Scholarship To Muslim Students

            For the educational empowerment of the students belonging to the notified minority communities, the Ministry of Minority Affairs implements Pre-matric Scholarship Scheme for class I to X. The number of students belonging to Muslim community benefited upto class X during the 11th and 12th Plan (upto 2014-15), year-wise and State-wise including Telanagana is enlisted. Class-wise data was not maintained under Pre-matric Scholarships Scheme till 2014-15 as the scheme was implemented by States/UT Administration.
         

            To ensure effective implementation of the Scheme, activity timelines are drawn up and communicated to all States/UTs and stakeholders as well as posted on the website of the Ministry. From the year 2015-16, students belonging to minority communities are required to apply for the scholarship online (mandatory for IX & X) on a dedicated scholarship portal i.e. National Scholarship Portal (NSP) under URL: www.scholarships.gov.in and scholarships are required to be distributed through the Direct Benefit Transfer (DBT) mode to the students' bank accounts. Moreover, now the students can submit self declaration/ self certification and self attested copies of documents in respect of Religion Certificate, annual family income, marksheets etc. Periodic reviews are undertaken with State Governments/UT Administrations. Further, as regards sensitization and publicity of the scholarship schemes, Ministry runs specific multimedia campaign for each scholarship programme namely Pre-matric, Post-matric and Merit-cum Means (MCM) based Scholarship on All India Radio (AIR) Network and Doordarshan Network including their Regional and NE channels, Private FM channels and Private TV channels and Digital Cinema all across the country including NE States.  In addition, from time to time, Print Advertisements of Scholarship Programmes are also published all over India in Hindi, English, Urdu and Vernacular languages.

            During Eleventh Plan Period (2007-2012), under educational empowerment the schemes of Pre-matric Scholarship, Post-matric Scholarship, Merit-cum-Means based Scholarship, Maulana Azad National Fellowship (MANF), Free coaching and Allied Schemes and Grant-in-Aid to Maulana Azad Education Foundation (MAEF); under economic empowerment, the scheme of equity contribution to National Minorities Development and Finance Corporation (NMDFC) for extending concessional loans; under area development, the scheme of Multi-sectoral Development Programme; and under social empowerment, the scheme of Computerisation of Waqf Records of State Waqf Boards were implemented for the welfare of notified minority communities. 

            Allocation of funds under the schemes of the Ministry is not made State-wise. Further under Computerisation of Waqf Records of State Waqf Boards, the
funds are released to State Waqf Boards, Central Waqf Council and National Informatics Centre (NIC). 
            Under MANF, funds are allocated to University Grant Commission (UGC). These are not allocated State-wise.    In case of Free Coaching and Allied Scheme, it is implemented by the Ministry through selected Non-Governmental Organisation (NGOs).

            Central Government contributes its share of equity to NMDFC.

            Further during current year 2015-16, the new schemes started during 12th Plan (2012-2017) are also under implementation namely, Nai Roshni, Seekho aur Kamao, Jiyo Parsi, Padho Pardesh, Nai Udaan, Strengthening of State Waqf Boards, USTTAD and Hamari Dharohar. All the above schemes are Central Sector Schemes and implemented directly by the Ministry through selected Project Implementing Agencies all over the country. The details of fund earmarked, released and utilized under the above schemes during current year 2015-16 are given below:

            During 11th Plan, under the schemes of Scholarship andMsDP, the funds
were released through the State Governments. In case of Scholarships, funds have been utilised by the States/ UTs. From current year 2015-16, the Scholarship Schemes have become online under Direct Benefit Transfer (DBT) mode on National Scholarship Portal. The last date of submission of application under Scholarship was 31.10.2015. So applications duly scrutinized by States/ UTs have not been received by the Ministry as on date. 

            Under MsDP, the utilisation of funds by States/ Union Territories (UTs) is slow. The funds released to the States/UTs were mainly related to the projects for creation of infrastructure for education, health, etc. These projects generally have long gestation period and require fulfillment of various modalities like land development, tendering process, etc. for starting the project.

            To expedite utilisation of funds and implement various schemes effectively, National and Regional conferences/ meetings with the officials of States/UTs are organised by the Ministry and the progress of all programmes of the Ministry including MsDP, where the States are involved, is reviewed periodically. Under MsDP and Scholarship Schemes, regular review meetings with States/UTs are also held through Video Conferencing. States/UTs are also reminded and sensitized through regular communications at higher levels of the Ministry for further utilization of funds.

National Merit-cum-Means Scholarship Scheme
The progress of the implementation of National Merit-cum-Means Scholarship Scheme is reviewed regularly by the Ministry with the States through Regional Meetings as well as video conferencing. Last regional meeting held at Srinagar on 12th October, 2015 and video conferencing with States were held on 12/08/2015, 28/09/2015, 01/10/2015 and 06/10/2015.

Merit-cum Means based Scholarship Scheme is on National Scholarship Portal (NSP) which was launched by the Government in July, 2015. Now the process of submission of applications, screening of applications, and release of scholarship in the bank accounts through Direct Benefit Transfer (DBT) mode is completely online. National Scholarship Portal on one hand ensures speedy implementation and on the other transparency and accountability.

Maulana Azad Eudcation Foundation
Maulana Azad Education Foundation (MAEF), an autonomous body under the Ministry of Minority Affairs, was established to promote education amongst educationally backward sections of the society, particularly minorities. Since inception in 1989, the MAEF suffered structural and functional weaknesses and lack of expertise to deliver. The issues related to efficiency and delivery of MAEF have been raised by various sections from time to time. Further, the post of Secretary (MAEF) has remained vacant from time to time and held by officers of the Ministry at appropriate level as additional charge. At present, the post is lying vacant since May 2014, and being managed by Deputy Secretary in the Ministry as additional charge, as the then Secretary (MAEF) was removed on the charges of misappropriation of funds.

In order to restructure MAEF, Ministry of Minority Affairs engaged Tata Institute of Social Sciences (TISS) on 26thFebruary, 2015 to undertake a structural and functional analysis of MAEF and submit a report. Accordingly, TISS has submitted the final report including recommendations in July, 2015, which was accepted by General Body of MAEF on 19.08.2015. Thereafter, MAEF has adopted the report and taken action for recruitment of the manpower in order to make Foundation work effectively.

National Minority Development and Finance Corporation

            National Minorities Development and Finance Corporation (NMDFC) provides concessional loans to minorities for self-employment and income generating activities through the State channelizing Agencies (SCAs) nominated by the respective State governments/ Union Territory (UT) Administration.

            For availing assistance under NMDFC schemes, the annual family income eligibility criterion is Rs. 81,000 for rural areas and Rs. 1.03 lakh for urban areas (Credit Line-1). Higher annual household income eligibility criterion of upto Rs.6.00 lakh has also been introduced (Credit Line-2) for increasing coverage of beneficiaries under NMDFC schemes.

The schemes implemented by NMDFC are as follows:

A.                 Concessional Credit Schemes

1.         Term Loan:-Maximum Loan of up to Rs.20.00 Lakh per beneficiary is available under Credit Line-1 at an interest rate of 6% per annum. Higher loan of maximum up to Rs.30.00 Lakh per beneficiary is available under Credit Line-2 at an interest rate of 8% per annum for male beneficiaries and 6% per annum for female beneficiaries.

2.         Micro Finance:-Maximum loan upto Rs.1.00 Lakh per Self Help Group (SHG) member is available under Credit Line-1 at an interest rate of 7% per annum.Higher loan of maximum upto Rs.1.50 Lakh per SHG member is available under Credit Line-2 at an interest rate of 10% per annum for male beneficiaries and 8% per annum for female beneficiaries. The micro-finance scheme is primarily aimed at extending concessional credit to women beneficiaries.

3.         Education Loan:- Under Credit line-1, the Educational Loan of upto Rs.15.00 Lakh for courses within India and Rs.20 Lakh for courses abroad, is available at an interest rate of 3% per annum for pursuing technical and professional courses with maximum course duration of 5 years. Under Credit line-2, higher Educational Loan of upto Rs.20.00 Lakh for courses within India and Rs.30 Lakh for courses abroad, is available at an interest rate of 8% per annum for male candidates and at 5% per annum for female beneficiaries.

4.         Mahila Samridhi Yojana:- Skill development training is imparted to group of women in women friendly trades. Training period is of maximum 6 months with training and raw material cost of upto Rs.1,500 per women and stipend @ Rs.1,000 per women. During the period of training, the women are formed into Self Help Group, followed by infusion of micro-credit maximum upto Rs.1.00 Lakh per member for the purpose of using the skill developed during the training, for income generation activities.

B.                  Development Schemes:-

            As part of its developmental mandate, NMDFC also implements promotional schemes like Skill Development and Marketing support for the benefit of its target groups thereby, strengthening its economic mandate, as well. Women beneficiaries are given preference. Detailsare as follows:-

1.         Vocational Training Scheme:- The Vocational Training Scheme of NMDFC aims at imparting skills to the targeted individual beneficiaries leading to wage/self-employment. The scheme is implemented through the SCAs which organize need based skill development training with the help of local Government owned/recognized training institutes in trades having potential wage/self-employment. The cost of the training program is up to Rs.2000 per candidate per month for courses up to 6 months duration. Stipend @ Rs.1000 per month per trainees is also offered during the training. Under the scheme, the training institutes/implementing agencies are required to ensure employment of at least 80% trainees with at least 50% in the organized sector.

2.         Marketing Assistance Scheme:- The Marketing Assistance Scheme is meant for individual crafts persons, beneficiaries of NMDFC as well as SHGs  and is implemented through the SCAs. The scheme envisages to promote sale and marketing of their products at remunerative prices through participation/organizing exhibitions at State/District level.

            As regards procedure to avail concessional loans under NMDFC schemes, SCAs have been delegated authority for sanction and disbursement of loan. SCAs adopt procedure as per guidelines issued by respective State Governments/ UT Administration. NMDFC has given broad guidelines to the SCAs for selection of beneficiaries and release of funds. Further, Guarantee norms for beneficiary have been simplified. No guarantee is required from beneficiaries for loans upto Rs.1.00 lakh. Now even Income Tax payee, employee from PSU/bank, prominent person from the community, any public representative etc. can stand as guarantor.
