The number of Secretaries, Joint Secretaries and Deputy Secretaries excluding equivalents in the various Central Government Ministries/ Departments  appointed under the Central Staffing Scheme (CSS) and belonging to SCs, STs and OBCs are as under:

To fill up the posts of Secretaries, Joint Secretaries and Deputy Secretaries in the Ministries/ Departments of Government of India under the CSS, the officers of various services participating under the CSS are considered for empanelment/retention to hold these posts. These posts are not cadre posts of any service. Out of the empanelled officers, those who give their option for deputation are considered for appointment for Joint Secretary & above under the CSS. There is no provision for reservation in the posts under the CSS. However, at the time of empanelment every effort is made to empanel officers belonging to SC/ST categories; if necessary, by adopting liberal benchmark as compared to officers of General category.

India aspires to be a world leader in citizen centric on-line services 

           
The provision of Citizen-Centric Online Services is the foundation of an efficient public administration system.  It leads to transparency and accountability in the governance and fosters equitable growth.

Department of Administrative Reforms and Public Grievances (DARPG) has taken up a goal in quantum shift in Online Government Services across the country.  This aims to further Government’s efforts at revamping of Public Administration system, Public Grievance Redress Mechanism, ushering in e-Governance, Digital India, etc., more so in the context of the goal of    ‘Minimum Government with Maximum Governance’ through e-Governance based Citizen Centric End-to-End On-line Services.    

In this regard, DARPG is exploring the possibility of collaboration with various foreign countries in the field of Public Administration and Governance in several areas of cooperation alongwith concerned line Ministries in GoI.   Countries like South Korea, Australia, USA, UK, Singapore and New Zealand rank high in the UN E-Government Survey.  It has already partnered with UNDP to help India become a Global Leader in providing Online end-to-end Citizen Centric Services.

As a further step towards this goal, Shri Devendra Chaudhry, Secretary, (DARPG) had a intensive detailed meeting with Mr. Patrick Suckling, High Commissioner of Australia in India here today.

High Commissioner of Australia appreciated India’s efforts and initiation in providing Digital Services to its Citizens.  He lauded DARPG’s efforts to take the endeavour forward in a focused manner. High Commissioner of Australia also mentioned about Australia’s best practices in citizen centric services through use of e-governance tools prevalent in their respective countries.   Secretary (AR&PG) commended them and stated that India would like to learn and emulate these best practices in providing citizen centric services through efficient and effective processes and technology tools.  As a first step, there could be exchange of policy makers and stakeholders on the subject which would lay the ground work to proceed in a focussed manner.  

It was agreed that :

a)    A delegation of top policy makers and stakeholders on the subject would visit Australia in the second week of February, 2016 which will lay the ground work to proceed in a focused manner.
b)   Areas of cooperation could be-

(i)         Healthcare;

(ii)       Education;

(iii)     Social Welfare;

(iv)     Farm Productivity& Farmer’s Welfare;

(v)       Providing Citizen Centric Services through IT Platform

(vi)    Government Process Re-Engineering for efficient and effective delivery of Public Services

(vii)   Simplifying Government Process and Institutions – Minimum Government Maximum governance

(viii) Promoting Transparency and Accountability in delivery of Public Services

(ix)     Crisis and Disaster Management

(x)       Smart Urban and Rural Governance

(xi)     Capacity Building

(xii)   Public Grievance Redress Mechanisms

Study of vigilance cases by CVC 
The Central Vigilance Commission (CVC) had constituted a committee to conduct a study of the existing pattern of prolonged Disciplinary Proceedings and suggestion for Remedial Action on 17.6.2015. The committee conducted the study based on samples of disciplinary cases advised by the Commission to find out the delays in various stages of disciplinary cases. The committee concluded that on an average, it takes about 8 years for finalizing a major vigilance case from the date of occurrence of irregularity.

The Commission has, in pursuance of the report, reviewed the position with each department and PSU case-wise and sensitized them on the need to finalize these cases expeditiously and in a few cases of inordinate delays advised them to fix responsibility of the officer concerned (Inquiry Officer) and to take action against them also. The Commission has also taken up with the individual Chief Vigilance Officers (CVO) of the Ministries/ Departments/Organisations concerned on the need for expeditious finalization of disciplinary proceedings. CVC is also monitoring the pendency of disciplinary cases by sending alerts through SMSs and E-mail to the concerned CVOs.

Creation of Skill Development Cadre through UPSC 
The Central Government has approved formation of a service in the name of “Indian Skill Development Service”. The Service will be notified shortly in consultation with the UPSC and other concerned Departments.

Panel for identification of privacy issues 
An Expert Group under the chairmanship of Justice A.P. Shah, former Chief Justice of Delhi High Court was constituted by the Planning Commission on the issues related to right to privacy. The Group submitted its report on 16.10.2012.

The drafting of the bill is at preliminary stage and details of the bill are yet to be finalized.
