GATE Scholarship 
The Scholarship granted for the post graduate students admitted through the Graduate Aptitude Test in Engineering (GATE) has been revised from Rs. 8,000/- per month to Rs. 12,400/- per month with effect from 01.12.2014. 


For the year 2015-16 an amount of Rs. 151.56 Crores has been distributed upto 24.11.2015. There is a demand for another 388 Crores during the year 2015-16 including arrears on account of enhancement of PG Scholarship. The amount will be distributed as and when due, subject to availability of funds.

Higher Education Institutes in Global Ranking 
Eight Higher Educational institutions from India have been listed in the top 500 universities in the World by the QS rankings in 2015. Two institutions viz Indian Institute of science (IISc), Bangalore and Indian Institute of technology (IITs), Delhi have been placed on 147 and 179 respectively in the QS World University Rankings for 2015-16. These rankings are steadily improving year to year as per the details given as below:

Many of the top institutions like Indian Institute of Science and Indian Institutes of Technology have been producing high quality research comparable to the best institutions in the world.
However, since many of these ranking systems attach considerable importance to perception, despite faring well in the research, many institutions from India have not secured the ranks as per their performance. While working on their strengths, the Indian higher education institutions would need to work on improving their perception index if they have to better their global rankings.
For a more objective assessment based on performance, Government has brought out the National Institutional Ranking Framework (NIRF) for Higher Education Institutions.
Under this, each institution is evaluated on 5 broad parameters namely – 1) Teaching / Learning resources, 2) Research 3) Graduation Outcomes, 4) Outreach / Inclusive nature and 5) The public perception.

Union Minister of Human Resource Development, Smt. Smriti Irani Launches “The Global Initiative of Academic Networks” (GIAN) 
“The Global Initiative of Academic Networks” (GIAN) programme was formally launched by the Union Minister for Human Resource Development, Smt. Smriti Zubin Irani today, at the IIT Gandhi Nagar. While speaking at Launch of GIAN, HRD Minister said that this initiative, GIAN brings into practice the belief of 'Vasudhaiv Kutumbakam'. Inspired by the vision of the Prime Minister and responding to his wish to ensure early implementation to facilitate the needs of institutions, faculty and students to embrace new knowledge frontiers. The fact that this vision of the Prime Minister has translated into action within a time span of just one year is a reflection of the team work between the Ministry of Human Resource Development and the institutions of higher learning. She said, “While our Hon Prime Minister Shri Narendra Modi has given the clarion call of Make In India, GIAN is our effort to tell the world "Come, Teach In India".

The Global Initiative of Academic Networks (GIAN) is a new and catalytic programme of the Ministry of Human Resource Development, one with potentially far reaching impact. It is intended to enlarge and deepen the interface of India’s institutions of higher learning and globally recognised institutions of academic eminence. Over the next year or so, faculty from highly rated institutions abroad will visit India, interact and partner with their counterparts and with students, and deliver specialised courses.

The two courses - one at IIT Gandhinagar and the other at IIT Kharagpur – launched today would be the first in setting the trend and tenor of the programme, two eminent academicians began their courses - 3D Digitization for Cultural Heritage, delivered by Professor Marco Callieri, Visual Computing Lab, ISTI-CNR, Italy at the IIT Gandhi Nagar, and another course at IIT Kharagpur by Professor Nico Verdonschot, faculty of the Radboud University Medical Center Nijmege, University of Twente, Netherlands on Orthopaedic Biomechanics: Implants and Biomaterials.

In the weeks and months to come, the academic interface will enlarge, and increasingly enable international academic collaboration. Most importantly, the GIAN programme offers a basis and a platform for a long-term cooperation.

From abroad, faculty from 38 countries are presently scheduled to deliver courses, including 46 academics from the USA, 9 from the UK, 6 each from Germany and Australia, and 2 from Israel. The list of countries includes Russia, Japan, Singapore, Sweden, Switzerland, Portrugal, Netherlands, Malaysia and South Korea. This remarkable array of academicians will span 13 disciplines and 352 courses to be taught in 68 national institutions.

The courses vary in duration from 1 week to 3 weeks depending on the subject and are free for students from the host institution, at nominal charges for others and webcast live as well. Webcasting will allow students across the country to benefit, in real time, providing access to high quality educational content. To encourage and make possible continued access to course content and delivery, it would be placed on the website of the concerned institution.

These lectures would be made available later to the students across the country through the SWAYAM, the MOOCs platform and the National Digital Library. A web portal (gian.iitkgp.ac.in) has been designed by IIT Kharagpur to allow electronic registration and online assessment.

The Minister for Education, Government of Gujarat Sri Bhupendrasinh Chudasama was present on the occasion, along with a large number of stakeholders of the education sector, including specialists, teachers and students.

Transport Service in Schools 
Sarva Shiksha Abhiyan (SSA) aims to universalize access to elementary education. Under SSA, transport facilities are provided to children enrolled in Government and Government aided schools in remote habitations with sparse populations or in urban areas where availability of land to set up a new school is a problem or to children belonging to extremely deprived groups or to children with special needs (CWSN), who may not find access to schools. During 2013-14, 2014-15 and 2015-16; Rs. 3834.22 lakhs, Rs.2523.585 lakhs and Rs. 4804.62 lakh respectively have been allocated under SSA for transport facilities.

The Ministry of Human Resource Development has issued guidelines dated 9th October, 2014 on safety and security of children to the States/UTs. Central Board of Secondary Education has also issued guidelines dated 8th August, 2012 regarding transport precautions to be observed by schools. These guidelines have been disseminated to various directorates, organizations and institutions including Kendriya Vidyalaya Sangathan and Navodaya Vidyalaya Samiti for compliance.

The SSA programme is being implemented in coordination and consultation with the States/UTs and the approved interventions under SSA are implemented by State Implementing Societies registered in States/UTs. A majority of schools come under the purview of the State governments/UTs and it is for them to have an effective mechanism. No such centralized data on accidents during transportation is maintained by this Ministry.

Courses for Armed Forces 
As per the information furnished by IGNOU, a MoU was signed between IGNOU and Indian Army on 4th September, 2009 for ‘Gyandeep Scheme’ with the objective of conferring educational certification on soldiers of the Indian Army, within the parameters laid down by IGNOU, for Community Colleges, recognizing the ‘In Service’ training done by them. This would be within the broad framework set out by the University, through registration of Regimental Training Centres/Human Resource Development centres of the Indian Army and Army Schools of Instruction which would be hereinafter known as “Army-IGNOU Community College” or “Community Colleges.” Further, as per the provisions of the aforesaid MoU, the students after acquiring skills/knowledge worth 64 credits from the Army-IGNOU Community Colleges, have the option of vertical mobility into 3rd year of B.A./B.Com./B.Sc. of IGNOU.

As per the information furnished by IGNOU, to honor the MoU, so far the University has issued 3,73,047 Degrees/Grade Cards/Provisional Certificates based on the results provided by the Indian Army and also permitted vertical mobility of Gyandeep Associate Degree (Advance Diploma) holders into 3rd year of B.A./B.Com./B.Sc (Hons. In Applied Science) form July 2015 Session as per the decision of the 64th Academic Council meeting held on 10th July, 2015.

Admission of SC/ST Students in Colleges 
Enrolment in higher education after intermediate examination by a student depends on various factors. Students belonging to Scheduled Castes/Scheduled Tribes category can especially get admission in Colleges & University as per the reservation policy laid down by the Central Government or the State Government, as applicable. The Central Government is constantly engaged with the issue of ensuring access to higher education by various sections of the society and various schemes, programmes and regulatory interventions are designed with this being one of the objectives.

The University Grants Commission (UGC) has informed that intake in Colleges can be increased with prior permission of the affiliating University. Universities are required to maintain minimum standards of education while approving such proposals or increasing the number of seats in their own programmes.

Improvement of Quality of Higher Education 
Improvement of quality of higher education is an on-going process and the Central Government has been making constant efforts towards this.

Several initiatives have been launched for improving the quality of higher education in the country. These include the Global Initiative for Academic Networks’ (GIAN) to support international faculty assignment in Indian higher educational institutions; Pandit Madan Mohan Malaviya National Mission on Teachers and Training (PMMMNMTT) to address issues related to training of teachers; the National Institutional Ranking Framework (NIRF) which outlines a methodology to rank institutions across the country.

The University Grants Commission (UGC) has formulated Guidelines on Adoption of Choice Based Credit System on 12th November, 2014. It has also laid down several regulations for setting minimum standards of higher education in the country. The UGC is implementing schemes for providing quality skill development through higher education namely; Community Colleges, B.Voc Degree Programme and Pandit Deen Dayal Upadhyay KAUSHAL Kendras in the Universities and Colleges in the country.

During the Twelfth Five Year Plan, Rashtriya Uchchatar Shiksha Abhiyan (RUSA) seeks to achieve equity, access and excellence in State Higher Educational Institutions. The overall quality of existing State higher educational institutions is sought to be improved by ensuring their conformity to prescribed norms and standards and adoption of accreditation as a mandatory quality assurance framework. Academic, administrative and governance reforms are an essential element of RUSA.

Private Universities are reviewed by UGC as per the provisions contained in UGC (Establishment of and Maintenance of Standards in Private Universities) Regulations, 2003. Expert Committees are set up by the UGC to ascertain fulfillment of criteria by these Universities in terms of programmes, faculty, infrastructural facilities and financial viability.

Deemed to be Universities are regulated by the UGC (Institutions Deemed to be Universities) Regulations, 2010 and its amended version in the year 2014 and 2015. A provision has been made in these regulations to review the status of these Institutions through reviews conducted by the UGC with the help of Expert Committees. Institutions Deemed to be Universities are asked to submit compliance reports in respect of the deficiencies pointed out by the UGC Expert Committees.

The criteria for funding under RUSA remains focused on outcome and performance of the State and on prior utilization of funds and progress of projects in the States. The Centre: State funding pattern for the States has been revised from 65:35 for general category States to 60:40. The Centre: State funding for special category states remains at 90:10.

The UGC has informed that in order to bring about qualitative improvement in Higher Education, the UGC has initiated several measures which include introduction of Choice-Based Credit System (CBCS). The UGC has prepared mainline and specialized model syllabi for undergraduate programmes and made it available to the universities with a view to facilitating the implementation of CBCS.

German as an Additional Foreign Language 
Students from classes VI to VIII of Kendriya Vidyalayas desirous of learning German language are allowed to study it as an additional subject provided at least 15 or more students in a school opt for the same.
A Joint Declaration of Intent (JDI) has been signed between Ministry of Human Resource Development and the Federal Foreign Office of the Federal Republic of Germany, on 5th October, 2015. The JDI aims at promotion of the teaching of German as an additional foreign language in the Kendriya Vidyalayas in conformity with the National Education Policy of India and for promotion of teaching of Modern Indian Languages in German educational institutions
