Mid-Career Training Programme should include Field Visits to Villages: Secretary, DOPT 
The Secretary, Department of Personnel & Training (DoPT), Shri Sanjay Kothari has said that "going back to their roots" for officers, Mid-Career Training Programme (MCTP) should invariably include Field Visits to Villages / attachment with NGOs at their project sites. He was addressing the concluding cession of the Conference of Heads of Administrative Training Institutes (ATIs), Central Training Institutes (CTIs) and Cadre Controlling Authorities (CCAs) and a workshop for Training Managers of Central Ministries/Departments, here today. 


Shri Sanjay Kothari said that behavioral skills including module on ethics in training programmes should be incorporated. He observed that the prevailing training capacities are inadequate to train all Class 2 & 3 employees in the government.

The Secretary, DoPT said that the Ministry is devising a Management Information System that will include a pool of National Trainers and Institutes. He also said that MCTP should include foreign visit, but officers will have to submit Project Report that will form part of their APARs.

The following is the list, in order of merit of 331candidates, who have qualified on the basis of the results of the Written Examination held by the Union Public Service Commission on 19th April, 2015 and the subsequent  Interviews held by the Services Selection Board, of the Ministry of Defence for admission to the Army, Navy and Air Force wings of National Defence Academy for the 135th Course and Naval Academy for the 97th Indian Naval Academy Course (INAC) commencing from 2nd January 2016. The results of Medical Examination have not been taken into account in preparing these lists.

The candidature of all the candidates is provisional, subject to their submitting the requisite certificates in support of date of birth and educational qualifications etc. claimed by them directly to the Additional Directorate General of Recruiting, Adjutant General’s Branch, Integrated Headquarters, Ministry of Defence (Army), West Block No.III, Wing–I, R.K Puram, NEW Delhi -110066 wherever this has not already been done and NOT to UPSC.

In case, there is any change of address, the candidates are advised to promptly intimate directly to the Army Headquarter at the address given above.

The result is also available on the UPSC website at http://www.upsc.gov.in. However, marks of the candidates will be available on the website after 15 days from the date of declaration of final results.

Shri Sanjay Kothari inaugurates Conference of Training Managers

Connect with rural India: Shri Sanjay Kothari to Civil Servants 
Secretary, Department of Personnel & Training (DoPT) Shri Sanjay Kothari has called on the civil servants for making a connect with the rural India. Shri Kothari stressed on a Citizen Centric training module for the various levels of Government employees to make them responsive to the needs of the millions of the poor and needy people. Shri Kothari said this in his address at the inauguration of the Conference of Heads of Administrative Training Institutes (ATIs), Central Training Institutes (CTIs) and Cadre Controlling Authorities (CCAs) and a workshop for Training Managers of Central Ministries/Departments here today.

Noting that unless the mindset of the civil servants changes from the colonial era, Shri Kothari said that the second round of administrative reforms will not be possible. Pointing out that the major problem in the government is that the officers are quite away from the realities, Shri Kothari said the DoPT is trying to frame new induction and refresher training capsules in association with the United Nations Development Programme (UNDP) and a lot of new initiatives are in the pipeline.

In her address, Ms. Marina Walter, Deputy Country Director, UNDP said training is motivational and very important as we all need to be continued to learn.

The one-day Conference and Workshop aims to wrap the various initiatives together for focused approach in capacity building efforts at DoPT as laid out in the National Training Policy (NTP), 2012.

The NTP-2012 articulated a new vision for capacity building initiatives for civil servants in India. On the relevance of Human Capital in the context of Government of a democracy, the NTP-2012 suggests the DoPT to adopt a strategic view to Human Resource management of Civil Service.

During 2014-15, with a view to take the work on implementation of NTP further and to make the training cell of each Ministry/Department/Cadre Controlling Authority functional, the DoPT has taken up capacity building support to all Training Managers in each Ministry/Department/Cadre Controlling Authority. The purpose of this work is to develop generic and domain specific competencies in officers to promote citizen centric attitude for better public service delivery.

The 3 major initiatives launched by DoPT during the year are:-

• Induction Training Program for newly recruited Group B (non-gazetted) and Group C, frontline state government functionaries involved in 103 districts of 21 states

• Development of modules and National Pool of Trainers on two thematic areas of Leadership Skills and Ethics,

• Development of functional manual for guiding Training managers in implementation of National Training Policy and provide handholding support till training cell becomes functionally operational in each Ministry and Department.
