Sanction of certain Schemes under “Fisheries Development” - approval and guidelines

Fisheries Department - Sanction of certain Schemes under  “Fisheries Development” towards implementation of Chief Minister Assurances – Administrative approval and comprehensive operational guidelines – Orders - Issued.

ORDER:

          In the reference 4th read above the Commissioner of Fisheries, A.P., Hyderabad has stated that the following schemes are proposed to be implemented in connection with the assurances made by Hon’ble CM to the marine fishers of Kanduvanipeta village, Srikakulam Mandal and district:

·         Supply of 45 units of Motorised boats to marine fishermen. Govt assistance involved is Rs.90.00 lakhs.

·         Supply of fishing nets to 200 marine fishermen- Govt assistance involved is Rs.15.00 lakhs.

·         Assistance to 52 marine fisherwomen to engage in net mending, dry and wet fish business etc., Govt assistance involved is Rs.5.20 lakh

Total Government assistance for implementation for the above 3 schemes is Rs.110.20 lakhs.

2.      After detailed examination of the proposal, Government hereby accord administrative approval for implementing the above said schemes as a part of Fisheries Development Scheme and allocation made under the head of account 2405-00-800-11-25-310-312 and to incur the expenditure for this scheme from out of 1st quarter budget released in the G.O. 3rd read above.
3.      The operational guidelines for implementation of the above said schemes under “Fisheries Development”, is appended as Annexure to this order.
4.      The Commissioner of Fisheries, A.P., Hyderabad is requested to take necessary action in the matter, accordingly.
5.      This order issues with the concurrence of Finance (EBS.II) Dept., vide their UO No.11805/200/A2/EBS.II/15, dated 29.07.2015.

ANNEXURE

Operational guidelines:
1)           Supply of   Motorised  boats to marine fishermen
I.      Introduction:

·           In Andhra Pradesh there are about 1.47 lakh seagoing fishermen and 24,867 fishing vessels. Only 1/6th of the fishermen have their own fishing craft. Many cannot afford to have their own fishing crafts mainly due to their poverty. In order to help these poor fishers to have a fishing vessel of their own, the proposal is to supply motorised boats to them.
II. Objectives:     
·           To provide livelihood to poor fishermen by giving an opportunity to acquire their own motorised boats
·           To increase marine fish productivity
III. Unit Cost and Pattern of Assistance:
·           The unit cost is Rs. 4.00 lakhs. The subsidy will be 50%. The beneficiary contribution shall be by bank loan.  Applications can be made singly or by groups of up to 6 beneficiaries per boat.
IV. Eligibility Criteria:                                                                      
·           The beneficiary fisher(s) shall be a seagoing fishermen and whose fishing craft is registered under AP MRF Act.    
V. Mode of Implementation:
·  The DFO shall identify eligible Fishermen.
·  The identified beneficiary has to be approved by the District Collector.
·  The list as approved by the Collector shall be taken into account for according sanction and release of the  subsidy portion to the beneficiary bank account (duly linked up with Aadhar Number)  from which the payment to the suppliers of the boat  shall be effected  . 
·  Purchase of material may be through the district level purchase committee as approved by the District Collector. 
 2) Supply of fishing nets to marine fishermen
I.      Introduction:

·           In Andhra Pradesh there are about 1.47 lakh seagoing fishermen and 24,867 fishing vessels. Many need to replace their torn nets with new ones to enable them to have their uninterrupted fishing operations to eke out their livelihood. 
II. Objectives:     
·           To provide livelihood to poor fishermen to replace their torn nets with new ones to enable them to have their uninterrupted fishing operations to eke out their livelihood.
·           To increase marine fish productivity

III. Unit Cost and Pattern of Assistance:
·           The unit cost is Rs. 0.15 lakhs. The subsidy will be 50%. The beneficiary contribution shall be by bank loan or his own sources.   Applications can be made by individual fisherman. .
IV. Eligibility Criteria:                                                                      
·           The beneficiary fisher(s) shall be a seagoing fishermen and whose fishing craft is registered under AP MRF Act..   
V. Mode of Implementation:
·           The DFO shall identify eligible Fishermen.
·           The identified beneficiary has to be approved by the District Collector.

 3. Assistance to marine fisherwomen to engage in net mending,  dry and wet fish business etc.
I.     Introduction:

·           In Andhra Pradesh there are about 1.47 lakh seagoing fishermen whose female family members engages in net mending, dry and wet fish business etc., to supplement the income of the male sea going fishermen members to eke out their livelihood. They need working capital to purchase the raw material to do their business.
II. Objectives:     
·           To provide financial assistance to poor fisherwomen as revolving working capital to do their traditional dry and wet fish business and net making activities.
·           To facilitate to avoid borrowing working capital from middlemen who charges prohibitive interest rates on daily basis.
·           To enhance the income level of the fisherwomen. 
III. Unit Cost and Pattern of Assistance:
·           The financial assistance to each fisherwoman is Rs. 0.10 lakhs.
·              Applications can be made individual fisherwomen. .
IV. Eligibility Criteria:                                                                      
·           The beneficiary fisher(s) shall be a female family member of the seagoing fishermen whose fishing craft is registered under AP MRF Act..   
V. Mode of Implementation:
·           The DFO shall identify eligible Fisherwomen.
·           The identified beneficiary has to be approved by the District Collector.
·           The list as approved by the Collector shall be taken into account for according sanction and release of the financial assistance to the beneficiary bank account (duly linked up with Aadhar Number).
·           The activities taken up by the beneficiaries shall be monitored from time to time by the Fisheries Development Officer / AIF concerned.
