Effective implementation
of Energy Conservation & Efficiency Measures- Constitution of State Energy
Conservation Mission - Constituted- Orders – Issued. The State of Andhra Pradesh is experiencing
severe power shortage for the last few years due to drastic decrease in the
availability of fuel. The rapidly increasing demand for power and the mis-match
between demand and supply calls for implementation of energy efficiency &
energy conservation measures on a most immediate basis.
2. To enhance awareness about Energy Conservation
measures among the consumers, and develop a comprehensive communication
strategy for energy conservation and also quantify the tangible and intangible
benefits arising from energy conservation, it is proposed to constitute a
mission called
State Energy Conservation Mission (SECM).
3. Accordingly, Government hereby order the constitution
of a State Energy Conservation Mission for effective monitoring of Energy
Conservation & Efficiency activities in the state duly rescinding the
G.Ms.No.146, Energy
(RES) Department, dt. 30-12-2002.
4. The composition of the State Energy Conservation
Mission will be as follows:
Chief Secretary, Govt. of A.P. Chairman
Principal Secretary, Energy Dept., Member
Prlincipal Secretary, MA & UD Member
Prlincipal Secretary, Panchayat Raj Member
Prlincipal Secretary, Industries Member
Prlincipal Secretary, Agriculture Member
Chairman & Managing Director/APTRANSCO Member
CMD of one DISCOM (on rotation basis) Member
Vice-Chairman & Managing Director/NREDCAP Member
Two experts having experience in this field to be
nominated by the Government Member
Chief Executive Officer, Energy Conservation Mission
Member-Convener
5. Member Secretary, Energy Coordination Cell, Energy
Department will act as Chief Executive Officer of the Energy Conservation
Mission.
6. The State Energy Conservation Mission shall
(i) Champion the cause of Conservation of Energy and take
all necessary measures for creation of necessary awareness and bringing about
sustainable behavioural change leading to economical consumption of energy.
(ii) Devise measurable and sustainable goals with clear
action plan,involving organizations like APTRANSCO, APDISCOMs,APGENCO, etc.
(iii) Compile best practices and methods to reduce
consumption in each of the domestic, commercial, industrial & agriculture segments
bench marking against the best international standards & practices and
communicate the same through case studies, demo-centres and neighborhood pilots
to different consumer segments.
(iv) Facilitate and enforce the efficient use of energy
and its conservation on various Government and Government
supported organizations covering all areas of energy use.
(v) Advise the State Government on the implementation of various
provisions of Energy Conservation Act, 2001.
7. Mission will meet at least once in a quarter.
8. The Staff of the Energy Co-ordination Cell will
provide secretarial assistance to the State Energy Conservation Mission.
Depending on the requirement, SECM may request for deputation of officials from
APTRANSCO,
DISCOMs & NREDCAP.
9. A corpus fund will be created for taking up activities
recommended by the mission and the expenditure for this will be arranged by
pooling of funds
from DISCOMs & NREDCAP.
10. The Chief Executive Officer, Energy Conservation
Mission is directed to take further action in the matter and submit a monthly
report to the Government on the initiatives taken for Energy Conservation.
