EDUCATION(PE-LIB)DEPT-Zilla Grandhalaya Samstha,Guntur- Removal of Chairman as per sub-section (1) of Section 18-A of the Andhra Pradesh Public
Libraries Act, 1960-Orders-Issued.
Whereas, in the reference 1st read above, the Director of Public Libraries,Hyderabad brought to the notice of the Government that certain complaints appeared in the Press and written allegations were received against Sri Ch.
Vijaya Bhaskar Reddy, Chairman, Zilla Grandhalaya Samstha, Guntur and Sri Ch.Madar, Secretary, Zilla Grandhalaya Samstha, Guntur. The related files/documents were called for by the Director of Public Libraries for verification.On verification, it was noticed that there were certain lapses in letting the commercial space given on lease in the building of Branch L brary, Sattenapally. And whereas, in the reference 2nd read above, the explanation was called for from the Chairman, Zilla Grandhalaya Samstha, Guntur after following due procedure as per sub-section (2) of Section 18-A of Andhra Pradesh   Public Libraries Act 1960. Sri Ch.Vijaya Bhaskar Reddy, Chairman, Zilla Grandhalaya Samstha, Guntur, has submitted his explanation in the reference 3rd read above.And whereas the explanation submitted by the Chairman, Zilla Grandhalaya Samstha, Guntur is not convincing, Government on consideration have decided to remove the Chairman, Zilla Grandhalaya Samstha, Guntur,under the provision of Andhra Pradesh Public Libraries Act, 1960.      
Now therefore, in exercise of the powers conferred under sub-section (1) of Section 18-A of the Andhra Pradesh Public Libraries Act 1960, Government hereby remove Sri Ch.Vijaya Bhaskar Reddy, Chairman, Zilla Grandhalaya Samstha, Guntur with immediate effect.The Director of Public Libraries, Hyderabad is requested to take necessary
action in the matter as per rules. Accordingly the following notification shall be published in the Extraordinary Issue of A.P. Gazette, dt.22 -11-2012.

                              NOTIFICATION
In exercise of the powers conferred by sub-section (1) of Section 18-A of the Andhra Pradesh Public Libraries Act, 1960, the Government of Andhra Pradesh hereby remove Sri Ch.Vijaya Bhaskar Reddy from the post of the Chairman, Zilla Grandhalaya Samstha, Guntur with immediate effect.

In the reference 1st read above it is brought to the notice of Government that 60% of Librarian posts/ LGS posts in the Government Libraries / Zilla Grandhalaya Samsthas across the State are fallen vacant since the year 1975.
In the reference 2nd read above the Director of Public Libraries, has furnished the vacancy position district wise in all the Zilla Grandhalaya Samsthas/Government Libraries in the State category wise as follows:

ORDER:-
In the reference read above, the Director of Public Libraries, Hyderabad (DPL) informed that the population of Srikakulam town crossed 1.20 lakhs according to 2001 census. Presently only one District Central Library is functioning in the entire Srikakulam District head quarters. Director of Public Libraries proposed opening of two Branch Libraries one at Balaga area and the other at Housing Board Colony area of Srikakulam town by utilizing the services of existing staff.

2. Government after careful examination of the matter here by permit the Director of Public Libraries, Hyderabad to open the following two Branch Libraries:

             1. Balaga Area of Srikakulam town.
             2. Hosing Board of Srikakulam town.

With the existing staff without any additional financial commitment to Government. The infrastructure to the above 2 Branch Libraries shall be provided from the funds of the Zilla Grandhalaya Samstha, Srikakulam and these will function from rent free accommodation at present.

EDUCATION DEPARTMENT- Rules for the post of Librarians under the

Zilla Grandhalaya Samsthas - Amendment – Orders - Issued.

NOTIFICATION

In exercise of the powers conferred by sub-section (1) and

clause (f) of sub-section (2) of section 25 of the Andhra Pradesh

Public Libraries Act, 1960, (Andhra Pradesh Act VIII of 1960), the

Governor of Andhra Pradesh hereby makes the following amendments

to the rules for the posts of Librarians under the Zilla Grandhalaya

Samsthas issued in G.O.Ms.No.674, Edn., dated 21.3.1967 and as

subsequently amended from time to time.

AMENDMENTS

In rule 3A of the said rules-

(i) In the table , in the column (2) ‘Unit of Appointment’ against

Category (3) Librarian Grade-II, for the existing entry, the following

shall be substituted namely:-

Zone –I: All Zilla Grandhalaya Samsthas in Srikakulam, Vizianagaram

and Visakhapatnam districts.

Zone-II: All Zilla Grandhalaya Samsthas in East Godavari, West

Godavari and Krishna districts.

Zone-III: All Zilla Grandhalaya Samsthas in Guntur, Prakasam and

SPSR Nellore districts.

Zone-IV: All Zilla Grandhalaya Samsthas in Chittoor, YSR kadapa,

Anantapur and Kurnool districts.

Zone-V: All Zilla Grandhalaya Samsthas in Adilabad,

Karimnagar,Warangal and Khammam districts.

Zone –VI: All Zilla Grandhalaya Samsthas in Ranga Reddy, Nizamabad,

Mahabubnagar, Medak, Nalgonda districts and Hyderabad City

Grandhalaya Samstha.

(ii) for the existing Note, the following shall be substituted namely-

“Note: The transfer of a person from one local cadre to

another local cadre, on reciprocal basis, shall b e made in

respect of Gr.III Librarians, subject to the condition that the

person so transferred shall be assigned seniority in the later

cadre with reference to the date of his transfer to that cadre.

The Director of Public Libraries shall be the transferring and

appointing authority for the posts of Librarians Gr.I and Grade.II

from Zone to Zone.

The transfer of Librarians Grade.III shall be made by the

appointing authority with the prior approval of the Director of

Public Libraries.

The Director of Public Libraries shall ensure strict

observance of the Zonal dispensation in all further

appointments/promotions in the cadre of Librarian Grade-II as

per the provisions of Presidential order.
