British Trade Minister calls on Dr Jitendra Singh
British Trade Minister, Lord Francis Maude, currently on a visit to India, called on Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh at his office here today and discussed wide range of issues of mutual interest between United Kingdom and India. 

Dr. Jitendra Singh told the visiting minister that United Kingdom, more than any other European and Western country, shared an exclusive relationship with India which was based on certain common legacies and common history. While many of the good practices of British Raj are still followed in India, he said, several British scholars, young administrators and medicos are now regularly visiting India to learn from our experience. In this context, he referred to a group of British and European scholars who visited the Department of Personnel & Training (DOPT) a few months ago and interacted with different officers in the ministry.

While DOPT is engaged in regular exchange programmes and mid-career training programmes in collaboration with United Kingdom, Dr Jitendra Singh said, he is glad to note that the Department of Space also recently hosted a group of young scientists from Britain and other European countries for an internship course at its Satellite Station in Bengaluru. In addition, he said, Indian Space Research Organization (ISRO) has also during recent times launched a number of UK made satellites from Sriharikota. Similarly, the Department of Atomic Energy is also collaborating with its counterpart agencies in UK and other countries, he added.

Dr Jitendra Singh referred to Prime Minister Shri Narendra Modi’s positive approach to reach out to other nations of the world which, he said, served as an inspiration and stimulus for all of us in the government to keep developing and innovating new areas of mutual cooperation. Of late, India has emerged as a potential market for profitable trade and investment by other countries as UK too can look forward to India as a major trade partner with stakes in commerce and finance, he added.

Lord Francis Maude who has a long experience in UK politics and is also a former Chairman of the Conservative Party, appreciated Dr. Jitendra Singh’s positive and diligent approach and said his meeting with the Minister today will certainly open new vistas for furthering relations between the two countries.

Two-day National Workshop on Citizen Centric Governance concludes
The two-day National Workshop on Citizen Centric Governance concluded, here today. The workshop was organized by the Department of Administrative Reforms, Pension and Grievances (DARPG) in which delegates from the States have participated and made presentations on their respective innovations in the simplification of Citizen Centric Governance in their respective States. The Additional Principal Secretary, PMO, Dr. P.K. Mishra attended the valedictory function as chief guest.

While addressing, Dr. Mishra said that innovations are not new in India and over the time bright and motivated officials have made innovations in Governance. Earlier, innovations used to be discontinued when the official involved is transferred or retired, but now due to technological advancement, they are continued, he added. Dr. Mishra said that the technology should be used in efficient and effective manner for implementing innovations in Governance.

Dr. Mishra further said that States should put efforts to make innovations in the field of crop insurance, distributing bank loans to farmers, monitoring old-age pensions, distributing scholarships to students etc.

Dr. Mishra appreciated DARPG for analyzing and disseminating 195 innovations between the States.

Earlier, the Secretary, DARPG, Shri Devendra Chaudhry gave a detailed presentation on the deliberations which took place in the two-day workshop and how the presentations of innovations made by different States motivated each other. He also appreciated the States for coming forward with innovative ideas in the Governance and assured DARPG is fully geared up for making the goal of ‘maximum governance, minimum government’ a reality.

The Additional Secretary, DARPG, Smt. Usha Sharma, Senior officials of DARPG and delegates from States have participated in the meeting.

National Workshop on Citizen Centric Governance
Secretary DoPT Shri Sanjay Kothari will inaugurate a one-day workshop on Citizen-Centric Governance organised tomorrow by the National Centre for Good Governance (NCGG), Department of Personnel and Training. 

NCGG is organising this workshop to usher in a regime of citizen centric governance through simplification of forms and processes in need-based services provided by various state governments and to share experiences with such initiatives in the states. Institute for Development and Communications, Chandigarh is partnering with NCGG for this workshop. The emerging need to bring about a fundamental change in such rules and the related procedures is the thrust of the workshop. 

During the workshop, the challenges and opportunities for pursuing this reform agenda through (i) amendments in rules/procedures and (ii) redesigning of performas; to incorporate the elements of efficiency, accountability and transparency shall be discussed. Through this workshop, NCGG aims to come up with insights for managing productivity-deficit in the existing governance system and inculcating trust and dignity into processes and procedures. 

The workshop has been designed to be held in two technical sessions. The first session shall focus on the visible disconnect between the government and the people. The second session shall focus on promoting entrepreneurship in India through enabling Ease of doing business. It shall deliberate on the procedures involved in getting various clearances - specifically, the session would be aimed at reducing the length and complexity of the form. Eminent resource persons are expected to present the key reform areas for improving the ease of doing business; as well as bring out standard issues with various Government processes guiding the efforts towards regulatory simplification.
During the valedictory session of the workshop, the Union Minister of Finance, Corporate Affairs; and Information and Broadcasting, Shri Arun Jaitley, will be the Chief Guest and Minister of State (Independent Charge), Department of Development of North Eastern Region; Prime Minister’s Office, Personnel, Public Grievances and Pensions; and Atomic Energy and Space Dr. Jitendra Singh, as Guest of Honour.
