Shri Rajnath Singh reviews the LWE scenario in Andhra Pradesh 

The Union Home Minister Shri Rajnath Singh reviewed the Left Wing Extremism (LWE) scenario in Andhra Pradesh at a meeting with senior officials in Vishakhapatnam today. Addressing the meeting the Union Home Minister said that the LWE situation has shown massive improvement in the recent months throughout the country with the number of LWE incidents coming down. 


Highlighting the achievements of the security agencies, Shri Rajnath Singh said that the spread of LWE affected districts declined to 141 in 2015 from 162 districts in 2014. He said that the security agencies and the developmental programmes and policies of the government deserve the credit for this improved scenario. 

Praising the role of Andhra Pradesh police in leading the fight in LWE affected areas, he assured the state of all possible help from the Centre. Shri Rajnath Singh underlined the importance of Inter-State cooperation of Andhra Pradesh with the neighbouring states and appreciated the recent successes of Andhra Pradesh police and its agencies in Inter-State operations. 

Shri Rajnath Singh said the Centre has approved construction of fortified police stations in the state. Andhra Pradesh has completed the construction of 11 fortified police stations and the work is under progress in three fortified police stations. The MHA has also approved one extra battalion of BSF to Andhra Pradesh. The Union Home Minister assured the state of the fast implementation of the decision. 

Under the second phase of Road Requirement Plan (RRP-2), the Centre has approved the construction of 1,200 Kms in Andhra Pradesh out of total 5,400 Kms of roads in the country. The communication network in LWE areas of Andhra Pradesh has been strengthened. Out of 53 mobile towers allotted in the first phase, 33 are already activated and the remaining 20 are under construction.

Shri Kiren Rijiju begins two-day visit to Arunachal Pradesh to review infrastructure projects 

Union Minister of State for Home Affairs Shri Kiren Rijiju began a two-day visit to Arunachal Pradesh today to review the roads and other infrastructure projects in the border state. Immediately upon his arrival at Bhalukpong, Shri Rijiju travelled by road to Tenga Valley in West Kameng district on a treacherous two-hour journey during which he made an on-the-spot assessment of the vitally strategic highway. 

Shri Rijiju will hold a meeting to review the progress of the infrastructure development works at the District Commissioner’s Office at Bomdila in West Kameng district tomorrow. He will also inaugurate the Sector Headquarters of Sashastra Seema Bal (SSB) at Bomdila. 

Shri Rijiju will attend various public programmes at Bomdila and Pedung in West Kameng district before returning to New Delhi. Shri Rijiju is accompanied by Director General, SSB Smt. Archana Ramasundaram.

All-India Conference of State Coordinators, Collectors on National Population Register 

An all-India Conference of State Governments under the chairmanship of Shri Sailesh, Registrar General of Citizen Registration, India, (RGCR,I), Ministry of Home Affairs was held on updation of National Population Register (NPR) here today. Senior officers from all the States/UTs including State Coordinators, Collectors and Tehsildars (from one district), senior officers from Central Ministries, National Informatics Centre (NIC), Office of Registrar General of India (RGI) as well as Directorate of Census Operations participated in the conference. 

The emphasis of the conference was to complete and publish the Population Register which will form the basis for preparing the National Register of Indian Citizens (NRIC). The conference deliberated upon various aspects of implementation, quality control, monitoring, data entry, software interface etc. The State Governments / UT Administration presented the progress in their respective States/UTs and also made valuable suggestions in regard to completion of various tasks. 

The NPR data collected in 2010 has been recently updated in respect of each household. After data entry, the designated State Authorities will publish the Register at local levels and obtain claims and objections which will require to be disposed off through a quasi-judicial process. Shri Sailesh said that the next six months will be devoted towards these tasks and requested the State Governments to ensure that these are completed and Population Register is finalised by December 31, 2016.

Shri Haribhai Parathibhai Chaudhary to be chief guest at 70th Raising Day of Directorate of Coordination, Police Wireless (DCPW) tomorrow 

Union Minister of State for Home Affairs Shri Haribhai Parathibhai Chaudhary will be the chief guest at the 70th Raising Day function of the Directorate of Coordination, Police Wireless (DCPW) here tomorrow. 

The DCPW operates a round-the-clock Inter State Police Wireless (ISPW) Network through its 31 stations in all States capitals/UTs for delivering emergent messages pertaining to law and order. It has an extensive network of Very Small Aperture Terminals (VSATs) spread over the entire country and extending connectivity to all district/state head quarters and National Capital Delhi through its satellite based network namely Police Network (POLNET). This satellite based network has been actively involved in facilitating communication among various State Police/Central Armed Police Forces (CAPFs). The Directorate has an established High Frequency (HF) communication network at its HQ and Inter-State Police Wireless (ISPW) stations located in all State capitals and UTs. 

Acting as the Central Distributing Authority (CDA) for Cryptographic Documents and Devices being used by the State Police Radio Organizations, the Directorate runs the Central Police Radio Training Institute, a full-fledged National Level Police Wireless Training Institute to cater the needs of States/CAPFs and other security organizations to improve the efficiency of their technical, operational and cipher manpower. To meet the communication needs of State Police Organization /CAPFs, the Directorate maintains a reserve stock of radio communication sets. The DCPW has a technical workshop entrusted with the responsibility of carrying out serviceability testing/repair of Radio Equipments and its accessories. 

The DCPW is a nodal advisory body to the Ministry of Home Affairs for the Police Telecommunication in the country and for laying down technical specifications for communication equipment to be inducted in the Police Forces in the Country. It acts as a nodal agency for coordinating various police communication services of States/UTs/ CAPFs. Radio communication security matters for all State/UTs Police and CAPFs are also coordinated by DCPW. It is a member of advisory body for frequency allocation to Wireless Planning and Coordination Wing (WPC) of the Department of Communication and IT. 

The Directorate came into existence on February 19, 1946 initially as “Inspectorate of Wireless” and was later accorded the status of Directorate of Coordination (Police Wireless), a subordinate Organization, under Ministry of Home Affairs in 1950. It is entrusted with the responsibility of coordinating for developing and establishing the Police Telecommunication network in the country and also to advise MHA on all Police Telecommunication matters. 

Since the first Inter-State Police Radio Control Station was established in New Delhi in the year 1949, the DCPW has many landmarks to its credit. First use of Closed Circuit Television (CCTV) for `Crowd Control' was done in the year 1974, during the Kumbh Mela at Haridwar. In the same year, the first use of ground-to-air communications for Police work with BSF aircraft and first facsimile (FAX) transmission for Police use in Tamil Nadu was also done by DCPW. 

In 1983, the Mobile Control Room was first used by Police in Delhi and first 800MHz Security communication System was established by Police for the Non-Aligned Summit Meet. Work on implementation of `Pilot Project' relating to the National Police Telecommunication Network Plan was initiated by DCPW in 1990. In 2003, a DCPW Team visited Afghanistan for restoring their communication under the directions of the Ministry of External Affairs. During the 2004 Asian tsunami, telecommunication link were restored in the ravaged Andaman & Nicobar Islands by an expert team of DCPW using POLNET VSATs terminals. 

In the SAARC Conference-2008 held in Islamabad, DCPW presented Concept of Networking SAARC Police Heads for exchange of Information. In September 2014 when Srinagar was flooded, an Emergency Team was rushed from DCPW to restore Wireless Communication with Delhi and the task was accomplished successfully. In April 2015 also, during Nepal Earthquake, a team was rushed to Kathmandu from DCPW to restore Wireless Communication between Indian Embassy, Kathmandu and New Delhi and supported NDRF team in relief and rescue mission.
