Rules - The Andhra Pradesh Special Protection Force Subordinate Service Rules, 1995 - Amendment – 

          In the circumstances reported by the Director General, Special Protection Force, Andhra Pradesh, Secunderabad in the letter 5th read above, the Government after careful examination of the matter have decided to amend the Andhra Pradesh Special Protection Force Subordinate Service Rules, 1995 issued in GO Ms No. 208, Home (Police-F) Department, Dated: 20.08.1997.


2.       Accordingly, the following notification will be published in an extraordinary issue of the Andhra Pradesh Gazette, dated: 21.06.2013

NOTIFICATION

In exercise of the powers conferred by section 21 of the Andhra Pradesh Special Protection Force Act, 1991 read with proviso to article 309 of the Constitution of India and of all other powers hereunto enabling the Governor of Andhra Pradesh hereby makes the following amendments to the Andhra Pradesh Special Protection Force Subordinate Service Rules, 1995 issued in GO Ms No. 208, Home (Police-F) Department, Dated the 20.08.1997 and as amended from time to time. 

AMENDMENTS

          In the said rules :-
(1)       In Annexure-I in the table under the heading class-I for the existing entries in column (2) and (3) thereof the following shall be substituted, namely:-

Note : The direct recruitment procedure and fixation of inter-se-seniority among such directly recruited candidates shall be same as specified in respect of “Stipendiary Cadet Trainee Reserve Sub Inspectors of Police (APSP)” prescribed in AP Police (Stipendiary Cadet Trainee) Rules, 1999 issued in GO Ms No. 315, Home (Police-C) Department dated 13.10.1999 and as amended from time to time.

(2)       In Annexure-IV under the heading “2-tests”,
(i) For pre-paragraph, the following shall be substituted, namely:-
“The candidates falling in order of inter-se-seniority and fulfilling all the conditions for becoming fit to be considered for promotion as per SPF Subordinate Services Rules, 1995, State & Subordinate Services and general instructions of the government from time to time, shall have to undergo promotion course for a period of  08 weeks as per the block syllabus to be finalized by the Director General, SPF and pass final tests prescribed for respective category of post with 50% marks in each subject”. 

(ii) under the note, (a) in para(b) the words “or by transfer” and “or       transfer” shall be omitted.  

(b) in para (c) the words “or by transfer” shall be omitted.  

            (c) Para (d) and (e) shall be omitted and after so omitted, the existing paras (f) and (g) shall be renumber  
                  or para (d) and (e) respectively.  

(3)       In rule 4(A)(a),- (i) For the existing entry (iii), the following shall be substituted namely:-

(iii)         “Children of SPF members including Retired / Deceased / Incapacitated members:  Children of  permanent serving  members of Special Protection Force upto the rank of Inspector including children of  retired, deceased, incapacitated or compulsorily retired on medical invalidation shall come under this special category. 

Note: Children of members of Special Protection Force who were compulsorily retired, removed or dismissed from service as a measure of punishment shall not be considered under this special category.”

(ii)   After the entry (iii), the following shall be added namely:-

(iv)   “National Cadet Corps: Candidates who possess NCC ‘C’ certificate will be preferred. If sufficient candidates are not available, then the candidates who possess NCC ‘B’ certificate will be considered. If vacancies still remain unfilled, then the candidates who possess NCC ‘A’ certificate will be considered.

(v)          Members of Special Protection Force:  Members enrolled as permanent members of the Special Protection Force in any class and  category of Special Protection Force service including Ministerial Service and who have completed three years of service as on the date of notification will come under this special category.  The period rendered as Stipendiary Cadet Trainee shall not be counted for purpose of service.

Note: Candidates who fall under any of the following categories will not be considered for quota under “‘Members of Special Protection Force”

(a) Any major punishment in the entire service.

(b) Minor punishments - three or more in the entire service.

(c) Any punishment under currency

(d) Under suspension or facing an oral enquiry

(e) Dismissed, Compulsorily retired or removed from service”.
