VIP Security 
At present there are 257 protectees in the Central List under different categories. There is no fixed number of persons, other than VVIPs, Cabinet and other Ministers, to whom security is provided. 


Security is provided on the basis of threat assessment of individuals and the category of security (Z+, Z, Y & X) is decided on the basis of nature and gravity of the threat. Threat assessment is done by the security agencies to determine the nature and gravity of threat faced by an individual.

Security arrangements for the Central Protectees was last reviewed in the meeting held on 10.09.2015. At present, there are a total of 257 central protectees under various categories (Z+ = 34, Z=66, Y=109 & X=48).

Telecom Services at Indo-Nepal Border 
The Security forces do not use Telecom services of Nepal on International Border in Uttarakhand. People residing along the Indo-Nepal border are dependent on the services of Bharat Sanchar Nigam Limited (BSNL). However, there are inputs that due to week signals of BSNL, locals residing in bordering remote areas of Uttarakhand sometimes use Nepali mobile services which are accessible along the border areas.

Improvement in Telecom Services is the domain of Ministry of Communication & IT. Department of Telecom (DoT) has been asked to examine into this matter and take appropriate steps to improve the mobile services in these areas.

Observation Posts of BSF 
During 2011, Government had approved construction of 179 km composite bund, metalled road and naka-cum-machan-cum-fighting bunkers including land acquisition of 135 feet wide strip along the International Border(IB) in Jammu region at an estimated cost of Rs.341 crore. This project also includes fortifying of existing Observation Posts.

Foreign Funds to Educational Institutions
As per Foreign Contribution (Regulation) Act, 2010, no person having a definite cultural, economic, educational, religious or social programme shall accept foreign contribution without obtaining certificate of registration or prior permission from the Central Government. However, As per Gazette Notification No. S.O. 1492(E) dated 01.07.2011, all statutory bodies, including educational institutions, constituted or established by or under a Central Act or a State Act requiring to have their accounts compulsorily audited by the Comptroller and Auditor General of India are exempted from the operation of all the provisions of the Foreign Contribution (Regulation) Act, 2010. The details regarding foreign contribution received by such statutory bodies is not maintained.

Infiltration along Border 
The Land Boundary Agreement(LBA) has been signed between India and Bangladesh to resolve the outstanding land boundary issues. The agreement is at implementation stage and it is premature to assess the effect of LBA on infiltration from Bangladesh.

Indian Citizenship has been granted to 14,864 persons of erstwhile Bangladeshi enclaves who have shown their intention to become Indian Citizens.

There is no case pending for grant of Indian citizenship to those who opted for Indian citizenship during the Joint Survey conducted in July, 2015. Further, the process of inclusion of all 14,864 dwellers of erstwhile 51 Bangladeshi enclaves in the National Population Register (NPR) has been completed on 31.10.2015. consequently the process of issuance of Aadhar Cards, Ration Cards etc. for enclave dwellers has been initiated.

South Asian Annual Disaster Management Exercise-2015 (SAADMEx-2015) 
The Government of India has taken the lead to begin the process of the Exercises for Disaster Management and India organized the SAADMEx¬-2015 in NCR from 23rd to 26th November 2015, in which delegations of all SAARC member countries participated. The few important objectives of the SAADMEx-2015 are as under:-

(i) Strengthen the effective utilization and quick deployment of Search and Rescue (SAR) Teams for Disaster Relief and Emergency Response.

(ii) Effective activation of national process for regional response and operationalization of regional mechanism for collective response to disaster in the region.

(iii) Management of mass casualties which, among others, would involve Communication breakdown and engineering difficulties.

(iv) Effective and timely utilization of aid/humanitarian assistance.

(v) Coordination and information sharing with foreign embassies in disaster affected country.

(vi) Media coordination and control of information flow.

(vii) Special needs of vulnerable population.

(viii) Addressing strategic issues related to existing national and regional procedures and coordination mechanisms for large-scale disaster management. The Exercise had three components:-

a. Table Top Exercise (TTx)
b. Field Training Exercise (FTx)
c. After Action Review (AAR)

The Urban Search And Rescue Operation was planned and conducted in which all the participating member countries of SAARC took active part. As a secondary disaster due to earthquake a chemical emergency scenario was also simulated for the teams torespond to the situation and neutralize the threat. The man made disaster was not included in these exercises.

Review of Security Arrangements of Jails 
"Prisons" is a State subject as per Entry 4 of List II of the Seventh Schedule to the Constitution of India. Therefore, the administration and management of prisons is primarily the responsibility of the State Governments. However, an advisory has been issued to the States/UT Administrations on 28.4.2015 for adopting measures for improvement of security of jails. Cooperation on Terrorism 
India has Joint Working Groups on Counter Terrorism with 24 countries including China. The meetings of these Joint Working Groups are being held from time to time to discuss counter terrorism issues and to share intelligence, experience, expertise, good practices and issues of mutual concern. The issue of cross border terrorism is raised by India in the Joint Working Group forum with foreign countries. However, further details in the regard cannot be disclosed in the interest of national security and bilateral relations with foreign states.

Union Home Minister takes the salute of the BSF Golden Jubilee Parade

Shri Rajnath Singh says effective patrolling by BSF has resulted in steep decline in cattle smuggling incidents on Bangladesh border 
Union Home Minister Shri Rajnath Singh has lauded the Border Security Force (BSF) for effectively checking cattle smuggling across the Bangladesh border. Addressing the Golden Jubilee Parade here today, Shri Rajnath Singh said there has been a sharp 70% decline in such incidents. He added that this step has been widely hailed from all quarters, - North and South India - wherever he visited on tour.

Noting with appreciation the effective retaliation by the BSF to ceasefire violations by Pakistan, Shri Rajnath Singh said this has reimposed the faith of the nation upon the BSF to guard the borders with vigilance. Observing that during his recent visit to China, he was apprised that the Great Wall of China used to be their first line of defence, Shri Rajnath Singh said one might well say that here in India the BSF is the nation’s first “wall” of defence.

The Union Home Minister also recalled the contribution of the BSF to Internal Security including anti-terrorism and LWE operations, and humanitarian efforts such as Disaster Rescue and Relief during Gujarat earthquake earlier and the J&K floods last year. Shri Rajnath Singh also praised the BSF for undertaking the Swachh Bharat campaign and a massive plantation drive that earned the force a place in the record books.

Addressing the gathering, Director General, BSF Shri DK Pathak said the force remained committed to safeguarding the country’s borders and in the line of duty 14 personnel made the supreme sacrifice while 21 were injured in the last year.

On the occasion, the Union Home Minister gave away various Awards and Trophies. Janbaaz team of the BSF presented a daredevil display on motorcycles while the BSF Camel Contingent displayed acrobatics, including various Yoga postures while riding camels.

Holding of additional charge of the post of DG, BPR&D 
Shri A.R.K. Kini, IPS (BH:81), Special DG, BPR&D (“in-situ”) will hold the additional charge of the post of Director General, Bureau of Police Research & Development (BPR&D) from tomorrow.

2. The above appointment is consequent to the retirement on superannuation of Shri N.R. Wasan,, IPS (AP:80), DG BPR&D from today.
