Women Entrepreneurship Development Programme
The
Ministry is implementing schemes for imparting training and to promote women
entrepreneurship by setting up micro, small and medium enterprises in the rural
and urban areas of the country through Khadi & Village Industries
Commission (KVIC) and Coir Board.
KVIC
conducts skill development and Entrepreneurship Development Programme (EDP), to
encourage participation of women, KVIC offers free training to women under
skill development programme.
Ministry
of Micro, Small and Medium Enterprises (MSME) is implementing Prime Minister’s
Employment Generation Programme (PMEGP), a major credit-linked subsidy
scheme since 2008-09, to promote and set up micro, small and medium enterprises
and to generate employment in rural and urban areas of the country. The maximum
cost of the project under PMEGP scheme is Rs.25.00 lakhs for manufacturing
sector units and Rs.10.00 lakhs for units under service sector. Under
the scheme the women entrepreneurs are provided 25% and 35% subsidies for the
project set up in urban and rural areas respectively. For women beneficiaries,
own contribution is only 5% of the project cost while for general category it
is 10%. All the entrepreneurs including women are eligible for 2
weeks Entrepreneurship Development Programme (EDP) after the sanction of their
projects from banks for financial assistance to setup their unit and also
imparting training under EDP. The State-wise funds allocated for the year

Under
the Skill Upgradation & Mahila Coir Yojana (MCY), Coir Board is organizing
programmes like Entrepreneurship Development Programme (EDP), Awareness
Programme, Workshop, Seminar, Exposure Tour, etc. for attracting more women
entrepreneurs to set up coir industrial units.
Coir Board is conducting training programmes under
‘Mahila Coir Yojana’ exclusively for rural women. Under this, training in
spinning of coir yarn/various coir processing activities is imparted to
rural women in regions producing coir fibre in the country. The scheme
envisages distribution of motorized ratts/motorized traditional ratts and other
coir processing equipments at 75 % subsidy subject to a maximum of Rs. 7500/-
which can be operated by women after completion of a two months’ training
programme. During the training period, the women artisans are given stipend
amounting Rs. 1000/- per month. The State-wise funds allocated under MCY

Revival of Sick MSMEs
The Ministry of Micro, Small
and Medium Enterprises (MSMEs) in the sector is collected by conducting All
India Census of the sector periodically. The total number of MSMEs in the
registered sector as per Fourth All India Census of MSME, 2006-07
and Entrepreneurs Memorandum Part-II filed during 2006-07 to 2014-15 are
37.75 lakh. The total number of MSMEs in the un-registered sector
as per Fourth All India Census of MSME, 2006-07 are 346.12 Lakh.

The Ministry of MSME has
already notified a ‘Framework for Revival and Rehabilitation of MSMEs’ vide a
Gazette Notification dated 29.05.2015 for the purpose of facilitating the
promotion and development of MSMEs. Under this framework, any enterprise can seek
revival and rehabilitation benefit through a Committee constituted by the banks
with representatives from State Governments, experts, regional or zonal head of
the bank and the officer in charge of MSMEs credit department of the bank.
Though delayed payments is a major problem faced by
the MSMEs, it is not correct to conclude that majority of MSMEs receive payment
only after 90 days or more from large enterprises.
To overcome the problem of delayed payments,
Ministry of MSME has established Micro and Small Enterprise Facilitation
Councils (MSEFCs). As per provisions of chapter V section 18 of MSMED Act,
2006, every reference made to MSEFC should be decided within a period of 90
days from the date of making such reference. The Government continuously follows
up the matter with the State Government /UT Administration for timely disposal
of the case.

FICCI in its pre-budget memorandum for 2016-17 had
inter alia suggested introduction of employment linked tax rebates to
entrepreneurs to boost the MSMEs and Start-ups. A rebated income-tax for small
start-up businesses was also suggested to encourage small Start-ups and boost
job creation.
The Manufacturing Segment of the Micro, Small and Medium Enterprises sector contributes about 8% to India’s GDP. There is no capital infusion of Rs. 24,000 crore under the 12th Five Year Plan to the sector.
However the Ministry of Micro Small and Medium Enterprises ( MSME) was allocated Rs. 24,124 crore as Plan Budget to boost the country’s Micro, Small and Medium Enterprises sector during the 12th Five Year Plan period (2012-17).

National Small Industries Corporation
The
National Small Industries Corporation Limited (NSIC) has been successful in
encouraging people to take entrepreneurship by providing training in its
Training-cum-Incubation Centres (TICs). NSIC imparts training in
entrepreneurship building to the people who want to set up new small business
enterprises in any of the manufacturing/ services sectors or seek employment
opportunities in these TICs. NSIC has set up 13 TICs on its own and another 100
TICs have been set up under Public-Private Partnership (PPP) mode in various
locations of the country for providing training.

NSIC
has also trained 117 persons in the current year to take up entrepreneurship,
under Livelihood Business Incubation (LBI) of ASPIRE (A Scheme for Promoting
Innovation, Rural Industry and Entrepreneurship) scheme.
The
Ministry of MSME is providing financial support to new entrepreneurs through
the following two schemes
(i) The Prime Minister’s
Employment Generation Programme (PMEGP), a major credit-linked programme is
being implemented through Khadi and Village Industries Commission (KVIC) which
aimed at generating self – employment opportunities through establishment of
micro enterprises in the non-farm sector by helping traditional artisans and
unemployed youth. Under this scheme, General Category beneficiaries can avail
of margin money subsidy of 25% of the project cost in the rural areas and 15%
in urban areas. For special categories, such as
SC/ST/OBC/Minorities/Women/Ex-servicemen/Physically handicapped/ North Eastern
Region/hill and border areas, etc., the margin money subsidy is 35% in rural areas
and 25% in urban areas. The maximum project cost in manufacturing sector is Rs.
25 lakh and for service sector, it is Rs. 10 lakh.
(ii)
This Ministry launched the ‘Credit Guarantee Fund Scheme’ for small industries
with the objective of making available credit to micro and small enterprises,
particularly micro enterprises, for loans upto Rs. 100 lakh without
collateral/third party guarantees.

Representation by Paint Association
The Ministry of Micro, Small & Medium Enterprises
has received representation from Indian Small Scale Paint Association (ISSPA)
regarding mandatory registration of Paint Industry, using biocides, falling in
the schedule of Insecticide Act 1968.
Ministry of Agriculture and Farmers Welfare has constituted a Sub- Committee for revisiting the guidelines for registration of Paint Industry. An interim arrangement has been made for giving interim permission for use of biocides in paints, import of quantity based biocides and indigenous manufacture of biocides.
