME) also has a number of schemes/interventions for the development of MSME including cottage industry on the basis of labor intensive techniques and low per capita investment. The Ministry of Micro, Small and Medium Enterprises is implementing Prime Minister’s Employment Generation Programme (PMEGP), a credit-linked subsidy programme since 2008-09 with Khadi and Village Industries Commission(KVIC) as nodal agency at the national level for generating self-employment opportunities through establishment of micro enterprises including cottage industries by organizing traditional artisans and unemployed youth, helping in preventing their migration besides increasing their earning capacity throughout the country. At the State/Union Territories level, the scheme is implemented through field offices of KVIC, State/Union Territory Khadi and Village Industries Boards (KVIBs) and District Industries Centres (DICs) with involvement of Banks. Under this Programme, General Category beneficiaries can avail margin money subsidy of 25% of the project cost in rural areas and 15% in urban areas. For special categories such as SC/ST/OBC/minorities/women/ex-servicemen/physically handicapped/NER/Hill and Border areas etc. the margin money subsidy is 35% in rural areas and 25% in urban areas. Maximum project cost for manufacturing unit is Rs.25 lakh and for service sector it is Rs.10 lakh.

The PMEGP scheme is being implemented in the entire country including backward regions of the country. While allocating Margin Money target, the backwardness factor is also taken into consideration.

Women Entrepreneurship Development Programme 
The Ministry of Micro, Small and Medium Enterprises has been implementing special, dedicated Schemes for Women Entrepreneurship Development to facilitate employment opportunities for women. These schemes are - Trade Related Entrepreneurship Assistance and Development (TREAD) Scheme and Mahila Coir Yojana. The TREAD Scheme envisages economic empowerment exclusively of women through trade related training, information and counseling extension activities related to trades, products, services etc. Under the Scheme financial loans are provided by Nationalized Banks and grants by Government of India at the rate of 30% of the loan subject to maximum limit of Rs.30.00 lakh through NGOs for capacity building and for undertaking self-employment ventures by women in non-farm activities. Under Mahila Coir Yojana , financial assistance is provided for motorized ratts for spinning coir yarn to women artisans after giving training. Government provides motorized ratts/ motorized traditional ratts at 75% cost subsidy subject to a maximum ceiling of Rs.7500/- for motorized ratts and Rs.3200/- for motorized traditional ratts .The remaining 25% is raised by the beneficiaries.

Fund allocated for these schemes during the current year (2015-16) is Rs.6.70 crore. Since these are Central Sector Schemes, funds are not allocated State/ UT-wise.

Details of Awareness Programme for building knowledge on Intellectual Property Rights, since the inception to till date is as under :

Quality management Standard & Quality Technology Tools (QMS/QTT) is one of the components under NMCP. The main objective of the scheme is to sensitise MSMEs to adopt latest QMS/QTT tools and to keep a watch on sectoral developments. Under the Scheme various tools such as ISO Certification, 6-Sigma, Kizen Tools etc. are implemented. Since the launch of the Scheme an expenditure of Rs. 8.015 Crores has been made to implement the following activities:

              I.     Total One day Awareness Campaign                                    : 710
           II.     ITI/Polytechnic teacher trained                                             : 1800
        III.      Implementation of QMS/QTT scheme in selected Cluster  : 17
        IV.     Monitoring International Study Missions                              : 02
           V.     Workshops of 2 days duration at Metros                              : 04
        VI.     One day National Level Workshop at Delhi                         : 02
