ORDER:

 In the reference 1st read above Government constituted a
committee under the Chairmanship of Sri Nayini Narasimha Reddy, Hon’ble Minister for Home, for “Bonalu Festival 2018” to plan and oversee all arrangements in Hyderabad and in erstwhile Ranga Reddy Districts on a grand scale. 

2. The above committee has convened meetings on 27.06.2018 and 07.07.2018 respectively with all the stakeholders and officers concerned and after detailed discussions, recommended that an amount of Rs.100.00 Lakhs may be released to the Department of Culture for
organizing cultural programmes, an amount of Rs.30.00 Lakhs may be released to Department of Tourism for special illumination, an amount of Rs.3.00 lakhs may be released to Asst. Commissioner, Endowments Department, Hyderabad towards cost of Pattua Vastram to be presented in subject temples on behalf of Government and cost of printing booklets on festival. The remaining balance amount would be
released as grant in aid towards meeting the expenditure for identified temples in the erstwhile Hyderabad and Ranga Reddy Districts for the purpose of Bonalu Festival, 2018. The Committee also recommend that an enhancement in grant by 30 to 50% over and above the last year’s grant may be considered and eligible temples not covered during the
last three years may also be identified and considered.

3. The Committee has also recommended the modalities for
utilisation and release of the grant–in-aid to identified temples.

4. After careful examination of the matter, Government have
decided to implement the recommendations of the Committee. The amount of Rs.15.00 crores sanctioned vide G.O.Rt.No.280,Revenue (Endt.II) Department, dt.3.7.2018 (G.O.Rt.No.868, Finance (EBS.VII) Department, Dt:30-06-2018) shall be utilized accordingly. The expenditure in respect of identified temples in erstwhile Hyderabad and
Ranga Reddy Districts shall be incurred as per the following guidelines in relaxation of the usual procedure.

a. The above grant-in-aid shall be utilized for flooring, colouring /white washing, construction of compound walls, minor repairs, water connection, illumination and other related works in such identified temples. 

b. A joint Committee comprising Joint Collector, Hyderabad/ Ranga Reddy, as the case may be, Revenue Divisional Officer concerned, Deputy Commissioner, Endowments Hyderabad (Convenor) and Assistant Commissioner, Endowment (Hyderabad / Secunderabad /Ranga Reddy District) will scrutinize the requests received from the temple committees and submit the same to the Chairman of the Committee constituted vide reference 1st read above for approval.

c. The amount will be released to the District Collector concerned and they shall in turn be released and credited to the bank accounts of the identified temples/temple committees as approved above.

d. The process shall be completed by 20.07.2018

e. The temple committee shall be responsible for utilization of the grant-in-aid for the purpose for which it is given and submission of the Utilization Certificates along with Vouchers/Bills and also pre and post work photographs to the Deputy Executive Engineer and Assistant Commissioner, Endowments concerned, who shall verify the works and
utilization of the grant-in-aid and submit a consolidated report to the Deputy Commissioner Hyderabad. Appropriate action may be taken in cases where the grant-in-aid is not properly utilized or accounted for.

5. The Commissioner, Endowments Department, Hyderabad /Commissioner, Greater Hyderabad Municipal Corporation, District Collector, Hyderabad, Ranga Reddy and Medchal Malkajagiri District are requested to take necessary action in the matter accordingly.
