PUBLIC SERVICES – Filling up of backlog vacancies of Scheduled Caste/Scheduled Tribes in the Government Departments – Extension of the cut off date from 31.12.2010 to 31.12.2011 and extension of time limit for filling up of backlog vacancies of SC/ST for a period of one year i.e. upto 30.06.2013 – Orders – Issued.

ORDER:
In the G.O. second read above, orders were issued giving one time exemption upto 1st July, 1999 to the principle of routing the notification of the backlog vacancies which had arisen upto 31.03.1999 through the Finance Department and all the departments were requested to take necessary appropriate action in this regard subject to the observance of the certain principles.

2. The exemption granted in the G.O. second read above is being extended from time to time and was extended upto 30.06.2009 vide reference fifth read above.

3. In the reference sixth read above orders were issued permitting all Departments to notify the backlog vacancies meant for SCs/STs, which have arisen from 01.04.1999 to 31.12.2008, along with the balance backlog vacancies identified as on 31.03.1999, to the relevant recruiting agencies without routing through the Finance Department subject to the observance of the certain principals mentioned at para 4 in the G.O. sixth read above.

4. The exemption granted in the in the G.O. sixth read above is extended upto 30.06.2011 vide reference seventh read above.

5. In the reference eight read above orders were issued for extension of the cut off date from 31.12.2008 to 31.12.2010 and also extension of time limit for filling up of backlog vacancies of SC/ST for a period of one year i.e. upto 30.06.2012.

6. In the reference ninth read above the Social Welfare Department has requested to issue necessary orders extending the time limit for filling of backlog vacancies of Scheduled Caste/Scheduled Tribes that have arisen upto 31.12.2011, for a further period of one year upto 30.06.2013.

7. Government, after careful consideration, hereby permit all the Departments to notify backlog vacancies meant for SCs/STs, which have arisen upto 31.12.2011 to the relevant recruiting agencies subject to the observance of the following principles:-

I) This relaxation for notification of backlog vacancies of SC/STs is purely as a one time measure and would automatically lapse on 30th June, 2013 reverting the recruitment process to the normal procedure contemplated under Government Order first read above.

II) The recruitment should be for only backlog vacancies of SC/ST categories that had arisen upto 31.12.2011.

III) ‘Backlog vacancies’ are defined under Rule 22 of A.P. State & Subordinate Service Rules.

IV) The recruitment procedure has to be in accordance with section (4) of Act 2 of 94 which is as follows:

“No recruitment in any public service to any post in any class, category or grade shall be made except:

a) from the panel of candidates selected and recommended for appointment by the Public Service Commission where the post is within the purview of
the said Commission.

b) from a panel prepared by any Selection Committee constituted for the purpose in accordance with the relevant rules or orders issued in that behalf; and

c) from the candidates having the requisite qualification and sponsored by the Employment Exchange in other cases where recruitment otherwise than in accordance with clauses (a) & (b) above.”

V) Each Department shall ensure that the posts which are not required to be filled due to change in the work practice and redundancy should be deleted from notification.

VI) Public Sector Undertakings and other independent bodies which are in the restructuring mode or being contemplated or downsizing shall not notify their
vacancies without a formal clearance from their administrative department in the Government.

8. All the Heads of Departments are required to report the vacancies notified by the respective departments to the Finance (SMPC-I) Department for information and record. The Deputy Directors, O/o District Treasury Officers, Director of Treasuries and Accounts and Pay and Accounts Officer and all the Accounts Officers are to take note of these instructions immediately.
