O R D E R:

In the reference 1st read above the Director of Animal Husbandry, Telangana, Hyderabad has informed that, the President of Telangana Poultry Federation has

represented that, the Poultry sector in the State is facing unprecedented crisis due to abnormal increase in feed prices and steep fall in egg and broiler prices, virtually forcing

closure of poultry farms and thus depriving livelihood to large number of poultry farmers comprising are mostly small and marginal poultry farmers. The President, Telangana

Poultry Federation has informed that, Hon’ble C.M has given assurances / promised to consider the issues viz:

1) Agriculture Status to the poultry sector in the State of

Telangana,

2) Providing Electricity on Average Power Purchased Pooled Cost (APPPC)

to Poultry Sector in the State of Telangana etc. Therefore, the Director of Animal Husbandry, Telangana, Hyderabad has requested the Government to consider the request of Poultry farmers favorably and issue necessary orders for giving Agricultural Status to Poultry Sector in Telangana and provide Electricity on Average Power Purchased Pooled Cost.

2. Government have examined the matter in detail and after careful consideration of the proposal of the Director of Animal Husbandry, Telangana, Hyderabad, Government

hereby provide a subsidy of Rs. 2/- (Rupees Two only) per unit to Poultry sector in Telangana State with effect from 01.12.2014 with the following guidelines:

1) To extend the power subsidy of Rs. 2.00 for each unit of electricity consumed by Poultry Sector with effect from 1.12.2014.

2) The Poultry Power Subsidy Scheme covers the following activities:

a. All the Layer Farms

b. All the Broiler Farms

c. All the Hatcheries

d. All the Poultry Feed Mills

3) Mode of Payment:

i) The Telangana Poultry Federation shall submit the list of service connections of Poultry Farms, Hatcheries & Poultry Feed Mills to Animal Husbandry Department for verification.

ii) Designated officers of DISCOMS of Telangana & Animal Husbandry Department shall jointly inspect each service connection and certify the type of poultry activity and eligibility with reference to Power Subsidy Scheme.

iii) The Director of Animal Husbandry shall communicate the list of approved service connections eligible for Power Subsidy Scheme to respective DISCOMS.

iv) In respect of the eligible service connections, the DISCOMS shall raise invoice towards advance power subsidy @ Rs. 2.00 per unit and submit them to AH Department for payment.

v) The DISCOMS shall furnish the Utilisation Certificate for the advance received along with the details of subsidy adjusted for each service connection to AH Department for audit purpose.

4) It is also pertinent to mention that budgetary provisions are made in BE of both Animal Husbandry Department & Energy Department for implementation of the scheme during 2015-16.

5) It was agreed that the Secretary (Energy) will submit proposals to competent authority for meeting the expenditure of the scheme from the budget provided for

power subsidy to agriculture sector from 2016-17 onwards.

3. The Director of Animal Husbandry, Telangana, Hyderabad shall take further necessary action accordingly.

4. This order issues with the concurrence of Finance (EBS.II) Department vide their U.O.No. 10708/177/A2/2015, Finance (EBS.II) Dept., Dated.09.09.2015.
