Purchase of Helicopters from USA 
Government of India has signed contract with M/s Boeing USA and Letter of Agreement (LOA) with US Government on 28th September, 2015 for purchase of Apache Attack Helicopters. A contract with M/s Boeing, USA has also been signed on 28th September, 2015 for purchase of Chinook heavy lift helicopters. 


Defence equipment are imported as per the operational requirements of the Armed Forces. However, actual cash outgo depends on delivery of equipment / reaching of laid down milestones before release of funds. India procures defence equipment under capital acquisition from various countries, the major sources being Russia, USA, Israel and France. During the last three years i.e. 2012-13 to 2014-15 contracts and Letter of Agreement (LOA) worth Rs. 7285.72 crores have been signed with vendors from USA and the US Government.

Government has identified 73 roads for development along the International Border with China.  Of these 73 Indo-China Border Roads (ICBRs), 61 roads of total length 3417.51 km have been entrusted to BRO.  Out of 61 ICBRs with BRO, 21 roads of length 661.59 km have been completed.

Fighter Aircraft 
The Indian Air Force (IAF) is equipped to cater for the threat environment that exists and is always ready to meet the role assigned to it. Operational preparedness of IAF is reviewed from time to time based on the threat perception. Further, augmentation and modernization of capabilities of IAF including its fighter aircraft fleet is a dynamic and continuous process.

The indigenous Light Combat Aircraft ‘Tejas’ has achieved initial operational clearance. The production phase is progressing concurrently with development activity. However, Government has not signed any agreement with any European aircraft manufacturer for the development of Tejas Mk-II aircraft.

As per the India-France Joint Statement issued by the two countries during the Prime Minister’s visit to France, Government of India conveyed to the Government of France that Government of India would like to acquire 36 Medium Multi Role Combat Aircraft (MMRCA) Rafale in fly-away condition as quickly as possible. The two leaders agreed to conclude an Inter-Government agreement for supply of these aircraft. A negotiating team has been constituted for the purpose.

Further, HAL continues to manufacture Su-30 fighter Aircraft. Besides for decision to acquire for MMRCA has also been made to augment for fleet.

Defence Equipment 
‘Make in India’ initiative launched by the Government, in September 2014, aims to build best-in-class manufacturing infrastructure, facilitate investment and foster innovation.  Defence manufacturing is identified as one amongst 25 Sectors under ‘Make in India’ initiative.  The Government has taken several policy initiatives such as liberalization of FDI policy and Industrial Licensing policy, simplification of export procedures, creating level playing field for Indian private and public sector companies, preference to ‘Buy (Indian)’, ‘Buy and Make (Indian)’ and ‘Make’ categories over ‘Buy (Global)’ category in defence Procurement Procedure-2013, for providing impetus to indigenous production of arms, ammunition and equipment.

A positive response has been received from both within the country and globally to the ‘Make in India’ initiative.  Some of the major foreign countries like United States of America (USA), Russia, Israel, Japan, Korea etc. have evinced interest in participating in ‘Make in India’ initiative.  Since the launch of ‘Make in India’ initiative, 61 companies have obtained 81 Industrial Licenses (ILs) for manufacture of various defence equipment upto October 2015.  These Industrial Licenses include manufacture of Artillery Guns, Armoured Fighting Vehicles, warships, Aircrafts, UAVs, Radars etc.  The name of companies which have been issued Industrial Licenses, since the launch of ‘Make in India’ initiative is as below:

In May 2001, the defence industry sector, which was hitherto reserved for the public sector, was opened upto 100% for Indian private sector participation with FDI permissible upto 26%, both subject to licensing.  However, FDI policy has been recently revised in November 2015 under which Foreign Investment up to 49% is allowed through automatic route and above 49% under Government route on case-to-case basis, wherever it is likely to result in access to modern and ‘state-of-art’ technology in the country.

In the current financial year, 39 Indian private companies have obtained 49 Industrial Licenses, till October 2015, for manufacture of various defence equipments.  Further, nine (09) proposals have been received for foreign investment in the current financial year, out of which 3 proposals have been approved by the Government.

India-US Joint Statement on the Visit of Minister of Defence Manohar Parrikar to the United States 
            Following is the full text of the India-US Joint Statement on Defence Minister Shri Manohar Parrikar’s visit to the United States from December 07 to 10, 2015 issued by Indian Embassy, Washington DC:

Minister of Defense of India Manohar Parrikar made an official visit to the United States at the invitation of US Secretary of Defense Ash Carter from December 7-10, 2015 that included visits to multiple U.S. facilities including U.S. Pacific Command (PACOM), the Pentagon, and a visit with Secretary Carter to observe flight operations aboard the aircraft carrier USS Dwight D. Eisenhower (CVN-69).

First, Defense Minister Parrikar participated as a guest of honor in a Pearl Harbor commemorative ceremony at PACOM. He also met with Admiral Harry Harris, the PACOM Commander and visited various facilities in Honolulu, Hawaii. 

At the Pentagon, Minister Parrikar and Secretary Carter held their third meeting. They discussed the India-US defense relationship and broader India-US strategic partnership, and focused on ways to maintain the strong momentum of security and defense engagement, including means to further move the Defense Technology and Trade Initiative (DTTI) forward. Secretary Carter and Minister Parrikar expressed satisfaction with DTTI progress to date. They committed to identifying additional projects for possible co-development and co-production of high technology items that meet the transformational intent of DTTI. 

Minister Parrikar and Secretary Carter commended positive discussions at the Joint Working Group on Aircraft Carrier Technology Cooperation (JWGACTC), especially in the area of Aircraft Launch and Recovery Equipment (ALRE), and look forward to continued progress to be achieved at the second meeting of the JWGACTC in February 2016 in India. They further expressed satisfaction that the Jet Engine Technology Joint Working Group (JETJWG), which met this week in Bengaluru, had concluded its Terms of Reference and had productive discussion on cooperation in this area. 
Secretary Carter informed Minister Parrikar that in light of the strengthening relationship between the United States and India, the DoD has updated its policy on gas turbine engine technology transfer to India. As a result of this policy update, the Secretary is confident that the United States will be able to expand cooperation in production and design of jet engine components. Secretary Carter and Minister Parrikar look forward to U.S. companies working with their Indian counterparts to submit transfer requests that will benefit from this updated policy. 

Minister Parrikar informed Secretary Carter about the Make-in-India initiative, under which several reforms have been taken in the Indian defense sector. Secretary Carter welcomed Indian initiatives in this regard and hoped that this would pave the way for even greater participation of US companies in the defense sector.

Secretary Carter welcomed India's participation in the Rim-of-the-Pacific (RIMPAC) multilateral naval exercise in 2016 as well as participation by the Indian Air Force in the multilateral Red Flag exercise in April-May 2016, and expressed support for greater Air-to-Air interaction in the future. Minister Parrikar welcomed announcement of US participation in the International Fleet Review of the Indian Navy at Visakhapatnam in February 2016.

Secretary Carter and Minister Parrikar expressed satisfaction at the level of maritime cooperation between the two navies and resolved to further expand the same in coming years. They announced their intention to soon complete a memorandum of understanding between their navies on "white shipping" information sharing. They also welcomed the renewal of the Fuel Exchange Agreement. 

Minister Parrikar and Secretary Carter commended the progress achieved last month at the Defense Policy Group (DPG), including the re-establishment of a working group on humanitarian assistance and disaster relief (HA/DR) cooperation under the Military Cooperation Group and focused discussions on defense capability development. 

They also discussed a wide range of regional security issues, including the threat posed by ISIL and entities such as Al-Qa'ida and its affiliates, Lashkar-e-Tayibba, Jaish-e-Mohammad, D Company, the Haqqani Network, and other regional terror groups. They discussed ways to implement the defense-related aspects of Prime Minister Modi and President Obama's Joint Strategic Vision for the Asia-Pacific and Indian Ocean Region. 

The official visit underlined the strategic importance of the defense relationship and the personal priority that the Minister and Secretary place on the bilateral partnership. During his visit, Minister Parrikar also met with senior National Security Council officials and members of Congress.

Modernization of the Defence Forces is a continuous process based on threat perception, operational challenges, technological changes and available resources. The process is based on a 15 year Long Term Integrated Perspective Plan (LTIPP), Five Year Service Capital Acquisition Plan (SCAP) and an Annual Acquisition Plan (AAP).

            Government constantly reviews the security scenario and accordingly decides to induct appropriate defence equipment to keep the armed forces in       a state of readiness and remaining equipped with modern weapon systems which is undertaken through procurement from various indigenous as well as foreign vendors. Capital Procurement of Defence Equipment is guided by Defence Procurement Procedure (DPP). DPP- 2013 contains timelines for procurement process. It mandates higher preference to the ‘Buy (Indian)’ Buy & make (Indian)’ and Make ‘categorization in Capital Procurement.’ The steps taken for speedy clearance of Acquisition proposals include finalization of Service Qualitative Requirements before seeking the Acceptance of Necessity, reduction of validity of Acceptance of Necessity to one year, delegation of Financial Powers, decisions in a collegiate manner and imposition of liquidated damages on vendor for delay in execution of contracts. Indigenization of platforms, weapon systems, sensors and equipment used by Defence Services is undertaken by DRDO under its Mission Mode (MM) category of project.  As on date, DRDO has ongoing MM projects worth `36220 Crore.  To support sub-systems of these projects and to undertake futuristic technology development, DRDO has ongoing projects worth `7243 Crore and these are known as technology development projects.

The affected families are identified and loss of property is assessed by the concerned State Government.  As reported by the Government of Jammu & Kashmir, 590 villages having a population of 5,32,144  are located between 0-5 km from Line of Control (LC)/International Border (IB)  in the five border districts of Jammu Division i.e. Kathua, Samba, Jammu, Poonch and Rajouri. Out of these, around 448 villages of districts of Jammu, Samba, Kathua, Poonch and Rajouri are vulnerable to ceasefire violations.
As reported by the State Government, during the period from 2012 to 2014 and the current year, 2,15,110 families were temporarily affected and 193 houses were fully or partially damaged in Jammu & Kashmir  due to shelling/firing on LC/IB. During such shelling/firing, the inhabitants of border villages are shifted to safer locations to prevent any loss of life. All arrangements are made by the District administration for free boarding, lodging, medicare, water, electricity, food, sanitation and transport to safer places in such cases.

All violations of ceasefire are taken up with Pakistan military authorities at the appropriate level through the established mechanism of hotlines, flag meetings as well as weekly talks between the Directorate Generals of Military Operations of the two countries. BSF, too, holds talks at various levels with its counterpart viz. Pakistan Rangers.
Diplomatically, India has repeatedly emphasised, including at the highest level, the need for Pakistan to uphold the sanctity of the Line of Control (LC) and abide by the ceasefire commitment of 2003 along the International Border and LC. While Government will continue to work for establishing peaceful, friendly and cooperative relations with Pakistan and will remain committed to resolve all outstanding issues with Pakistan, including the issue of Jammu & Kashmir, through a peaceful bilateral dialogue in an environment free from terror and violence, Government is firmly resolved to take all necessary steps to protect India’s sovereignty and territorial integrity, and ensure peace and security of our citizens at all times.

Cloud Storage for Storing Data 
Towards this, Army has presently launched Infrastructure as a Service. Further, the Army cloud has been made fail proof with a backup Data Centre.

The vital defence information is not available on the Internet and is only hosted on Intranet which is air-gapped from the Internet. Besides, all Services have established their respective Cyber Emergency Response Teams (CERT) to take care of any threats. Adequate Safeguards have been instituted in the form of audits, physical checks and policy guidelines.

Defence Research and Development Organisation (DRDO) has implemented all the recommendations made by Dr. P. Rama Rao Committee which were within its power. Remaining accepted recommendations are at various stages of necessary approvals for implementation.

The Committee had also recommended creation of a Board of Research for Advanced Defence Sciences (BRADS) to function on the lines of Defence Advanced Research Projects Agency (DARPA) of USA. However, the recommendation regarding creation of BRADS was not accepted by the Government.

Defence Procurement Procedure 
The objective of Defence Procurement Procedure (DPP)-2013 is to ensure expeditious procurement of the approved requirements of the Armed Forces in terms of capabilities sought and time frame prescribed by optimally utilising the allocated budgetary resources. While achieving the same, it will demonstrate the highest degree of probity and public accountability, transparency in operations, free competition and impartiality. In addition, the goal of achieving self-reliance in defence equipment will be kept it mind.

The DPP-2013 covers all Capital Acquisitions, (except medical equipment) undertaken by the Ministry of Defence, Defene Services and Indian Coast Guard both from indigenous sources and ex-import. DPP-2013 provides for review of the procurement procedure after every two years. Amendments in DPP are also made from time to time as required.

The Government appointed a Committee of Experts on 1.5.2015 for amendment to DPP-2013 including formulation of policy framework to facilitate “Make in India” in Defence Manufacturing. The Committee submitted its Report to the Government on 23.7.2015. The Report includes the views and concerns of various stakeholders. The Report has been placed in the Public Domain on the Ministry of Defence website.

DPP provides for direct dealing with the Original Equipment Manufacturers (OEMs) or Authorised Vendors or Government Sponsored Export Agencies (applicable in case of countries where domestic laws do not permit direct export by OEMs). It also provides that vendor is required to give full details of any agents / technical consultants / authorised vendors that may have been appointed by them for marketing of this equipment in India. These details should include the scope of work and responsibilities that have been entrusted with the said party in India.

Bribing in Arms Deals 
Switzerland has refused legal assistance in investigation of one Swiss Company namely M/s RAD.

In the matter of a case registered against a private person, unknown officials of M/s Rheinmetall Air Defence (RAD) & others on the allegation that M/s Rheinmetall Air Defence AG paid illegal gratification to the private person to stall the process of blacklisting of M/s Rheinmetall Air Defence AG for influencing the official of Ministry of Defence, Central Bureau of Investigation issued Letter Rogatory to the competent Judicial Authority / Attorney General in Confederation of Switzerland on 3.8.2012. The said Letter Rogatory has been rejected by the Swiss authorities on 13.7.2015.

The Government has taken following initiatives to ease the process of applying for NOC for export of military stores:-
·         Online system for receiving applications for NOC for export of military stores has been developed.
·         Standard Operating Procedure (SOP) for issue of No Objection Certificates (NOCs) for export of military stores has been simplified  and has been put in public domain.
·         The list of Military Stores has been notified.
·         The requirement of End User Certificate (EUC) to be signed / stamped by the Government authorities of the importing country has been dispensed with for the export of parts, component, sub-assemblies and sub-systems;
·         The provision has been made for issuing advance / in principle clearance for exploring business opportunities abroad.

A compendium of Defence Research & Development Organization (DRDO) developed products having export potential was recently released by DRDO.  This will help the industries to explore the potential export market.  DRDO laboratories and test facilities of other organizations of the Ministry of Defence (MoD) are made available to the Indian Domestic Defence Industry based on their requirement and availability.
Export is carried out by the production agency.  No proposal for export of Brahmos Missile System has so far been received from Brahmos Aerospace Pvt. Ltd.

Donation of Varaha Ship to Sri Lanka 
Indian Coast Guard Ship (ICGS) Varaha was transferred on lease to Sri Lankan Navy in April, 2006. The lease was extended from time to time. On the request of Sri Lankan side, the ship was gifted to Government of Sri Lanka on a permanent basis in August 2015 as a goodwill gesture in line with our commitment to enhance bilateral defence cooperation.

No representation opposing the Government decision for gifting ICGS Varaha to Sri Lanka has been received in the Ministry.

Lease on Defence Land 
Defence lands in Cantonments have been given on lease under the provisions of the Cantonment Code, 1899, 1912 and Cantonment Land Administration Rules (CLAR), 1925 & 1937. These leases were given long time back, either in perpetuity or for fixed terms. Lease rent and premium (wherever applicable) for these leases were fixed, at that point of time based on the prevalent land value. There are a number of leases which have expired and difficulties have been encountered in their timely renewal on account of absence of renewal application with full documentation, violation of lease terms, non-mutation due to disputes etc. There is no permanent financial loss to the Government, as the ex-lessees will be required to pay arrears of rent, at the time of renewal of leases. Instructions have been issued to either renew the leases, in a time bound manner or cancel the same. Record management of field offices of Defence Estates Department has also been strengthened, with a view to improving land management, including management of leases.

Defence Parks 
Department of Industrial Policy and Promotion (DIPP) under the Ministry of Commerce and Industry has accorded ‘in principle approval’ for the project at Kinfra Defence Park, Ottapalam (Distt.-Palakkad), Kerala.

The major activities as envisaged in proposed park as per Detailed Feasibility Report are creation of facilities like CETP, storm water drainage, rain water harvesting, internal roads, boundary wall entry gate, water supply system, power supply distribution, dormitory, hostel facility, research and development, incubation centre, quality certification centre, warehouse training centre and environment testing facility.

The cost of the project is Rs.131.35 crore including Central Grant of Rs.50 crore. The proposed Defence Park at Ottapalam (Distt.-Palakkad), is at ‘in principle’ approval stage. As per ‘Modified Industrial Infrastructure Upgradation Scheme (MIIUS)’ guidelines, the completion time of the project is 24 months from the date of final approval.

Defence Procurement 
The Defence Acquisition Council (DAC) had accorded Acceptance of Necessity (AoN) in October, 2009 for Capital procurement of Bullet Proof Jackets (BPJs).  The Request for Proposal (RFP) for the Capital procurement of BPJs was retracted in October, 2015 as the BPJs fielded by vendors failed in the trials.  Government has taken action to procure 50,000 bullet proof jackets through revenue route.  Approval has also been given to procure bullet proof jackets to meet urgent operational requirements through Army Commanders Special Financial Powers (ACSFP).  The Government constantly reviews the security scenario and accordingly, decides to induct appropriate defence equipment to keep the armed forces in           a state of readiness.  The details of Capital Acquisition Budget of the Ministry of Defence and Actuals during the last 3 years and current year is as follows:-

The Capital procurement of Defence equipment is done as per the provisions of Defence Procurement Procedure (DPP) which contains timelines for various stages of procurement. Some of the steps taken by the Government to fast-track the process of defence procurement, inter alia, include finalization of Service Qualitative Requirements (SQRs) before seeking the AoN; reduction of validity of AoN to one year; delegation of Financial Powers; decision in a collegiate manner and imposition of Liquidated Damages (LDs) on vendors for delay in execution of contracts.

Pilot to Cockpit Ratio in IAF 
Existing pilot-to-Cockpit ratio for the current number of Squadrons in IAF is in consonance with the authorized ratio.

The present utilization rate of the trainer aircraft is as follows:-

Pilatus Mk-II               -           19.73 hrs
Kiran Mk-I/IA                        -           18.36 hrs
Hawk-132                   -           13.42 hrs.

Measures like proactive forecasting of requirement of spares, reducing down time of aircraft and optimal utilization of available resources have been taken to increase the utilization rate of aircraft.

Hindustan Aeronautics Limited (HAL) is currently manufacturing Hawk MK-132 Advanced Jet Trainer Aircraft under Transfer of Technology from British Aerospace Systems, United Kingdom (BAE systems UK).  Further, HAL has also signed a Memorandum of Understanding (MoU) with BAE systems UK in May 2015 for HAWK MK-132 upgrade and development of combat HAWK for Indian and export markets.

Clothing for High Altitude Areas 
In order to fast track procurement of Clothing and Equipments for defence  personnal deployed in very high altitude areas like Siachen, an Empowered  Committee  under  the  chairmanship of Master General of  Ordnance (MGO) has been set up with full powers of Competent Financial Authority.  Special dispensation for placing 100% repeat order has also been given to the Empowered Committee.  Moreover, sufficient quantities of these items are kept in reserve in Army Headquarters to avoid any shortage.

The total number of soldiers who have died in Siachen Glacier on  OP  MEGHDOOT since 1984 till date due to climatic conditions, environmental and other factors are as under:-

Operational deployment along the borders is a dynamic process based on assessment of threat to the National Security. Steps taken for upgradation include constant search for newer items which will save lives and increase the combat efficiency of our troops deployed in very high altitude areas like Siachen.  A Seminar with Indian Technical Textile Association was held in February 2015 followed up by trial of items in Siachen Glacier and sharing of trial reports with Indian Industry for further improvement to meet the stringent requirements of such areas.

The major reasons for such incidents include occupational hazards, family issues / domestic problems, perceived grievances, personal issues, mental built, financial problems and inability to withstand stress.

A large number of officers have been trained, as Counsellors, to provide psychological counselling to the defence personnel and their families.  Civilian psychological counsellors have also been employed, to provide mental health services.  A Psychologist, visit units and formations from time to time and carries out psychological counselling, individually and at times in groups.

Government has taken various measures to prevent such incidents.  Some of these measures include:  improvement in living and working conditions through provision of better infrastructure and facilities; additional family accommodation, liberalized leave policy, establishing     a grievance redressal mechanism, provision of counselling by psychological counsellors, conduct of yoga, meditation as part of unit routine etc.

Basic Trainer Aircraft 
A comprehensive roadmap for ab-initio training in IAF to increase training capacity is already in place. Acquisition of trainer aircraft is a continuous process and is based on the Services Capital Acquisition Plan (SCAP).

The training is currently conducted on Pilatus PC-7 Mk-II, Kiran Mk-I/A and Hawk Mk-132 aircraft. Government had contracted with M/s Pilatus Aircraft Ltd, Switzerland to supply 75 PC-7 Mk-II Basic Trainer Aircraft. Against this contract all 75 aircraft have been inducted in IAF by October 2015. Further, there is no shortage of engineers in the IAF.

People of about 40 villages are getting benefits out of CSR activities by HAL. Funds earmarked under CSR have been spent in line with provisions of the CSR policy of the company which is formulated based on the provision of companies Act 2013. Most of the CSR activities being undertaken by the company are in the local areas where the company is operating.  Where the scope to implement the CSR projects within the local areas is not available, adjacent districts are considered for implementing CSR activities. HAL CSR Policy provides to implement CSR Projects / Activities in the local areas / nearby Villages of HAL Divisions.  While taking up the CSR Projects, Socio-economic status of the Villages and SC/ST population are also considered.
