Operable Mines 
          According to information received from State Government of Jharkhand, total number of Non-Coal operable Mines for Major Mineral in the State are 176.
           Under the provision of the Mines and Minerals (Development and Regulation) Act, 1957, State Governments are the competent authorities to grant mining leases. Applications for grant of mining leases are received by and processed by the State Governments in terms of this Act and the Rules made thereunder. Hence, information in respect to mining lease applications is not centrally maintained. As per the provisions that were in force prior to 12th January, 2015, the date of amendment of Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act), the State Governments were required to seek prior approval of the Central Government under Section 5(1) of the MMDR Act before grant of lease by the State Government only in respect of minerals listed in the First Schedule to the Act. Since 2005 till the amendment of the Act, 1374 applications were forwarded by the State Governments to the Central Government. Out of these, prior approval was granted in respect of 595 cases. The remaining applications were rejected due to non-compliance with the various provisions of the MMDR Act, 1957 and Rules framed thereunder. The State-wise details are at annexure-I.

          State Government of Jharkhand has reported that 36 mining leases have been granted by the State since 2005. The details of grant of mining leases by other mineral rich States as reported by them to Indian Bureau of Mines are at annexure-II.

Production of Iron Ore 
The activities related to the exploration and production of minerals, including iron ore, are regulated as per the provisions of Mines and Minerals (Development and Regulation) Act, 1957 and the rules framed there under. Further, before commencing of mining operations, it is mandatory to obtain statutory clearances like Environmental Clearance and Forest Clearance, as stipulated in the Environment (Protection) Act, 1986 and Forest (Conservation) Act, 1980 respectively, and other statutory clearances.

Export of iron ore is regulated by the Export-Import policy which presently provides that export of iron ore upto 64% Fe grades is free and export of iron ore higher than 64% Fe grade is canalized through MMTC.

Auction of Mines 
       The States will themselves conduct the auction of minerals as per the provisions of MMDR Act, 1957, and Rules framed there under.
       The State Governments have given information in regard to the blocks to be auctioned by them in various meetings and interactions with them. The latest information about the minerals blocks identified to be put up for auction by the respective States is given at annexure.

Illegal Mining 
            State Governments are empowered, under Section 23C of the Mines and Minerals (Development and Regulation) Act, 1957 (MMDR Act, 1957) to make rules for prevention of illegal mining, transportation and storage of minerals; and, therefore, matters relating to illegal mining come under the legislative and administrative jurisdiction of State Governments.

However, based on the quarterly returns on illegal mining submitted by various State Governments to Indian Bureau of Mines (IBM) (a subordinate office under the Ministry of Mines), state-wise details of instances of illegal mining reported in various parts of the country for last three years along with the details of action taken by the State Governments thereon including details of realization of fines is given in ANNEXURE. 

            However, IBM has procured thirteen satellite imageries from National Remote Sensing Centre, Indian Space Research Organization (ISRO), Hyderabad at a cost of Rs.1,08,000/- for identification of mining excavations towards formulation of mineral development plans pertaining to Adityana & Bhakharala villages in Porbandar district of Gujarat.

            Matters relating to illegal mining come under the legislative and administrative jurisdiction of State Governments.

However, State Governments send quarterly returns on illegal mining to IBM giving details of instances of illegal mining reported in various parts of the country for last three years along with the details of action taken by the State Governments thereon including details of realization of fines. 

            The Ministry of Mines has constituted a ‘Central Coordination-cum-Empowered Committee (CCEC)’ under the Chairmanship of Secretary (Mines) with members which include the Central Ministries/Departments of Environment and Forests & Climate Change, Home Affairs, Steel, Civil Aviation, Railways, Shipping, Revenue, Fertilizers, Atomic Energy; twelve important mineral producing States of Andhra Pradesh, Chhattisgarh, Goa, Gujarat, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Rajasthan, Tamil Nadu, Telangana; and the Indian Bureau of Mines, and Geological Survey of India (subordinate offices of the Ministry of Mines).

The CCEC holds quarterly meetings to consider and review all mining related issues, including matters relating to illegal mining and the steps being taken by the State Governments in detecting and preventing illegal mining.

With regards to refined copper, import is not more than export.
            Indian Primary Copper Producers Association has informed the Ministry that there is surge in import of refined copper from ASEAN and Japan under the Fee Trade Agreements (FTA).  The Association has therefore requested that the import duty on finished copper be enhanced.  The Ministry has examined the matter, and as of now, there is not enough ground for intervention.  However, the Ministry is keeping a close watch on the matter.

Closed Diamond Mines 
            There are no closed and abandoned diamond mines. Panna Diamond mine is only diamond producing mines in the country which is under operation.

            Geological Survey of India (GSI), an attached office of Ministry of Mines, has been conducting exploration of Kimberlite Clan Rocks (KCR) which is the source of diamond. 

            State-wise and year-wise details of investigation programme taken up by GSI for KCR during the XII Plan period and thedetails of programmes taken up during Current Field Season 2015-16 are given in Annexure-I and Annexure-II respectively.
