ORDER:
          Government have decided to create Medical Devices Technology
Manufacturing Park, since the production of good quality, low cost and
standardized technology manufacturing capacity contributes to the agenda
of improved access to affordable healthcare and aids to economic growth
through industry promotion and employment generation. India continues to
import 78% of its medical technology requirements despite having large
human resources and strong presence of IT. To address this grim situation,
several policy level initiatives have been taken at national level. Department
of Pharmaceuticals has been named nodal agency for Medical Devices
Promotion.

2. Lack of domestic manufacturing of medical devices is the main reasons
for import dependency and high cost of medical products and services in the
country. To address this situation, Govt. of Andhra Pradesh aims to establish
country’s first Medical Technology Manufacturing Park (MTMP) at
Vishakhapatnam. The goal of this progressive initiative would be to make
Andhra Pradesh an internationally recognized manufacturing hub for medical
devices, help in national agenda of import substitution, make Andhra
Pradesh a leader in medical technology exports, generate employment, and
contribute to volume generated cost reduction of medical devices for
patients.

3. The creation of such as park is based on the fact that medical devices
manufacturing requires certain high investment facilities which are too
capital intensive for individual manufactures to invest upon. A park with inhouse
high investment scientific facilities would help manufacturers reduce
the cost of manufacturing. The park will provide for certain capital intensive
facilities required by most medical device manufacturers and modern state
of art independent manufacturing units, each of a built-in ready to use area.

4. Government of Andhra Pradesh establishes a Special Purpose Vehicle
(SPV) for this project which will have representatives from all concerned
departments. The SPV will execute its business through an executive
committee comprising of the following:-

Principal Secretary (Health) - Co-Chairperson
Principal Secretary (Industries) - Member
Principal Secretary (Finance) - Member
Commissioner (Health) - Member Convener
Principal Secretary (Municipal Administration) - Member
Director General, DCA - Member
Adviser (Health & Medical Technology,Govt. of AP) - Member
Joint Secretary, Department of Pharmaceuticals, GoI - Spl.Invitee
Joint Secretary, Medical Electronics (DeitY) - Spl.Invitee
Joint Secretary, Dept. of Commerce, GoI - Spl.Invitee
Drug Controller General (India) - Spl.Invitee

5. The Special Purpose Vehicle (SPV) will meet within 30 days of its
formation of the Executive Committee and Draft Terms of Reference
including financial powers and responsibilities. The same shall be submitted
for the approval of the Government.
