DRDO Missile Complex in Hyderabad to be named after Dr Kalam 
The Defence Minister Shri Manohar Parrikar will rename the country’s prestigious Missile Complex in Hyderabad as “Dr APJ Abdul Kalam Missile Complex”. The landmark event will take place at Research Centre Imarat (RCI) tomorrow on the occasion of the 84th Birth Anniversary of Dr Kalam, the “Missile Man”. 


Dr Kalam had joined Missile Complex, DRDO in 1982 and was a part of it for nearly two decades. The Missile Complex comprises Advanced Systems Laboratory (ASL), Defence Research and Development Laboratory (DRDL) and Research Centre Imarat (RCI) which is considered to be the brain child of Dr Kalam. As founder Director, Dr Kalam conceived and steered RCI as a generator of critical missile technologies.

Shri Parrikar will also be inaugurating two advanced R&D facilities of RCI - Outdoor RCS Test Facility, “ORANGE”, at Dundigal and Kautilya Advanced Research Centre at RCI, Hyderabad. Dr G. Satheesh Reddy, SA to RM & Director, RCI along with other Distinguished Scientists, Lab Directors, Project Directors, senior officials & Staff of DRDO will be present during the event.

Raksha Mantri Inaugurates Air Force Commanders’ Conference – Oct 2015 
Air Force Commanders’ Conference (AFCC) – 2015 commenced at Air Headquarters (Vayu Bhawan), New Delhi on 13 Oct 15. Shri Manohar Parrikar, Hon’ble Raksha Mantri inaugurated the bi-annual conference.

Air Chief Marshal Arup Raha, Chief of the Air Staff (CAS) welcomed Shri Parrikar, Shri Rao Inderjit Singh, Hon’ble Raksha Rajya Mantri, Shri G Mohan Kumar, the Defence Secretary and Shri AK Gupta, Secretary Defence Production. He then introduced the Air Force Commanders to the Hon’ble RM.

CAS updated the RM on operational status of the IAF and also highlighted the efforts put in to enhance the serviceability of aircraft, especially the combat fleet. The Air Chief lauded the efforts put in by air-warriors in extending humanitarian assistance to Nepal following the devastating earthquake. Operation carried out by the IAF during Yemen evacuation also found praiseworthy mention during the Chief's address. The Air Chief also stated that after the successful landing of the Mirage-2000 fighter on the Delhi-Agra Expressway, the Air Force was looking to expand its range of operations from such surfaces in the near future. He maintained that high morale of the air warriors was an absolute essential for conduct of successful operations. It was therefore imperative that development of Human Resources & welfare of air warriors be given top priority.

The Hon’ble RM complimented the IAF for professional conduct during relief and rescue operations, especially after the Nepal earthquake and Yemen evacuation. He appreciated the efforts made by the IAF in assisting the Civil Aviation sector in meeting their operational requirements.

The aim of this bi-annual Conference is to discuss issues that impact on the operational capability of the IAF. Prominent issues that were discussed include induction plans for the LCA, helicopters and other combat systems being procured. Infrastructure creation and enhanced Training aspects were deliberated during the conference.

International Fleet Review 2016 
The Chief of the Naval Staff Admiral RK Dhowan today announced the Indian Navy’s plans to conduct an International Fleet Review (IFR) on the Eastern Seaboard at Visakhapatnam from 04 - 08 February 2016. At a specially convened press conference at New Delhi, the CNS said that over 50 navies from across the globe are expected to be represented at this event which would be reviewed by Shri Pranab Mukherjee, The President of India on 06 February 2016.

In the current geo-political scenario, seafarers of the world, represented by their navies have taken a leading role in bringing nations together by steadily increasing cooperation at sea. One of the important ways used by the navies to enhance cooperation and promote friendship amongst the seafaring community is through the conduct of the Fleet Review. The leading nations of the world use the opportunity provided by the Fleet Review to enhance mutual trust and confidence with their maritime neighbours by inviting their ships to participate in the Review. Called an International Fleet Review, this event then provides the host nation an occasion to display its own naval prowess and maritime capabilities whilst simultaneously generating goodwill amongst other maritime nations. The review also aims at assuring the country of the Indian Navy’s preparedness, high morale and discipline.

On this occasion, Admiral RK Dhowan said that “During the International Fleet Review, the navies of the world will come together at Visakhapatnam to strengthen bridges of friendship. We may be separated by geography, but we are certainly united through oceans. The visiting navies will also have the opportunity to display their professional skills as they sail together for exercises to increase mutual cooperation and interoperability, with the underlying theme of keeping the global commons safe and secure in the 21stcentury.”  

The specially designed signature elements for the event comprising the logo, the chosen mascot – the Dolphin, the adopted theme as United through Oceans and the theme song composed for the event were also released. The websitewww.ifr16.indiannavy.gov.in and the mobile app IFR-16 Indian Navy which will serve as the single window interface for interaction with the public and the participants was also launched.

The IFR logo represents the initial letters of the International Fleet Review, namely I, F and R and are coordinated in a fashion to indicate the three dimensions of the Navy, viz. Ship, Submarine and Aircraft. The inner circle has the colours of the Indian Tricolour. The outer circle has the event, the year and its venue.

Visit of INS Sahyadri at Sagami Bay, Japan 
            In pursuance of India’s ‘Act East’ policy, Indian Naval Ship Sahyadri, currently on operational deployment to North West Pacific region and South China Sea, entered today at Sagami Bay, Japan. The ship will participate in the International Fleet Review organised by the Japanese Maritime Self Defense Force (JMSDF). It will also undertake professional interactions in harbour as well as exercises at sea with the JMSDF.

            India and Japan have historic cultural links, dating back to the 9th Century A.D. These have led to a natural affinity between the Indian and Japanese people. In August 2000, both countries established a ‘Global Partnership in the 21stCentury’ and held the first ‘Comprehensive Security Dialogue’ in 2001. India and Japan instituted the Defence Policy Dialogue in 2007 and the Maritime Affairs Dialogue in 2013. As part of their growing maritime interaction, India and Japan have commenced the JIMEX series of bilateral maritime exercises, in 2012 off Yokosuka and in 2013 off Chennai. The JMSDF is also likely to participate in the International Fleet Review 2016, scheduled to be held in February 2016, off the East Coast of India.

            The visit of INS Sahyadri is aimed at strengthening bilateral ties and enhancing inter-operability between navies of the two countries. IN ships had last visited Sasebo, Japan in July 2014. INS Sahyadri is an indigenously built warship of the Shivalik Class. Inducted into the Indian Navy on 21 July 12, the multi-role stealth frigate, boasts of an impressive array of weaponry in her arsenal. Long range anti-ship missiles, medium and short range surface to air missiles augmented by powerful guns of different calibres provide a formidable shield against all types of surface and air threats. The capability to carry two integral multi-role helicopters significantly enhances the potency of this ship. INS Sahyadri, is presently being commanded by Captain Kunal Singh Rajkumar.

            During her stay in harbour, the ship will participate in the International Fleet Review being conducted by JMSDF. In addition, various activities aimed at enhancing cooperation between the two navies are planned. These include official calls on local naval and civilian dignitaries, reception on board INS Sahyadri, visits to the ship by the local populace, guided tours for Indian Naval personnel and professional interaction between personnel of both the navies.

            The ship had earlier visited Da Nang, Vietnam on the way to Sagami Bay, Japan. On departure from Japan, the ship will visit ports in the Republic of Korea and the Philippines.

Press Brief - Admiral Rh Tahiliani (Retd) passes away 
Former Chief of the Naval Staff Admiral Radhakrishna Hariram Tahiliani (Retd) passed away today 14 Oct 15, in New Delhi. Born on 12 May 1930, the Admiral was commissioned in the Navy on 01 Sep 50 and served as the 11th Chief of Naval Staff from 01 Dec 84 till 30 Nov 87. A distinguished graduate of the French Test Pilot School and an outstanding pilot, he was the first to land on the deck of INS Vikrant on a Hawker Sea Hawk Fighter on 18 May 61, ushering carrier based aviation into the Indian Navy. The Admiral had commanded the carrier borne squadron INAS 300 during the Indo – Pak war in 1971. His distinguished career included command of INS Trishul and the Aircraft Carrier INS Vikrant. The “Greyest of the Grey Eagles” is an apt expression to sum up Admiral Tahiliani’s seminal and vast experience as a stupendous naval aviator. His exemplary vision, catapulted the Naval Air Arm to where it is today. He was instrumental in the procurement of the second aircraft carrier INS Viraat along with its fighter complement of Sea Harrier aircraft.

In Dec 77, he was promoted to the rank of Rear Admiral and appointed as the Flag Officer, Goa Area (FOGA). Later, he was appointed the Flag Officer Commanding, Western Fleet (FOCWF). His next appointment was as Assistant Chief of the Naval Staff (Air) at Naval Headquarters (NHQ) which was followed by appointment as the Deputy Chief of Naval Staff. In Feb 82, he was appointed as the Flag Officer Commanding-in-Chief (FOC-IN-C), Southern Naval Command. In Mar 83, he was appointed the Flag Officer Commanding-in-Chief, Western Naval Command and subsequently as the Vice Chief of the Naval Staff in May 84.

Admiral Tahiliani retired from the Indian Navy on 30 Nov 87 after a highly distinguished career spanning 37 years. He was awarded the Ati Vishisht Seva Medal and the Param Vishisht Seva Medal for his distinguished service.

Post retirement Admiral Tahiliani served as the Governor of Sikkim between Feb 90 and Sep 94. He also helped launch the India chapter of ‘Transparency International’ as a founder member in 1997. He has served as the chairman of the India chapter from its founding until 2010. He was also the chairperson of ‘Balvantray Mehta Vidya Bhawan Anguridevi Shersingh’, a senior secondary school in New Delhi. Admiral Tahiliani was married to Jaswanti Tahiliani. His wife was equally distinguished as the first lady engineer in Mumbai. He is also the proud father of noted Indian fashion designer, Tarun Tahiliani.
