ORDER:
The following notifications will be published in the
Andhra Pradesh Gazette. Dt. 05-06-2013.
NOTIFICATION
In exercise of the powers conferred by proviso to article
309 of the Constitution of India, the Governor of Andhra Pradesh hereby makes
the following amendments to the Andhra Pradesh Secretariat Service Rules issued
in G.O.Ms.No.445, G.A (Ser.B) Department, dated 29th October, 1998 as subsequently
amended from time to time. These amendments shall be deemed to have come into
force with effect on and from 30th August, 2008.
AMENDMENTS
In the said rules
(1) In rule 2 : -
(i) In Class –A, in Category (1), for clause (d), the
following shall be substituted namely:
“(d) (i) Additional Secretary to
Government (Non-Cadre) other than in the Law and Finance Departments (Section Officers line).
(ii) Additional Secretary to Government (Non-Cadre) other than
in the Law and Finance Departments (Private Secretaries line)”.
(ii) In Class-B,
(1) In Category (1) for clause (c) the following shall be
substituted namely:
“(c) (i) Joint Secretary to
Government (Non-Cadre) other than in the Law and Finance Departments (Section Officers line).
(ii) Joint Secretary to Government (Non-Cadre) other than in
the Law and Finance Departments (Private Secretaries line)”.
(2) In Category (3) for clause (c), the following shall
be substituted namely:-
“(c) (i) Deputy Secretary to
Government (Non-Cadre) other than in the Law and Finance Departments (Section Officers line).
(ii) Deputy Secretary to Government (Non-Cadre) other than in
the Law and Finance Departments (Private Secretaries line)”.
(3) In Category (4) for clause (c), the following shall
be substituted namely: -
“(c) (i) Assistant Secretary to
Government in the Departments of Secretariat other than in the Law and Finance
Departments
(Section Officers line).
(ii) Assistant Secretary to Government in the Departments of Secretariat
other than in the Law and Finance Departments
(Private Secretaries line)”.
(2) In rule 3,
(i) In Class-A, for entries in column (2) and (3) against
clause (d), the following shall be substituted namely: -

in the Law and Finance Departments
(Section Officers line).

By promotion of Joint Secretary to
Government (Non-Cadre) in the
Departments of Secretariat other than in

By promotion of Joint Secretary to

(ii) In class-B
(1) for the entries in column (2) and (3) against clause
(C ) of serial
number-1, the following shall be substituted namely: -

By promotion of Deputy Secretary to
Government (Non-Cadre) in the
Departments of Secretariat other than in

(Non-Cadre) other than in the Law
and Finance Departments (Private
Secretaries line).

By promotion of Deputy Secretary to
Government (Non-Cadre) in the
Departments of Secretariat other than in
the Law and Finance Departments
(Private Secretaries line).

(2) For the
entries in column (2) and (3) against clause (c ) of serial
number-3, the following shall be substituted namely: -

“(c) (i) Deputy Secretary to
Government (Non-Cadre) other than
in the Law and Finance Departments
(Section Officers line).

(i) By promotion of Assistant Secretary
to Government in the Departments of
Secretariat other than in the Law and
Finance Departments (Section Officers
line).

(ii) By transfer on tenure from any other
service, subject to Note 8 below.
(ii) Deputy Secretary to Government
(Non-Cadre) other than in the Law
and Finance Departments (Private
Secretaries line).

By promotion of Assistant Secretary to
Government in the Departments of
Secretariat other than in the Law and
Finance Departments (Private
Secretaries line).
|
(3) For the
entries in column (2) and (3) against clause (c ) of serial
number-4, the following shall be substituted namely: -

“(c) (i) Assistant Secretary to
Government in the Departments of
Secretariat other than in the Law and
Finance Departments (Section
Officers line).

(i) By promotion of Section Officers.
(ii) By transfer on tenure of a Special
Grade Deputy Collector of the Revenue
Department for one post in the Revenue
Department of the Andhra Pradesh
Secretariat;
(iii) By promotion of Accounts Officers;
(iv) If the State Government so direct by
transfer from among full members and
approved probationers of any other
service which the State Government may
specify.

(ii) Assistant Secretary to
Government in the Departments of
Secretariat other than in the Law and
Finance Departments (Private
Secretaries line).
|
By promotion of Private Secretaries to
Secretaries to Government.
|
(iii) for Note (3)
the following shall be substituted namely:-
(i)
Private Secretaries to
Secretaries to Government (including Private Secretaries to Chief Secretary / Special
Chief Secretary / Principal Secretary / Second Secretary / Special Secretary /
Ex-officio Secretary to Government) who are found suitable at the end of two
years training as Section Officers shall be considered for appointment as
Assistant Secretary to Government in the Departments of Secretariat in each
unit of appointment along with Section Officers against the posts apportioned
to Private Secretaries and Section Officers line respectively.
(ii) The apportionment of posts for Private
Secretaries line and Section officers line in the categories
of
Additional Secretaries to Government, Joint Secretaries to Government, Deputy
Secretaries to
Government,
Assistant Secretaries to Government, shall be as per the ratio fixed by Government
from
time to time in proportion to the permanent cadre strength of Private
Secretaries to
Government
and Section Officers including Section Officers (SC) in each unit of
appointment which
shall be
reviewed once in three years.
(iv) In note (4) the words “including the Section
Officers in the Strictly
Confidential Unit” shall be omitted and in the last line
after the words ‘Section
Officers’, the words ‘in Single Unit’ shall be added.
