Award of Innovation Trophy to Indian Naval Personnel by Hon’ble Prime Minister on Navy Day 2015 

            In pursuance of the Government of India’s guidance to promote and facilitate innovations by youth of the nation, the Indian Navy has taken a lead by instituting a new series of ‘Innovation Trophy’ for both Uniformed and Defence Civilian personnel, of Afloat and Ashore units.

The newly instituted awards for Winner and Runner-Up in each category (total 04 only) were given away by the Hon’ble Prime Minister of India Shri Narendra Modi this evening (04 Dec 15) during the Navy Day Reception at Navy House, New Delhi. Prior to the presentation of awards, some of the salient innovations and indigenisation initiatives were demonstrated. The event was witnessed by all dignitaries including foreign diplomats invited for the Navy Day Reception through live video feed on multiple large screen displays.

This initiative has led to enthusiastic competition amongst a wide cross-section of young Officers, Sailors and Defence Civilians of various trades and specialisations. Units of all Commands, including Andaman and Nicobar Command, had participated in the competition. A total of 135 entries highlighting significant innovations in operations and maintenance domains, were received as nominations after short-listing by respective Commands. The process of selection of Winner and Runner-Up in each category was undertaken by a Selection Committee comprising of domain experts, as per a pre-decided assessment matrix.

            To facilitate showcasing of the salient Innovations and Indigenisation initiatives, a unique ‘Innovation and Indigenisation Pavilion’ over an approx area of 3000 Sqft was set up at the venue. Salient highlights of demonstrations showcased in the Pavilion are as follows:-
(a)                Live demonstration of technological innovations and indigenisation initiatives in Combat Technologies in a set-up that mimics the Operations Room of a warship at sea.
(b)                Live demonstration of innovative use of Naval Satellite ‘Rukmani’ to provide Telemedicine solution for patients onboard ships at sea and medical specialists at Naval Hospitals ashore.
(c)                Indigenous ship and submarine design capabilities.
(d)               Demonstration of award winning innovations.
(e)                Demonstration of Green Initiatives by the Indian Navy.


This initiative by IN to institute Innovation Trophy and showcasing of initiatives to the Hon’ble Prime Minister and other dignitaries during Navy Day Reception has spurred further enthusiasm amongst young personnel to find innovative solutions to day-to-day challenges posed due to technology denial, obsolescence, resource constraints etc. The end objective is to effectively use the power of innovative problem solving as a force multiplier and redouble the momentum towards ‘Self Reliance through Indigenisation and Innovation’.

COAS Visits Chennai to Review Rescue Efforts 
The COAS, Gen Dalbir Singh, flew to Chennai to review the situation and oversee rescue efforts of the Army. During his visit, the COAS along with GOC, Dakshin Bharat Area, carried out aerial recce of the areas worst affected by floods in order to strategise additional measures & efforts required for ongoing rescue & relief efforts.

The COAS also complimented the formations & troops involved in the rescue efforts which have resulted in more than 5500 affected people reach safety due to Army’s efforts.

Presently more than 50 teams (including BAUT based Rescue & Relief Teams, Engineer Teams & Medical Teams) are operating in Tambaram, Urapakkam, Mannivakkam, Mudichur, Defence Colony, T Nagar, Kothurpuram, Kasi Theatre & Perungudi which are the more affected areas presently. Army has also built up infrastructure to deploy Primary Health Centers along with dispensaries to deal with anticipated flood related medical problems.

The COAS has assured that the troops will continue the rescue efforts till it is required by the Civil Administration. He also said, more troops, Engineer Equipment and Medical Teams will be made available as required.

Indian Air Force Continues Relief and Rescue Operations in Rain Ravaged Areas of Tamil Nadu and Andhra Pradesh 
In continuation of rescue & relief operations being undertaken in flood hit Tamil Nadu and Andhra Pradesh , the Indian Air Force has airlifted 17 teams of National Disaster Relief Force (NDRF) teams from Delhi, Bhubaneswar and Bathinda. 02 Columns of Indian Army and evacuated 309 stranded people.

The helicopters have winched 22 people and rescued 267 passengers. A total load of 7.5 tonnes has been airlifted by the helicopters.

Artillery Guns 
During the last three years and the current year, Indents have been placed for 105 mm light field guns and Electronically upgraded 155mm guns on Ordnance Factory Board.

The Government has accorded approval for acquiring new artillery guns through five procurement cases.

INS Viraat 
INS Viraat is planned to be decommissioned after it participates in the International Fleet Review 2016.

Government has received a letter from Shri Nalin Kumar Kateel, Hon’ble MP Dakshin Kannada for setting up an Aircraft Carrier Museum on INS Viraat, at Mangaluru. Some other coastal states have also shown their interest. Accordingly, all the coastal State Governments including State Government of Karnataka have been requested to convey their firm commitment in view of large financial support required for this project.

Light Utility Helicopters 
The Inter-Governmental Agreement (IGA) for development and production of Fifth Generation Fighter Aircraft (FGFA) was signed between India and Russia in October, 2007. The Preliminary design phase was completed in June 2013 against the planned date of August 2012.

In its meeting in May 2015, the Defence Acquisition Council (DAC) has accorded Acceptance of Necessity (AoN) for procurement and co-production in India of the Russian Ka-226T Helicopters for Indian Army and Air Force. There has been a delay in execution of some defence projects. The delay is due to non-completion of Design & Development activities and delay in supply of upgrade kits amongst other things.

Raksha Mantri had visited Russia from October 30, 2015 to November 02, 2015 for participating in the 15th India-Russia Inter Governmental Commission on Military and Technical Cooperation (IRIGC-MTC). During the visit, both sides discussed a range of issues of mutual interest concerning bilateral military technical cooperation and regional and global security issues. Both sides also discussed the measures for resolving issues in implementation of on-going projects under Military Technical Cooperation.

Establishment of Defence Projects 
Bharat Electronics Limited (BEL) intends to set up a state-of-the-art Missile Systems Integration Complex in Andhra Pradesh (AP). Defence Minister Shri Manohar Parrikar laid the foundation stone for the 900 acres complex at Palasamudram in Anantapur district on 30th September, 2015 in the presence of Hon’ble Chief Minister of Andhra Pradesh Shri Chandrababu Naidu, Hon’ble Union Minister for Urban Development Shri Venkaiah Naidu and other dignitaries.

This new Missile Systems Integration Complex will further strengthen the Defence capabilities in the country and enable manufacturing, integration and testing of Surface-to-Air Missile Systems.

BEL has taken various initiatives to enhance procurement from MSMEs (Micro Small and Medium Enterprises) toward achieving the goals of ‘Make in India’ policy. BEL’s unit at Machilipatnam, Krishna District, Andhra Pradesh has been sourcing items required for the manufacture of Electro-optic products from MSMEs of Andhra Pradesh State. Further, some of the components, sub-systems, mechanical parts required for setting up of the Missile Integration Complex at Palasamudram, Anantapur. BEL will be sourced from private vendors / SMEs of Andhra Pradesh. BEL has also identified some MSMEs in the State as technology partners for collaborative Research & Development based on their capabilities and BEL’s requirements in future.

Multi-Role Helicopters 
Capital procurement requirements of the defence forces are reflected in the 15 year Long Term Integrated Perspective Plan (LTIPP). The procurement process is based on LTIPP (2012-27), five year Services Capital Acquisition Plan (SCAP) (2012-17) and Annual Acquisition Plan (AAP) (2014-16).

Sometimes mismatch between requirement and availability of helicopters with the Navy occurs, which is continuously addressed by the ongoing procurement process.

At present, Advance Light Helicopters (ALH) for the defence forces are being indigenously manufactured by M/s HAL.

One Rank One Pension 
Government order on One Rank One Pension (OROP) has been issued on 07.11.2015.

Salient features of the OROP are as follows:

• Pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 01.07.2014.

• Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retired in 2013 in the same rank and with the same length of service.

• Pension for those drawing above the average shall be protected.

• Arrears will be paid in four equal half yearly instalments. However, all the family pensioners including those in receipt of Special / Liberalized family pension and Gallantry award winners shall be paid arrears in one instalment.

• In future, the pension would be re-fixed every 5 years.

Certain ex-servicemen associations have been demanding for changes in methodology for fixation of pension, periodicity of its revision, coverage of future PMR cases etc. The Government has decided to appoint a Judicial Committee to look into anomalies, if any, arising out of implementation of OROP.

Personnel who opt to get discharged henceforth on their own request under Rule 13(3) 1(i)(b), 13(3)1(iv) or Rule 16B of the Army Rule 1954 or equivalent Navy or Air Force Rules will not be entitled to the benefits of OROP. It will be effective prospectively and in future, the pension would be re-fixed every 5 years.

Smart Cantonments 
Government has not formulated any specific scheme for converting the existing Cantonments into smart cantonments on the line of smart cities. However, the feasibility of converting some existing Cantonments into Smart Cantonments is under consideration, based on the objectives of the Smart Cities mission.

Defence Acquisitions 
During the last three years and the current year, 62, 79 and 41 contracts have been signed with Indian and foreign vendors for Indian Navy, Indian Army and Indian Air Force respectively, for Capital procurement of Defence equipment including Ships, Missiles, Rockets, Simulators, Tanks, Guns, Aircrafts, Helicopters and Radars.

Capital procurement of defence equipment is a continuous process undertaken as per Defence Procurement Procedure (DPP). Capital procurement proposals flow from the planning process. The Long Term Integrated Perspective Plan (LTIPP) covers a period of 15 years. Currently the LTIPP 2012-27 is in vogue wherein the requirements specific to Army, Navy and Air Force include Guns, rockets, Missile Systems, Non-Lethal Weapons, Flight Control System, UAVs, Amphibious Aircraft, Air-Launched Weapon and Submarines. The LTIPP is translated into specific assets to be acquired, in the form of Services Capital Acquisition Plan (SCAP), covering a five year period. The Annual Acquisition Plan (AAP) of each service is a two year roll on plan for capital acquisition and consists of the schemes from approved five year SCAP.

Bilateral Maritime Exercises 
The first edition of the biennial bilateral maritime exercise between Australia and India – AUSINDEX 15 – was hosted by Indian Navy and held this year from 11-19 September off Visakhapatnam.

The exercise conducted in two phases – Harbour Phase and the Sea Phase. The Harbour Phase included formal opening ceremony, media interactions, professional interactions, etc. The Sea Phase included various operational exercises. During the debrief of the exercise, it emerged that all stated objectives were met.
