Guidelines for Selection of Coaches
The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that Coaches / Assistant Coaches are recruited / selected on regular / contract basis in Sports Authority of India (SAI) to meet its requirement within the sanctioned strength of the coaching cadre, as per provisions contained under recruitment Rules of SAI.
In a written reply in the Lok Sabha today Shri Sonowal said, several steps have been taken to infuse sports professionalism in coaching such as induction of Olympians and Olympic medalists on lateral entry basis as Assistant Coach and Coach respectively, upgradation of the coaching diploma curriculum, making professional, in-service training for coaches, using foreign coaches for upgradation of knowledge of Indian Coaches, greater use of sports science in training, etc.

Promotion of Sports among Women
The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that all Schemes of the Ministry and the Sports Authority of India are gender neutral, inclusive schemes and are equally applicable to women sportspersons. Incentive in the form of cash awards under the scheme of ‘Special Awards to Medal Winners in Sports Events and their Coaches’ is given to medal winners including women medal winners and their coaches including women coaches in international events for the sports disciplines included in Olympic Games, Asian Games, Commonwealth Games and chess.
In a written reply in the Lok Sabha today Shri Sonowal said, sports events, both national and international, are organized by the concerned National Sports Federations. Venue of sports events is decided by the concerned National Sports Federations.

Physical/Sports Educational Institutions
The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that there are three Government Institutions under Ministry of Youth Affairs and Sports which provide Physical and Sports education in the country namely:
(i) LakshmibaiNational Institute of Physical Education (LNIPE), Gwalior–Provides Physical Education through various courses i.e. B.P.Ed., M.P.Ed. and Diploma Courses.
(ii) NetajiSubhash National Institute of Sports (NSNIS), Patiala - provides courses in Sports Coaching.
(iii)Lakshmibai National College of Physical Education (LNCPE), Thiruvananthapuram – provides Bachelor and Master degree courses in Physical Education and Sports Sciences.
In a written reply in the Lok Sabha today Shri Sonowal said, apart from this, Diploma Courses in Sports Coaching are also provided at SAI’s Regional Centres at Bangalore, Kolkata and Thiruvananthapuram and six week certificate courses in sports coaching are provided at various SAI centres and sub centres. The number of students provided degree courses/training in aforementioned institutions during the last three years and the current year, are as under:

Shri Sonowal said, there are proposals for setting up of following institutes/university:-
(i) National Sports University in Manipur
(ii) Indian Institute of Sports Science and Research at New Delhi.
(iii) National Institute of Sports Coaching
However, these proposals are at conceptual stage and no time frame can be indicated at this stage, the Minister added.

National Young Leaders Programme
The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that a new Central Sector Scheme titled “National Young Leaders Programme(NYLP)” was introduced in December,2014 in pursuance of Budget announcement of Hon’ble Finance Minister in 2014-15 Budget Speech. The programme aims at developing leadership qualities among the youth to enable them to realize their full potential and in the process, to contribute to the nation-building process.
In a written reply in the Lok Sabha today Shri Sonowal said, the objective of the Scheme is to motivate the youth to strive for excellence in their respective fields and to bring them to the forefront of the development process. It seeks to harness the immense youth energy for national – building.
The National Young Leaders Programme has the following five components :
(i) Neighbourhood Youth Parliament (NYP): Neighbourhood Youth Parliament would provide a platform to the youth to articulate their views on various socio-economic development issues of concern to them. About 2.98 lakhs youth clubs under NYKS (Nehru Yuva Kendra Sangathan) shall start functioning as ‘neighbourhood youth parliament’. This will gradually be expanded to cover all villages. The Programme will help in developing leadership qualities among the youth and in actively involving them in the governance process. The will also be an important step in the direction of ‘good governance’.
ii) Youth for Development Programme (YFDP): The Programme aims at channelizing the immense youth energy towards the nation-building, by involving youth in Shramadaan (voluntary labour). The outcome of this Programme shall be that the young generation leads the Shramadaan with the entire community joining it. The Programme will help in developing the leadership qualities of the youth. In the process, it will also lead to conservation of environment and creation of assets for the nation.
iii) National Young Leaders Awards (NYLA): The youth are doing pioneering work in all the sectors. The Programme aims at motivating the youth to strive for excellence in their respective fields by recognizing and rewarding the outstanding work done by them. Such exceptionally talented youth could serve as role models and mentors for others.
iv) National Youth Advisory Council (NYAC): The Council is proposed to be set up to seek active involvement of the young leaders as well as other stakeholders in the decision-making process on the youth related issues. NYAC shall advise the Ministries/ Departments on youth related initiatives/ issues. The Council will give effective representation to young leaders from all States/ UTs.
v) National Youth Development Fund (NYDF): The Fund has been set up with the objective to mobilise funds from non-budgetary resources also for youth development. This will enable the Department to fill the gaps in the ongoing programmes as also take up innovative programmes for youth development to create young leaders.
The details of funds released and expenditure incurred since the inception of the scheme are given at Annexure-I.
The Minister said, Neighbourhood Youth Parliament: During the year 2014-15, 4640 Neighbourhood Youth Parliaments at Block level were organized in equal number of Blocks across the country. In each programme, about 80 youth from a Block participated. Similarly, during 2015-16, 4930 Neighbourhood Youth Parliaments at Block level were organized. Youth for Development Programme: During the year 2014-15 under this scheme, the component of IEC: Publicity and Media activities were carried out in 552 District NYKs.
