ORDER:

In the reference 1st read above, the Project Officer, ITDA,

Parvathipuram stated that all the (167) girl students of Post Matric College

attached Hostel for Girls, S.Kota have repeatedly requested to provide

required facilities and to construct new hostel building immediately as the

hostel facility has been sanctioned quite some time back & based on that

DTW has submitted proposals for sanction for the construction of Post Matric

Hostel building for Girls at S.Kota through reference 2nd cited.

2. Further, she has stated that alienation proposals were submitted to the

Tahsildar, S.Kota with a request to allot 1.00 acre land in survey number

147/41P in S.Kota village and mandal which was already identified by the

Revenue Authorities earlier for construction of Post Matric Hostel Building for

Girls, S.Kota, and requested for sanction of Rs.150.00 lakhs for construction

of Post Matric College Attached Hostel Building for Girls at S.Kota village &

Mandal, Vizianagaram district.

3. In this context it has to be reiterated that the Government of Andhra

Pradesh has enacted “The Andhra Pradesh Scheduled Castes Sub Plan

and Tribal Sub Plan (Planning, Allocation and Utilization of Financial

Resources) Act, 2013 (Act No.1 of 2013).

4. The above Act is to ensure, accelerated development of Scheduled

Castes (SC) and Scheduled Tribes (ST) with emphasis on achieving

equality in the next ten years focussing on economic, educational and

human development along with ensuring security, social dignity and

promoting equality among Scheduled Castes and Scheduled Tribes, by

earmarking a portion, in proportion to the population of Scheduled Castes

and Scheduled Tribes in the State, of the total plan outlay of the State of

Andhra Pradesh, as the outlay of the Scheduled Castes Sub Plan (SCSP) /

Tribal Sub Plan (TSP) of the State.

5. As the Tribal Welfare Department aimed to develop a good education

infrastructure in all tribal welfare educational institutions to impart quality

education with a long term objective of facilitating tribal children to qualify in

various entrance / competitive examinations for professional and other

related courses for ST students in the State Tribal Welfare Department has

taken up several measures to strengthen the educational infrastructure

including construction of Post Matric Hostel Buildings.

6. After careful examination of the proposal, administrative sanction is

hereby accorded to construct of Post Matric College Attached Hostel Building

for Girls at S.Kota Village and Mandal, Vizianagaram District with an

estimated cost of Rs.150.00 lakhs under Education Infrastructure, subject to

the ratification of the Nodal Agency for TSP and State Council for

Development of SCs/STs.

7. The Director, Tribal Welfare and the Engineer-in-Chief, TW shall take

further necessary action and execute the said work in a time bound manner

during the current financial year through the Tribal Welfare Engineering

Department.

8. The expenditure towards construction of the above building shall be

debited to the following head of account:
