O R D E R:-

       In the G.O. 3rd read above, Government have entrusted the process of cases relating to establishment of Nursing Schools /Colleges to the High Power Committee.

2. In the G.O. 5th read above, orders were issued for establishment of new B.Sc. Nursing Colleges in the Private Sector.

3. In the letter 7th read above, the Chairman, High Power Committee, Hyderabad has reported that the proposal received from the Secretary , Simhapuri Vydya Seva Samithi, Somasekarapuram, Nellore to accord permission for establishment of Dr.Mallela Ramaiah College of Nursing, C/o. Jayabharat Hospital, H.No.16/2884, Somasekharapuram, Nellore was forwarded to the District Level Team concerned for verification, as to whether the institution under inspection is having the required infrastructure. In the letter dated: 26-5-2015, the Principal, S.V. Medical College, Tirupati (Member Convener, District Level Team, Nellore ) has submitted inspection report in respect of Dr.Mallela Ramaiah College of Nursing, C/o. Jayabharat Hospital, H.No.16/2884, Somasekarapuram, Nellore stating that “May be permitted with an intake of 50 students per one academic year”.

4. The Chairman, High Power Committee, has requested the Government to consider the request of Secretary , Simhapuri Vydya Seva Samithi, Somasekarapuram, Nellore and pass appropriate orders in the matter.

5. After careful examination of the matter and also taking into consideration the sworn affidavit submitted by the Management of Dr.Mallela Ramaiah College of Nursing, H.No.16/2884, Somasekharapuram, Nellore being run under Jayabharat Hospital, H.No.16/2884, Somasekharapuram, Nellore with regard to the provision of facilities for establishment of College of
Nursing and in exercise of the powers conferred under sub rule (ii) of rule 15 of Andhra Pradesh Private Colleges of Nursing (Grant of Permission to Private Colleges or Institutions and Admissions into B.Sc. Nursing Course) Rules, 1997 made under section 99 of Andhra Pradesh Education Act,
1982 (Act 1 of 1982), Government hereby issue Essentiality Certificate to Dr.Mallela Ramaiah College of Nursing, H.No.16/2884,  Soma sekhara puram, Nellore being run under Simhapuri Vydya Seva Samithi H.No. 16/2884, Somasekharapuram, Nellore to start degree course in B.Sc. Nursing of four years duration with an intake of 50 (fifty) students from the academic year 2016.17, with clinical attachment at their own 200 bedded hospital i.e., Jayabharat Hospital, Somasekharapuram, Nellore. subject to obtaining affiliation to Dr.N.T.R University of Health Sciences, Vijayawada and approval of Indian Nursing Council, New Delhi and following orders issued by the State Government from time to time.

6. The Essentiality Certificate granted in para (5) above is subject to the following conditions:- 

(i) That the Institute should obtain affiliation duly fulfilling all the conditions stipulated as per the statutes of the N.T.R. University of Health Sciences, Vijayawada, Andhra Pradesh  and payment of annual affiliation fee as may be prescribed from time to tie to N.T.R. University of Health Sciences, Vijayawada and clearance from the Indian Nursing Council, New Delhi. In case the aforesaid Educational Society fails to fulfill the conditions
or fails to start the B.Sc. Nursing course within a period of one year, the permission now accorded will be cancelled.

(ii) The annual intake of students should not exceed as specified above to the Institute and the institute should fulfill and abide by the rules and regulations notified by Government in G.O. Ms. No. 145, HM & FW (M2) Department, dated 18-05-1998, G.O. Ms. No. 76, HM & FW (K2) Department, dt.28-03-2003 and amendments issued thereon from time to time.

7. The aforesaid Educational Society should also follow the following instructions scrupulously:

(i) The Institute should run regularly with the required infrastructure facilities, equipments, teaching staff, office rooms and clinical facilities, hostel facility, library books as per the statutes and regulations of Dr. N.T.R. University of Health Sciences, Vijayawada and as per the regulations of the Indian Nursing Council, New Delhi and should run in the best interest of students and it will be inspected by an inspecting officer appointed by Government or Dr. NTR University of Health Sciences or Indian Nursing Council, New Delhi.

(ii) The students hostel, wherever provided is adequately furnished with appropriate areas for their comfortable stay and provision is made for their indoor/outdoor games.

(iii) The procedure prescribed by Government or Dr. N.T.R. University of Health Sciences, for the selection, collection of fees, admission of students, rule of reservation, local, nonlocal areas and conducting examinations should be scrupulously followed.

(iv) The Institute should not have or open branches on the same place or elsewhere in the State or out side the State.

(v) The Institute should obtain the permission of the Indian Nursing Council, New Delhi to start the Nursing College. In case, the applicant fails to create infrastructure for the Nursing College as per INC norms, the fresh admissions will be stopped by the State Government.

8. The Essentiality Certificate granted in para (5) above is liable for cancellation whenever the Government or Dr. NTR University of Health Sciences, Vijayawada or Indian Nursing Council, New Delhi forms the opinion based on an inspection report that the aforementioned Educational Society is not running the college in the best interest of the students or commits any irregularity or violates any rule/regulation after giving 15 days notice to the Educational Society to show cause, against the proposed cancellation and pass appropriate orders after considering the explanation, if any, offered by the Society against the show cause notice.
